7. Narrative Description
This one-story commercial building was constructed sometime between 1926 and 1933 according to Sanborn
maps. Property transfer records confirm that a transfer took place in 1928-1929, which likely preceded its
construction. As originally constructed the building had a Commercial Broad Front Design with a central
entrance and two wide plate glass windows to either side. The plain brick exterior likely had a corbeled panel
above the entrance and windows and either a straight or stepped parapet. A stacked brick pattern suggests a
geometric design in the front façade. The building currently has the upper section covered with channel cut wood
siding. Fixed awnings are above the plate glass windows and a replacement metal and glass door is recessed in the
center opening with the transom section above the door closed. A small multi-sided wing at the northeast corner
of the building is original. The building has a flat roof and its ’s overall dimensions are approximately 50- by 150-
feet.
In 2017 no significant alterations of the façade have been undertaken since the completion of the 2001 survey.

8. Statement of Significance
This building is a poorly preserved Commercial Broad Front building form. Alterations of the front façade with
the addition of wood cladding prevents it from being individually eligible for the National Register under Criteria
A and C. Further, due to a loss of adjacent historic resources resulting in an adverse impact to integrity of setting
and association, no historic district exists to which the resource would be considered a contributing resource.
This property changed hands in 1928-29 with W.F. McRoberts and W.J. Harter taking ownership. It is likely that
the building was constructed a short time later since it appears in the 1933 Sanborn map with “automobile sales
and service” as its use. The building stood vacant in 1940 and in 1944 the property was sold to Josh Mann and the
Montgomery Ward & Co. Farm store opened from this location within a short time. Catering to the needs of rural
customers, the store stocked farm products and small agricultural implements as well as maintaining a tire service
department. This location was especially convenient for Montgomery Ward & Co. since their retail store stood
across the alley to the north at 121 E. College Street. By the mid-1960s Montgomery Ward’s lease of the
Burlington Street property expired and the farm store was discontinued. The new building tenant was George’s
Gourmet Inne Restaurant. The Mill Inn Restaurant established here by the early 1970s and continued as “The Mill
Restaurant” in 2000 at which time the building continued to be owned by a member of the Mann family.
