Discuss design parameters for American Legion Road, Foster Road and McCollister Road
projects
City Engineer Havel gave a power point presentation to Council members on road design parameters
as they relate to the upcoming projects, the American Legion Road, Foster Road, and McCollister Blvd.
Individual Council member expressed their views.
• Action: Based on Council's road design feedback, Engineering and Transportation Planning will
assess to assure the preferred design (25 mph, 10 foot travel lanes) is feasible and in accordance
with generally recognized engineering standards and either make the design revisions or report
back to Council for further direction. CMO will contact the Iowa City School District to seek their
feedback on roadway crossings and other traffic concerns in school zones (underpass, sidewalk on
both sides of American Legion, crossing at roundabout, Barrington intersection).
Clarification of Agenda Items
• [Agenda Item 4f(7)]... Angie Jordan: Affordable Housing on SE-side of IC ...Council member
Salih mentioned the correspondence to Council and her concerns regarding the program for the
residents currently living on Taylor and Davis.
• [Agenda Item 4e(4)]... Asphalt Resurfacing 2018— US Hwy 1 (Burlington Street and Governor
Street ... Mayor Throgmorton inquired on the timeline of the resurfacing for Riverside Dr.
Assistant to the City Manager Andrew thought it would be coming up on one of the next Council
agendas.
• [Agenda Item 4d(2)]... Riverfront Crossings Park, Phase 3 ...Mayor Throgmorton noted he was
happy to see the contract awarded on this project.

1. (IP2, Email and articles from Mayor Throgmorton: Thinking ahead about autonomous
vehicles) Mayor Throgmorton noted he had provided the articles and thought they were a
stimulating read.
2. (IP4, Copy of news release: Community invited to attend Community Police Review Board
forum—April 23) Council member Mims mentioned the forum date and that it was being
held at the IC Public Library.

3. (IP3 Memo from Transportation Planner: Bike Master Plan —Advisory Committee) Council
member Cole stated he was pleased to see the advisory committee come together and that
it seemed like a good cross section of people.

1. (IP7, Letter from Brian Lee, Department of Natural Resources: Letter of Non-Compliance)
Council member Mims asked for a brief synopsis of the non-compliance items.
2. (IP8, Memo from Senior Civil Engineer: Iowa Department of Natural Resources NPDES
MS4 Compliance Inspection) In response to Council member Mims' request for IP7
Assistant City Manager Monroe referenced the memo from the Senior Civil Engineer which
outlines the steps the City is taking to rectify the non-compliance issues.
3. (IP4, Pending Work Session Topics) Mayor Throgmorton requested information on the
County minimum wage increase and an update on the items regarding the Lusk Avenue
building. City Attorney Dikes stated there would be a report coming to the Council on the
Lusk Avenue items. City Clerk Fruehling asked for joint meeting agenda items for the April
1611" meeting.
Action: City Manager will gather information about the County's recent minimum wage step
increases for presentation to Council in connection with the strategic planning work session
to consider elevating hourly staff wages to $15/hour.
Staff will be reporting to Council on the remaining Lusk items once NDS completes their
research on the issues requiring zoning code amendments.
Joint Meeting topics will include 1-380 construction and a Gateway project and summer/fall
construction road project status updates
Council updates on assigned boards, commissions and committees
Council members reported on various assigned boards, commissions and committees.
