Iowa City City Council regular meeting, 7:00 p.m. at City Hall. Mayor Throgmorton
presiding. Council members present: Botchway, Cole, Mims, Salih, Taylor, Thomas,
Throgmorton. Absent: None. Staff member present: Fruin, Monroe, Andrew, Dilkes,

Mayor's Statement regarding ICE raid in Mt. Pleasant
The Mayor presented Student Leadership Awards to Robert Lucas Elementary
students: Simon Alvarado, Melae Lacy, Sara Sanders.

acres from Interim Development Research Development Park (ID-RP) zone to Planned
Development Overlay/Low Density Multifamily (OPD/RM-12) zone (The Grove) located
west of Camp Cardinal Boulevard and east of Deer Creek Road (REZ17-00015). Senior
Planner Miklo presented a power point. Individual Council members expressed their
views.
Moved by Botchway, seconded by Mims, that the ordinance conditionally rezoning

Public input was held on a resolution adopting Iowa City's FY19 Annual Action Plan
which is a sub-part of Iowa City's 2016-2020 Consolidated Plan (CITY STEPS). Moved by
Mims, seconded by Cole, to continue public hearing to 5/29 and to defer resolution to
5/29. City Manager Fruin presented information.
Moved by Botchway, seconded by Salih, that the ordinance amending Title 4, entitled
"Alcoholic Beverages," of the City Code to prohibit alcohol licenses for new or expanded
outdoor areas during RAGBRAI except for the Downtown Beverage Garden and to
prohibit glass containers of alcohol in the Downtown Beverage Garden during RAGBRAI,
be given first vote. City Manager Fruin presented information.

The Mayor noted that no applications were received for the following vacancies will be
readvertised: Airport Commission for a four-year term, July 1, 2018 — June 30, 2022;
Historic Preservation Commission (E. College St.) for a three-year term, July 1, 2018 —
June 30, 2021. Applicants MUST reside in Iowa City and be 18 years of age unless
specific qualifications are stated. [Staff will not publish additional notices after the initial
announcement; but will continue to advertise vacancies on the City website and Council
agenda. More information may be found on the City website or in the City Clerk's office.
The Mayor noted the previously announced vacancies: Airport Zoning Brd. of
Adjustment for a five-year term, January 1, 2014 - December 31, 2018 (Formerly
advertised); Airport Zoning Brd. of Adjustment for a five-year term, January 1, 2016 -
December 31, 2020 (Formerly advertised); Historic Preservation Commission for a
Jefferson St. Representative to fill a three-year term, July 1, 2016 — June 30, 2019
(New District formed); Telecommunications Commission for two vacancies to fill a three-
year term, July 1, 2018 — June 30, 2021. Vacancies Will Remain Open until Filled.
Gustave Stewart, UISG Liaison, appeared with UISG updates.
Council members reported on various meetings attended, upcoming meetings,
community events, and items of interest.
Assistant City Manager Monroe noted the upcoming Climate Action Steering
Committee Community meeting on July 11 and information on upcoming Senior Center
events.

Discuss 1-380 proiect input and next steps
Mayor Throgmorton gave a summary background for Council members and the public regarding the
revised draft letter to the Director of the Iowa DOT about the proposed widening of 1-380. Individual
Council members expressed their views.
Action: The Mayor will work with staff to refine the 1-380 letter. A final draft will be shared with other
local governments, and the CMO will coordinate an invitation for an intergovernmental discussion
before the letter is sent to the IaDOT Director.
Discuss IP6 from 3/1/18 packet regarding recommendations from Black parents on youth needs
Mayor Throgmorton summarized a memo concerning a meeting held with himself, Mayor Pro tem
Taylor and about 8 parents regarding recommendations from Black parents on youth needs. The
Mayor also identified the four key points. Individual Council members expressed their views. City
Manager Fruin suggested to have recreation staff work through some of the process and evaluate
community resources available to youth and come up with some options and present those back to
Council.
Action: The City Manager's office and Parks and Recreation Department will consider the Council's
discussion on programming in the community for minority youth and will develop a set of
recommendations for moving forward on the issue. Those recommendations will be provided to the
Council for consideration before any further steps are taken. The City Manager's office will also
communicate to the parents that participated in the initial discussion to let them know the conversations
are ongoing.
Clarification of Agenda Items
• [Agenda Item 4d(1)]... UISG Appointments ...Mayor Throgmorton welcomed the UISG
representative to their new roles.
• [Agenda Item 4f(8)]... Harry Olmstead: Vehicles blocking curb cuts ... Council member Salih
asked if staff could look into vehicles blocking the curb ramps. Council members discussed
raising fines, paint and signage, and additional education.

Action: The City Manager's office, Police Department and City Attorney's office will review work
to review the fine structure of various traffic violations under local control and will make
recommendations for adjustments, including increasing the violation for parking in front of curb
cuts and crosswalks. Communications will also develop some education/marketing around the
issue of blocking curb cuts and crosswalks
• [Agenda Item 4f(5)]... Cindy Parsons and Diane Allen: 2017 Annual Parkways Maintenance
Report for Project GREEN ...Council member Thomas noted the report and thanked Project
GREEN for all their work. Mims also mentioned their annual plant sale at Carver Hawkeye
Arena.
• [Agenda Item 6a]... Rezoning 1705 Prairie Du Chien Road ...City Manager Fruin stated the
applicant had requested deferral.
• [Agenda Item 4e(2)]... Rezoning between Burlington and Court Street— Pentacrest Garden
Apartments ...Mayor Throgmorton asked if setting the public hearing could be delayed until
Council had more information. City Attorney Dilkes stated that during the public hearing is
generally when Council receives most of the information and can ask questions of staff and the
developer and then decide if additional information is needed and can continue the public
hearing.
Action: Staff will ensure that minutes from the April P&Z meetings are included in the Council
materials before the May 15 meeting.

1. (IP4, Press Release: Iowa Opportunity Zones) Council member Salih asked if staff could
explain what the program is and the impact it would have for Iowa City. Assistant to the City
Manager Andrew gave a brief summary.
Action: The City Manager's office will prepare a thank you letter for the Mayor's signature to
Governor Reynolds and IEDA Director Durham for the Opportunity Zone nominations.
2. (IP5, Press Release: Moody's assigns Aaa to Iowa City, IA's GOs; outlook stable) Council
member Mims noted the triple-A bond rating and stated there was a lot of good information.
3. (IP2, Memo from Management Intern and Assistant to the City Manager: Participatory
Budgeting) Council member Cole mentioned the well thought out memo from staff and the
recommendations that were made. Individual Council member expressed their views.
Action: Finance and City Manager's office staff will develop an idea to expand the August
budget work session with Council to include more deliberate outreach to the public.
4. (IP10, Historic Preservation Commission: March 8) Mayor Throgmorton inquired if
certificates of appreciation were issued to outgoing commission members routinely. City
Clerk Fruehling stated that the decision was left to each board and commission on how they
handled outgoing members.
Action: The City Clerk's Office will explore the best way to ensure all Board and Commission
members receive a thank you letter when stepping down from their role.

Mayor Pro tern Taylor noted Council member Mims and her attendance at the forum and
