1. CALL TO ORDER RECOGNIZE ALTERNATES: CONSIDER APPROVAL OF MEETING
MINUTES
Neumann called the meeting to order at 10:35 AM. Scott Larson was recognized as an
alternate for Dan Holderness of Coralville. It was moved by Hayworth and seconded by
Wilson to approve the meeting minutes of September 11, 2007. The motion carried
unanimously. It was moved by McClatchey and seconded by Larson to approve the
meeting minutes of November 15, 2007. The motion carried unanimously.
2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA
Dahms announced to the Committee his candidacy for Board of Supervisors.
3. CONSIDER A RECOMMENDATION ON THE FY09 JCCOG FEDERAL TRANSIT
ADMINISTRATION PROGRAM OF PROJECTS
Neumann stated that this lists the federal programs that the three transit systems want to
pursue for FY09 and it will be part of the DOT's consolidated grant application for each
system as well. Morek mentioned that it should state that there is extended service on the
Broadway route. McClatchey stated that there is almost no chance that all of this will get
funded but that it will carry over from year to year. It was moved by McClatchey and
seconded by Dahms to recommend the FY09 Federal Transit Administration Program of
Projects. The motion carried unanimously.
4. CONSIDER A RECOMMENDATION ON THE FY09 JCCOG TRANSIT CAPITAL
EQUIPMENT REPLACEMENT PLAN UPDATE
Neumann stated that this is an annual plan that helps transit manager's plan for major
capital improvements and updates. McClatchey noted some minor corrections that need to
be made to the update. Neumann stated that those corrections will be made. McClatchey
also mentioned that these items are large capital investments, like buses, and that smaller
items that were included in previous replacement plans are now mostly funded by using a
local formula for funding. Dahms moved and Morck seconded a recommendation to approve
the FY09 JCCOG Transit Capital Equipment Replacement Plan Update. The motion
carried unanimously.
5. CONSIDER A RECOMMENDATION ON THE FY09 JCCOG PASSENGER
TRANSPORTATION DEVELOPMENT PLAN
Neumann stated that this was the second year of the plan and that it is an all encompassing
document dealing with public transit. New to the plan this year is a human services
agencies survey. Deficiencies were identified and funding is programmed to help solve
those deficiencies. This includes all federal, state, and local funding. The DOT has
reviewed the plan and their comments and suggestions are being incorporated. Neumann
also stated that this is only a draft, but the proposed projects will not change. The policy
board will see the final document for approval. There were some questions and discussion
as to what will be changed before it goes to the policy board for approval. Neumann stated
that he would put an updated draft on the JCCOG website before it goes to the policy board.
McClatchey stated that the intent is to work with all the transit agencies to utilize the
resources. Neumann stated that a lot of changes have occurred between last year and this
year. Morck moved and McClatchey seconded a recommendation to approve the FY09
JCCOG Passenger Transportation Development Plan with the updated changes. Neumann
stated that the changes will mostly deal with inventorying human service agencies and more
information on how the conclusions were drawn. The motion carried unanimously.
6. CONSIDER A RECOMMENDATION ON THE FY09 TRANSPORTATION PLANNING
WORK PROGRAM
Yapp stated that a work program has been compiled and needs approval before it is sent to
the DOT by the end of March for comments. It will then be finalized and brought back for
final approval. Dahms asked what the 1-80 pedestrian bridges project entailed. Yapp said
there were two pedestrian bridges both at Dubuque and Hwy 1. Phillips moved and Knoche
seconded a recommendation to approve the FY09 Transportation Planning Work Program.
The motion carried unanimously.
7. UPDATE ON SURFACE TRANSPORTATION PROGRAM AND TRANSPORTATION
ENHANCEMENT FUNDING PROPOSAL
Ackerson stated that forecasts for funding are higher than previously suggested. The
federal general obligation limit has increased and the forecast suggests a possible surplus
of $102,000 for surface transportation funds and $37,000 for enhancement funds. These are
not solid numbers but there might possibly be another round for applications. Morck asked if
the surplus could be rolled over to the next year. Ackerson said that it could be rolled over
until next year. Yapp stated that once the Transportation Improvement Program is approved
by the state we would have more certainty on funding targets.
8. UPDATE ON TRANSPORTATION INVESTMENT MOVE THE ECONOMY IN THE 21sT
CENTURY PROPOSAL
Yapp stated that this is an update on the Time 21 proposal. This is a proposal to obtain
