HomeMy WebLinkAboutOperations Supervisor - BCITY OF IOWA CITY - Job Description Job Class #27-09B FLSA Exempt Civil Service Identification Position Title: Operations Supervisor – Transportation Services Department: Transportation Services Division: Administration Supervisor: Transportation Services Director Job Summary Under the direction of the Transportation Services Director, ensures delivery of safe, efficient and convenient transportation services for the community. Supervises the operational, financial and personnel activities of Iowa City Transit. Responsible for personnel management, transit operator deployment, operations monitoring, dispatching, resolution of customer inquiries, and related work as assigned. Job Scope Directly supervises and provides leadership, guidance, and support to transit operators and support staff. Maintains an atmosphere of cooperation, teamwork, and problem solving while supervising daily operations. Evaluates services, processes, and procedures to enhance and improve operations. Essential Job Duties and Responsibilities Performs initial training for staff. Trains employees focusing on customer service. Develops and delivers ongoing operational training. Participates in hiring process. Investigates misconduct and recommends action to be taken. Organizes and supervises division workflow. Evaluates employee job performance. Hosts and attends regular staff meetings. Coaches employees in areas needing improvement. Dispatches, directs and supports daily operations. Responds to employee concerns. Job Class #27-09B Administration Page 2 Updated 09/27/2023 Ensures all personnel and vehicle assignments are filled. Facilitates projects and completes tasks as assigned. Supervises operations to ensure policy and schedule adherence. Coordinates service disruptions caused by weather and traffic. Provides recommendations for budget planning. Oversees expenditures and revenues. Prepares weekly report of activities for Department Director and Associate Director. Investigates misconduct and recommends action to be taken. Assists in planning for service expansion and/or reduction and changes in service delivery methods. Schedules employees to cover vacant shifts, vacations and last minute absences. Completes employee time records and reconciles with scheduled hours. Records complaints and compiles data for reporting purposes. Maintains various operating statistics; compiles daily/monthly/annual reports. Interacts with other City departments. Ensures compliance with local, state and federal policies and programs Assists in planning for service expansion and/or reduction. Facilitates transit programs. Assists customers with vehicle impound releases. Answers phones and email requests for information. Drives transit routes as needed. Resolves customer conflicts and assists with daily customer interactions. Assists with development of division staff. Schedules and approves employee time off requests considering division needs and ensures division has adequate coverage during expected and unexpected absences. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to moving mechanical parts, fumes or airborne particles, risk of electrical shock, and vibration. The noise level in the work environment is usually moderate. Minimum Education, Experience and Certification Associate degree from an educational institution accredited by a DOE recognized accreditation body or high school diploma or equivalent and two years of related experience and/or training required. Valid driver’s license with satisfactory driving record required. Valid Iowa Class B commercial driver’s license with air brakes and passenger endorsement required within 90 days of hire. This position is subject to federal drug testing requirements. A pre-employment drug screen is required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Bachelor’s degree from an educational institution accredited by a DOE recognized accreditation body preferred. Three years of related experience and/or training preferred. Knowledge, Skills, and Abilities Knowledge of personal computer operations, including ability to use database and spreadsheet software. Ability to work in a team environment. Skills in oral and written communication. Ability to supervise and motivate employees. Ability to read and understand written materials and maps. Ability to learn and apply complex policies and procedures. Ability to perform mathematical calculations necessary to perform payroll functions and basic bookkeeping functions.
