7. Property Description
The building at 309 E. College Street was constructed in 2001 as part of the historic rehabilitation of the historic
Carnegie Library building, which was converted to condominiums. The building was constructed on the portion
of the site formerly occupied by an addition to the library (which was carefully removed) and wrapping around
the south side of the library to front S. Linn Street. The new construction was carefully designed to remain
freestanding and with a setback from the historic library building on all sides. Although functionally related, the
new construction is considered an autonomous building and thus is recorded and evaluated separately from the
library building (a National Register eligible resource).
The 2001 building is a three-story, reinforced concrete structure with brick and stone veneer. The building is a
contemporized version of a Neo-Classical style commercial building – the stylistic elements being an orderly
arrangement of form and openings, simple stone lintels and sills, variation in finish between the ground floor and
the upper stories, and a moderate overhang with simple entablature. The use of double-hung sash are another nod
to early 20th century design character.
The building footprint is generally L-shaped, with the west elevation curved to follow the form of the historic
Carnegie building (Figure 01). The new construction has primary elevations on both E. College and S. Linn
Streets. The College Street side (Image 01) is arranged in five bays of alternating narrow-wide-narrow-wide-
narrow widths. There is a single storefront (housing the Crepes de Luxe Café) with its entrance in the wide bay on
the west and storefront windows located in the wide bay on the east. The entrance has a single leaf door flanked
by wide sidelights and is sheltered by a three-panel canvas awning. The storefront window in the east wide bay is
likewise divided into three, with three windows and a three-panel canvas awning above.
The elevation fronting S. Linn Street has no streetfront access. Like the remainder of the building, the elevation
features stone veneer on the first floor, brick veneer on the second and third floors and an alternating narrow-
wide-narrow system of bays.
A walkway of nearly 9-feet in width separates the building from the historic Carnegie Library. The path of the
walkway mirrors the form of the rear of the library (Figure 01).

As a recent construction, the building at 309 E. College Street does not bear historic significance and so no
evaluation is required as part of the present survey and evaluation project.