approximately $200 million a year for construction and maintenance within the state. The
fund has been created, but funding has not been appropriated. The Legislature is looking at
funding options but will not be looking at increasing the fuel tax. Many of the funding
packages suggested would not reach the full $200 million target. Cutler responded to a
question to describe the distribution of funds. The Committee expressed interest in having
more information regarding this proposal. McClatchey stated that the he hopes public
transit is not lost in the proposal.
9. UPDATE ON THE FORMATION OF A SUBCOMMITTEE TO EXPLORE EXPANSION OF
FIXED-ROUTE PUBLIC TRANSIT
Yapp stated that at their last meeting the policy board voted unanimously to form a
subcommittee to explore expansion of fixed-route public transit to complete two tasks. One
task is to develop scenarios for expansion of fixed-route transit to North Liberty and other
parts of Johnson County. The other task is to determine the costs of those scenarios. The
subcommittee will be seated at the next JCCOG board meeting. McClatchey stated this is a
good way to pursue it. He also mentioned the need for a survey to determine the demand
for new fixed-route service and that the costs need to be addressed because the services
are very expensive.
10. UPDATE ON PASSENGER RAIL PLANNING
Yapp stated that two Amtrak studies have been released as well as some of the study for
the Quad Cities to Iowa City section. Chicago to Quad Cities would require a $6.9 million
subsidy per year for two trips daily. Quad Cities to Iowa City preliminary numbers suggest a
$100,000 to $200,000 subsidy per year for two trips daily. This is because of a much higher
ridership from Iowa City and the shorter distance.
Hayworth asked why the capital cost would be so much more between the Quad Cities and
Iowa City. Yapp responded that the track would need to be upgraded to accommodate
higher speeds and also to straighten curves.
Yapp stated that the City of Coralville has requested federal earmark funding for the
segment between Iowa City and Coralville. The Convention Visitors Bureau is planning
several more excursions this summer to increase the profile for the potential for rail service.
They will hold three events this summer.
11. UPDATE ON RECENT ACTIVITIES
Wheatley asked if the 2035 forecast model assumes full build out for development. Yapp
stated that it assumes full build out for development to al level based on estimates received
from each city.
Wilson stated that the new hospital expansion is moving forward and will cost between $750
million and $1 billion. This will raise many questions as to transportation in the area and will
need the assistance of JCCOG in the planning process.
Boelk stated that McCollister Boulevard is moving forward and the Court Hill Trail will get
started this summer. Radius improvements are going to be made on Dubuque St. and
Church St. as well as re-Iaying the bricks on the block of Church Street between Clinton
Street and Dubuque Street..
Fosse stated that snow removal has put a big dent on the road use funds this year. Oil
prices could also affect the funds this year.
Fowler stated that Broadway and North Dodge routes are being expanded this summer. The
final touches are being placed on the cab contract for after hour service.
Hayworth stated the bids have been received for the clear creek trail expansions. The old
sunset motel site has been cleaned up, and they are hoping for a bridge at that site for more
trail expansion. Larson stated that 1 sl Avenue will have an asphalt overlay project and also a
total reconstruction of six blocks of the old part of Coralville.
Fosse added that work is being done on a joint effort for visual enhancement of 1-80
between 1-380 and Hwy 1.
McClatchey stated that Cambus is working on a design for a new storage barn because
25% of their fleet is parked outdoors. The parking and transit implications of the hospital are
a concern. It became evident after this winter that Cambus needed new buses. They will be
getting 12 new buses this summer.
Brase stated that a secondary roads facility is under construction.
Dahms stated that the trail expansions are really exciting. There has been some contact
with the Amana trails group to extend the trials from Tiffin and to build relationships with
them.
Cutler stated the 1-80 reconstruction will continue and 1-380 will be resurfaced this summer
and may take two construction seasons to complete. The 2009 Hwy 1 overlay project will
hold a public meeting in Solon on March 25.
12. OTHER BUSINESS
Neumann stated that Nick VanderZwan, the JCCOG traffic engineering planner, has
resigned and moved back to Chicago. His position is currently being advertised. JCCOG will
have a transportation planning conference this summer. The JCCOG membership roster
has been updated.

