Job Summary
Provides information, guidance and assistance to the general public relative to land use regulations and
municipal code requirements for Iowa City. Investigates reports of potential code violations and follows-up
confirmed violations to ensure citizen compliance with City code requirements.
Essential Job Duties and Responsibilities
Responds to questions and provides information to the public, City staff and governmental agencies to
assist them in understanding building, zoning and housing regulations.
Receives and investigates complaints regarding code violations.
Assigns field inspections to appropriate divisions.
Schedules inspections for Building Inspectors; follows up confirmed violations with correspondence,
phone calls and court action, as needed.
Maintains complete and accurate records on all code violations and court decisions; maintains
document database (both paper and computer) for all building and complaint cases includes scanning
documents and attaching to computer cases for further integration of paper and digital records.
Receives and reviews applications for building, sign and house moving permits; receives and records
fees and issues permits; maintains and produces monthly and yearly building permit statistics.
Reviews applications, maintains records, and issues licenses for sign erectors and house movers.
Assists in coordinating and implementing new procedures designed to improve division office
operations; prepares and submits documents, handouts, memos for public or staff outlining new or
revised procedures to the Neighborhood & Development Services Director for approval.
Relays questions from the general public to the appropriate department or staff member.
Prepares evidence in support of legal actions taken by the City; appears in court as necessary; testifies
at hearings and in court proceedings as required.
Administers vending cart operations on City plaza.

Analyzes zoning and nuisance code requirements for consistency and enforceability; makes
recommendations to Neighborhood & Development Services Director and staff.
Prepares a variety of written reports, memos and correspondence.
Patrols assigned areas in a City vehicle to identify and evaluate problem areas and/or ordinance
violations; determines proper method to resolve violations.
Assists Neighborhood & Development Services Director in minor modification procedures.
Maintains and monitors licensing inspections for approving liquor licenses.
Acts as minute taker for Board of Appeals; submits approved minutes to City Council.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and

Performs all other related duties as assigned.

employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this
job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
While performing the duties of this job, the employee is occasionally exposed to outside weather
conditions; high, precarious places; toxic or caustic chemicals; risk of electrical shock; and risk of
radiation, poor lighting and darkness.
The noise level in the work environment may occasionally be loud.
Minimum Education, Experience and Certification
Bachelor’s degree from an educational institution accredited by a DOE recognized accreditation body
and one year of related experience required. Or equivalent combination of education and experience.
Valid driver's license with a satisfactory driving record required. Must be 18 years of age per Iowa Code
92.8. Must pass criminal background check.
Preferred Education, Experience and Certification
Master’s degree in a related field from an educational institution accredited by a DOE recognized
accreditation body preferred and may also substitute for experience. Three years of related experience
and/or training preferred.

Knowledge, Skills, and Abilities
Knowledge of applicable federal, state and local housing regulations and codes, including the Iowa
City Housing Code, Uniform Building Code, Iowa City zoning code, Americans with Disabilities Act,
and Lead-Based Paint Prevention requirements. Knowledge of various computer software applications.
Knowledge of construction methods and materials and related hazards. Skills in operating computers
and troubleshooting computer and software problems. Skills in communication. Skills in evaluating
housing conditions. Ability to read and understand federal, state, and local regulations and program
procedures. Ability to perform basic mathematical computations, calculate bid tabulations and perform
feasibility analysis. Ability to write manuals, correspondence and bid specifications.
