7. Narrative Description
This 4-story office and apartment building is one of a series of such structures constructed on this block beginning
in the mid-1980s. Built in 1996, it fills a quarter block parcel with two parallel building halves separated by a
courtyard and joined by several connecting walkways. The site slopes down from west to east towards Gilbert
Street with foundations and staircases following the lay of the land. The overall design of the building is “Neo-
Neo-Classical” and incorporates a variety of traditional Classical motifs.
The north building half has four sections facing College Street with each delineated by a front-gable roof wall
dormer. A similar front-gable wall-dormer section faces onto S. Gilbert Street. The south building half has a
similar footprint and roof plan but without some of the masonry detail along the south side and no arcade. Both
halves of the building have a foundation constructed of pre-cast stone block. The north and west faces have a
series of staircases of varying heights leading to the first floor arcade that follows the building’s perimeter. Pre-
cast stone arches in segmental patterns span the openings between brick piers along the arcade. The decorative
metal balustrades filling the arcade openings have twisted spindles and circle motifs.
The masonry walls of the building incorporate pre-cast stone and two colors of red brick in corbeling details. Pre-
cast stone is used for the wide beltcourse separating the first and second levels, for quoins, and for decorative
motifs in the walls, window arches, and sills. The quoin pattern (alternating pre-cast stone and brick sections) is
repeated as a vertical divider between each wall dormer section. The first floor brick and a large circular arch are
laid in a darker brick color with the balance of the walls in the lighter shade of red. Pre-cast stone keystones are
used to set off the brick work in the wall arch as well as the segmental arched window openings. Added features
that break the plane of the wall surfaces are the three segmental arched balconies that appear as a vertical column
centered beneath the peak of each of the wall dormers. These balconies have balustrades that match those of the
first floor arcade. The north and south halves of the building are connected on the Gilbert Street façade by a brick
wall with a round arch motif. A wide staircase leads to the concrete surfaced courtyard between the two buildings
and the perimeter arcade. Entrances to the first floor office spaces are along both the outer walls and the inner
courtyard. The complex roof has all surfaces covered with asphalt shingles.
In 2017, no significant alterations of the façades have been undertaken since the completion of the 2001 survey.

8. Statement of Significance
This building is an example of a late 20th building type that grew in popularity in downtown Iowa City as housing
demand by university students continued to rise making the construction of apartments over commercial spaces an
accepted practice once again as the century drew to a close. The relatively recent construction of this building
prevents it from being individually eligible for the National Register under Criteria A and C or considered a
contributing structure in a potential historic.
This property was acquired from the City of Iowa City in 1992 by GWG Investments – a real estate development
company owned by Bruce Glasgow, Allen Wolfe, and Joseph Glasgow. The building was constructed by GWG
Investments in 1996. The same principals own the property in 2000 as the Main Street Partners. The building has
a variety of office tenants with upper level apartments largely leased to university students. A portion of this
parcel was developed as the City of Iowa City’s first municipal parking lot in the 1940s. The balance was
acquired by the City as part of urban renewal efforts in the 1960s and 70s. The entire parcel served as a municipal
lot until it was acquired by GWG Investments following completion of the new Chauncy Swan Parking Ramp in
1992.