Program
Following are the project summary pages proposed for the FY09 JCCOG Transportation
Planning Work Program (TPWP), which include specifically requested FY09 projects and the
general projects we conduct as part of our general transportation planning process. You
reviewed the list of specific FY09 projects at your last meeting. The list in this packet is in the
format which is required for the submittal to Iowa DOT.
At the request of Iowa DOT, we have added anticipated completion times to the specifically
requested projects. Please take a moment to review these anticipated completion times and let
us know if you have any comments or would like to change the completion time for a specific
project. For example, if you have a need to have a project completed sooner rather than later,
now would be the time to let us know.
Please consider a recommendation on the FY09 TPWP to the JCCOG Urbanized Area Policy
Board. The Board will consider the TPWP at its May 21 meeting.

FY2009 Transportation Planning Work Program
Administration
Task Objective: Administration of the JCCOG Transportation Planning Division, including required
transportation planning and programming documents, contracts, grant applications, agendas and
information packets. The Administration work element will also be responsible for work items not
traditionally associated with transportation planning; for example, in FY09 JCCOG will be assisting
with discussions related to metropolitan affordable housing policy. Staff coordination, hiring and
training is also conducted under Administration.
Project Description (general work items):
1. Develop and administer elements of the annual Transportation Planning Work Program
(TPWP)
2. Administer adopted Public Participation Plan (PPP), and update as necessary
3. Develop annual Transportation Improvement Program (TIP), and amend as necessary
4. Update Long Range Multi-modal Transportation Plan as necessary
5. Develop and update annual Passenger Transportation Development Plan (PTDP)
6. Assist with triennial reviews as required
7. Assist with updates of Federal Transit Administration documents
8. Contract renewals, including paratransit contracts with municipalities and contracts between
municipalities.
9. Preparation of materials for policy board and technical committee meetings
10. Coordination with the East Central Iowa Council of Governments, Iowa DOT, and U.S. DOT
11. Administration of SAFETEA-LU grant programs and regulations
12. Assist local transit agencies with setting Disadvantaged Business Enterprise (DBE) goals,
and the reporting on goal attainment.
13. Administer regional Surface Transportation Program and Transportation Enhancement Funds.

Comprehensive Planning
Task Objective: Integrate transportation planning and land use planning for JCCOG member
agencies. The goal of this task is to incorporate land use planning, best practices of site design,
environmental sustainability, and economic development with transportation planning. JCCOG staff
will typically work as part of a team with municipal staff on Comprehensive Planning-related projects.

1. Assist with arterial street planning issues as required
2. Assist with review of development projects
3. Assist with analyses related to economic development activities
4. Travel demand modeling activities
5. Assistance with comprehensive planning as requested by JCCOG member agencies

transportation planning

Short-Range Planning

3. Transit on-time performance studies as requested

Long-Range Planning
Task Objective: Conduct planning activities for JCCOG member agencies focusing on the 10-25
year planning horizon. While there is often some overlap between short-range planning and long-
range planning, projects in long-range planning are oriented toward recommendations and changes
recommended in the beyond-1 O-year time frame.
Project Description (general work items):
1. Update urbanized area long-range transit planning documents as required
2. Assist with urbanized area trail planning as required, including Johnson County trails in
adjacent area
3. Update 2007-2035 JCCOG Long Range Multi-Modal Transportation Plan as necessary

Improvement Program
The annual JCCOG Transportation Improvement Program (TIP) is our local programming document for
federal and state surface transportation projects. Project pages and project status summaries from the
draft FY09-12 JCCOG TIP are attached. Please take a moment to review your projects, and let me know
if anything is inaccurate. You will notice some projects anticipated to be let in FY08 are listed in FY09 in
the draft TIP. The software we use to develop the TIP does this automatically; they will be dropped from
the FY09 list if they are let in FY08.
In January 2008, new Surface Transportation Program (STP) and Transportation Enhancement (TE)
projects were awarded funds, including the following:
. Iowa City Lower Muscatine Road reconstruction from Sycamore St. to First Ave. Estimated
project cost: $3,575,000; STP funds: $1,300,000 [Total STP funds for this project: $1,720,000]
. Tiffin Ireland Ave extension to Highway 6. Estimated project cost: $2,200,00; STP funds:
$370,200 [Total STP funds for this project: $430,000]
. University Heights Melrose wide sidewalk, east city limits to Finkbine Golf Course. Estimated
project cost: $496,000; STP funds: $396,800
. Coralville First Ave. wide sidewalk, Country Club Drive to Oakdale Blvd. Estimated project cost
$420,000; TE funds: $101,870
. Tiffin East Tiffin Trail, Jasper Avenue to 1-380. Estimated project cost: $411,716; TE funds:
$89,000
Please note also, the TIP contains two recurring expenses: JCCOG Pavement Management Data
Collection: $9,000; and State Urban Design Standards: $8,000.
Beginning this year, the Iowa and Federal DOTs request that the TIP contain a list of "regionally
significant" projects that have not received federal funds, but may in the future. The intent of having these
types of projects in the TIP is to allow for some environmental review of projects during the design phase,
in anticipation of the project receiving federal funds in the future. Please bring a list of your regionally
significant non-federal funded projects to our meeting and we will add this new section of the TIP for
Board approval.
To date, we have received no public comments on the draft FY09-12 TIP. Please consider a
recommendation to the JCCOG Urbanized Area Policy Board on the FY09-12 JCCOG Transportation
Improvement Program.

Introduction
The Johnson County Council of Governments Transportation Improvement Program (TIP) is the
programming document for federally funded surface transportation improvements within the Iowa
City Urbanized Area. This document includes transportation projects for all modes of surface
transportation, including street and highway, transit, bicycle, and pedestrian projects for the period
FY09-12. Transportation projects receiving federal funds are programmed in the Transportation
Improvement Program.
The following organizations have contributed to the preparation of this planning document:

Johnson County Council of Governments
In November, 2007 the JCCOG Urbanized Area Policy Board approved apportionments of regional
Surface Transportation Program (STP) and Transportation Enhancement (TE) funds through
2010.
The regional STP and TE funds apportioned by the JCCOG Board are federal funds allocated to
JCCOG by the Iowa Department of Transportation. JCCOG will program FY11-12 regional STP
and TE funds in fall 2009, following a grant application and public input process.
Regional Surface Transportation Program projects
Coralville Oakdale Blvd. extension from eastern terminus to Dubuque St. Estimated project
cost: $3,000,000; STP funds: $1,500,000
Iowa City Lower Muscatine Rd. reconstruction from Sycamore St. to First Ave. Estimated
project cost: $3,575,000; STP funds: $1,720,000
Dubuque St./lowa River Pedestrian Bridge [AKA Butler Bridge]. Estimated project cost:
$600,000; STP funds: $480,000
Coralville Highway 6 Phase VII 12th Avenue to 22nd Avenue, including sidewalks,
streetscape, and center turn lane. Estimated project cost: $5,008,000; STP funds:
$1,000,000
North Liberty Highway 965 I Golfview Drive intersection reconstruction, including a
pedestrian tunnel. Estimated project cost: $1,500,000; STP funds: $274,012

Earmark I Demonstration projects
The current federal transportation legislation, the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA-LU) included funds for one earmark /
demonstration project in JCCOG communities. The project that has specific funding allocated to
it in the SAFETEA-LU legislation:
Coralville Clear Creek Trail extension. Estimated project cost: $563,000; federal aid:
$450,000
Coralville Clear Creek Trail and Greenway. Estimated project cost: $1,000,000; federal
aid: $800,000
Coralville Highway 6 Phase VII, 12th Avenue to 22nd Avenue. Estimated project cost:
$5,008,000; federal aid including STP funds: $2,600,000
Iowa City McCollister Boulevard extension, Riverside Drive to Gilbert Street. Estimated
project cost: $6,300,000; federal aid: $5,000,000
Iowa Department of Transportation projects
The JCCOG TIP includes Iowa Department of Transportation projects that occurwithin the JCCOG
transportation planning area. These projects include reconstructing Interstate-80 to 6 lanes,
bridge deck overlay projects on Interstate 380, patching and pavement rehab on 1-380, and other
projects to upgrade and maintain the state and federal highway system in the Iowa City Urbanized
Area. The JCCOG TIP represents tens of millions of dollars of state and federal funds being
invested in our transportation infrastructure, which helps the region's economic competitiveness,
as well as quality of life.

Transit projects
The transit element of the JCCOG TIP includes the list of transit capital and planning funds for
which federal aid is requested; the transit Capital Equipment Replacement Plan; the Consolidated
Transit Funding Application; and the required Federal Transit Administration certification. The
three transit agencies in the Iowa City Urbanized Area include Iowa City Transit, Coralville Transit,
and University of Iowa CAMBUS. Each of these agencies has listed their capital projects for
which they desire federal funding.
Note: Inclusion of a project in the TIP does not guarantee federal-aid eligibility or funding. Eligibility is
determined on a case-by-case basis when project authorization is requested from the FHWA and the
FTA.

We are coordinating an initial meeting of this taskforce in mid to late June. At the initial meeting,
JCCOG staff will give an overview of how transit systems are funded, including capital and
operations costs, and the various federal, state, and local funding and revenue sources
necessary to support those costs. We feel it is important that the members of the taskforce have
a good understanding of how transit systems are funded, and what that funding is based on
before beginning to discuss scenarios for expansion of fixed-route transit into areas not
currently being served.
We would also like to have further discussion of what "end product" is desired from this
taskforce. The JCCOG Urbanized Area Policy Board agreed to form this taskforce following the
submittal of a petition from representatives of North Liberty for increased transit service, and
from the League of Women Voters for increased transit service into other areas of Johnson
County. It has been staff's understanding that the taskforce will consider various options for
expansion of fixed-route transit into areas not being served, after considering costs and
opportunities. Ultimately, the taskforce would produce a statement/recommendation for the
JCCOG Board to consider.
Let me know at our May 13 meeting if you have any questions or input into the JCCOG Public

Re: Agenda Item 6: Update on Potential Eastern Iowa Amtrak Service
On April 18 a study conducted by Amtrak on behalf of the Iowa Department of Transportation
regarding the feasibility of passenger rail service from the Quad Cities to Iowa City was officially
released at a news conference. A map of the preferred route is attached for the entire route; the
preferred route between the Quad Cities and Iowa City is on the Iowa Interstate Railroad line.
Annual ridership on the full route is estimated to be around 187,000 passengers, based on two
round trips per day, and if improvements are made allowing speeds of 79 miles per hour. It is
being proposed that the states of Iowa and Illinois would share both the capital costs and the
operating costs. The attached pages provide details on the anticipated ridership, capital and
operations costs from the Amtrak study.
Next Steps
For passenger rail service to be extended from Chicago to Iowa City, there are several
necessary steps that have been identified:
. Capital funding (likely to be state and/or federal funds) must be secured and a source for
operating funding (likely to be state funds) must be identified
. Discussions and negotiations must take place between Iowa, Illinois and the railroads
regarding use of track, funding issues, etc.
· Rolling stock must be procured
. Station and associated station infrastructure must be developed, which will be a local
responsibility
. Finally, infrastructure improvements must be completed and additional personnel must
be recruited and trained
Iowa DOT staff will be coordinating discussions regarding these next steps, and affected local
governments will be invited to participate. There needs to be clear public support for Amtrak
service for these steps to be accomplished.

We have been keeping you apprised of the status of the Iowa DOT Road Use Tax Fund (RUTF)
report which was released in 2006 to the Iowa General Assembly. The RUTF report specifically
addressed the need to increase funds available to repair Iowa's road system, and
recommended the creation of the Transportation Investment Moves the Economy in the 21st
Century (TIME-21) Fund. At the March 13th meeting, the TTAC recommended that the
Urbanized Area Policy Board Chairperson send letters to area legislators endorsing the TIME-
21 proposal and encouraging their support for the initiative.
The TIME-21 Fund Act was passed by legislation (House File 932) and signed by the Governor
in 2007. On April 22, 2008, Governor Culver signed Senate File 2420 which will secure new
revenue for appropriation to the TIME-21 Fund. Key provisions of the bill to take effect the
second half of FY09 include:
. Extends constitutional protection to more funds supporting Iowa's roadways by repealing
the motor vehicle use tax of the purchase price of a vehicle and replacing it with a fee for
new registration of the same rate
. Allocates revenues to the TIME-21 Fund through the increase in fees collected from
trailer registration, certificates of title, and revenues collected from annual vehicle
registration fees in excess of $392 million
. Elongates the schedule applicable to reducing registration fees for cars and multi-
purpose vehicles and increases the minimum vehicle registration
. Increases pickup truck registration fees, establishes a "business-trade" truck vehicle
classification and increases the minimum registration fee for 3-ton pickups
. Increases registration fees for 'other' trucks registered based on combined gross weight
. Increases registration fees for special trucks for farm use
. Increases motor vehicle title fees, trailer registration fees, and motorcycle education fees

Re: Agenda Item 8: Framework for Considering Motorized Uses on Trails
In February 2008, the Federal Highway Administration (FHWA) issued guidance to communities
titled, "Framework for Considering Motorized Use on Non-motorized Trails and Pedestrian
Walkways under 23 U.S.C. S 217." This legislation prohibits motorized uses on existinq and
proposed non-motorized trails and pedestrian walkways using federal transportation funds. The
question of motorized vehicle use on area trails has come up occasionally, so we wanted to
provide you with this information.
The legislation permits motorized uses on trails, for only the following:
o maintenance purposes;
o when snow conditions and State or local regulations permit, snowmobiles;
o motorized wheelchairs; and
o when State or local regulations permit, electric bicycles.
FHWA will not allow other types of motorized use (Le., all-terrain vehicles, motorcycles,
mopeds, golf carts, etc.) on trails or pedestrian walkways, except in extraordinary cases:
o The exception may allow limited use of segments of non-motorized trails and
pedestrian walkways, such as for 90 degree crossings, short doglegs, crossing
structures such as bridges, or other exceptional circumstances.
o The exception should not unduly impair non-motorized operation of the trail or
pedestrian walkway, or violate the expectations of adjacent or nearby property
owners.
o An exception will be considered only when other reasonable options have been
exhausted.
If there is interest in allowing motorized vehicle use on trails or walkways constructed with
federal funds, the initial request would be sent to Iowa DOT. Based on the data presented, the
DOT will then provide its recommendation to FHWA, and FHWA will decide whether or not to
concur. Final responsibility for making the decision rests with the FHWA division office.
