Council member Teague noted that the Criminal Justice Coordinating Committee he
had been appointed to no longer exists.
Mayor Throgmorton asked City Engineer Havel to give some information
regarding the project for item 8.h Idyllwild Stormwater Drainage Diversion. The
following individual appeared: Debra Thome, President of Idyllwild, thanking the
City for the project.
Mayor Throgmorton also noted item 8.k Iowa City Landfill and Recycling Center Cell
FY18 Construction and the cost involved asking residents to do their part by reducing
waste and recycling.

12. Planning and Zoning Matters
12.a. Ordinance conditionally rezoning approximately 5.82 acres of property located at
1914 S. Gilbert Street, 1805 Waterfront Drive, 260, 306, & 346 Southgate Avenue,
from Intensive Commercial (Cl-1) to Neighborhood Public(P-1). (REZ18-00018)
The public hearing was opened. No one appeared.
Motion to continue the public hearing and defer first consideration to November 20th.
Moved by S. Mims, seconded by P. Taylor. Motion Passed. (7 Ayes)
Council member Mims stated the item was being deferred due to obtaining the final
signatures and County approval.

13. Ordinance Amending Title 1 "Administration", Chapter 5 "City Council",
Section 3 "Compensation" of the City Code to increase the salary and health
insurance benefit of the Mayor and Members of the City Council effective
January 1, 2020. (First Consideration)

Mayor Throgmorton summarized the previous Council discussion regarding
compensation and benefits. Council member Cole provided additional information.
14. Ordinance amending Title 10, entitled "Public Ways and Property," Chapter 3,
entitled "Commercial Use of Sidewalks," to provide for sidewalk retailing every
day from March through October. (First Consideration)

20. Resolution adopting an assessment schedule of unpaid mowing, clean-up of

collection in the same manner as property taxes.

P.M.

Flood Update — Iowa City
Public Works Director Knoche presented a flood update and information from the National Weather
Service and the Corps of Engineers. Knoche also noted the local mitigation projects made a big
impact.
Update on the State of*Poverty Forum — Johnson County
Board of Supervisors member Sullivan summarized the forum and moving forward the three groups
that will be meeting regrading income, childcare, and affordable housing. Board of Supervisors Chair
Carberry gave information on dates for those who were interested in participating and also noted that
the information from the forum was on the County website for those who were unable to attend.

FMP Update — ICCSD
Iowa City School Board Vice President Roesler gave a Facilities Master Plan update.
Attendance Area, Voluntary Transfer Policy and School Pairin- Update — ICCSD
Iowa City School Board President Godwin reported on discussions regarding eliminating voluntary
transfers, targeted school boundary changes, the benefits and challenges of pairing schools, and
implicit bias training. Individual board members expressed their views.
General Entity Updates
Johnson County, Iowa City, Coralville, North Liberty, Hills, Tiffin, and University Heights gave
updates on roads, upcoming projects and completed projects.
Next Meetin- Date and Time
The next joint meeting will be January 14, 2018, and will be hosted by Johnson County.

Discuss Expectations for the Transit Study
City Manager Fruin gave a brief summary and overview of the memo to Council, IP4 of the October 11th
Information packet. Transportation Services Director Nagle -Lamm provided additional information.
Individual Council members expressed their views.
Action: Transportation Services will incorporate feedback from Council into the RFQ for the transit
study, including the examination of zero -fare options, creative solutions for transit alternatives,
cooperation with area transit agencies, and engagement of all populations and late/weekend-shift
workers. The first sentence of the RFQ's vision statement will insert "equitable" along with "sustainable,
reliable, and safe" and be changed to the future tense. The CMO and Transportation Services staff will
explore revenue -generating opportunities from bus advertising outside of, but ultimately in coordination
with the study. The CMO and Transportation Services staff will send the Council information on the
costs of providing Sunday service.
Clarification of Agenda Items
• [9.h]... James White, Terri Miller Chait: The Proposed Idyllwild "tunnel"... Mayor Throgmorton
asked staff to address the Council regarding the correspondence received. Public Works
Director Knoche gave a brief flood update and the communication between staff, the Corps of
Engineers, and the residents. City Manager Fruin provided additional information. Individual
Council members expressed their views.
Action: The CMO and Public Works will meet with Idyllwild residents regarding recent flood
mitigation concerns and explain the current plans for bidding and alternates (pump station).
• [9.j]... Martha Wichert: Code 19A ... Council member Cole asked questions pertaining to the
recent rental regulations and the effects to single-family units in regards to the property at 824 E
College St. Senior Housing Inspector Laverman provided background on the regulations, staffs
concerns, and the conversations with the owner. City Attorney Dilkes provided additional
information. Individual Council members expressed their views.
Action: NDS staff will set up a meeting with Councilor Cole about the request made by Martha
Wichert for her duplex property. Neighborhood Services will then follow up again with the
property owner to discuss remaining options.

• [9.a]... Jerry Edwards: Suggestion ... Council member Salih asked if the City could provide free
transportation on election day. Transportation Services Director Nagle -Lamm noted that the
City was already in the planning process to provide free transportation on that day. Individual
Council members expressed their views.
Action: Transportation Services will evaluate any feasible options for getting voters to Terry
Trueblood Recreation Area and other polling places that do not currently have nearby transit
routes.

postcard and thought it was a great idea.

to see Shelter House providing case management services to the residents.

should review the historic survey report included in the information packet.

Throgmorton mentioned the swearing in ceremony for Council member Teague.
5. (IP10, Memorandum from City Clerk: KXIC Radio Show) Council members signed up for
upcoming dates.
6. (IP12, Email from UI Student Government Liaison: Landlord information packet
Requirement) UISG Liaison Stewart summarized his email to Council and asked for
direction or feedback. Mayor Pro tem Taylor also noted her submission regarding landlord
voter registration.
Action: City Attorney and Neighborhood Services will review UISG's proposal that the City
pass an ordinance requiring landlords to provide information re: voter registration and
landlord/tenant law at move -in, discuss with UISG reps and report back to Council.

7. (IP16, Bar Check Report: September, 2018) Mayor Pro tem Taylor commended the
establishments that have consistently had good reports and thanked them for their due
diligence.
8. (IP13, Copy of News Release: Postponed Iowa City Gateway Celebration) Mayor
Throgmorton pointed out the cancellation for the Gateway celebration.
9. (IP1, Council Tentative Meeting Schedule) City Manager Fruin asked Council confirm dates
for the 12 E. Court work session discussion and January meeting dates.
Action: Action: Council's Nov. 6 Work Session will start at 4 p.m., beginning with the
discussion on 12 Court Street, and following with discussion of proposed Taylor/Davis
housing rehabilitation project. NDS will present an overview of the Comprehensive Plan for
the Riverfront Crossings District along with an explanation of how the Plan was developed.
Staff will also provide an overview of the Riverfront Crossings Form -Based Code, with an
explanation of the provisions regarding bonus height and examples of how the Code has so
far been applied. Post -presentation, Council will discuss 12 Court Street. The staff overview
should focus on the particular sub -district that 12 Court is located in.
The first meetings of 2019 include Budget Work Session with a breakfast component on
1/5/19, formal Council meetings on 1/8/19 and 1/22/19, and Clerk and CMO will work with
Council to find another date/time in January for review of the Capital Improvements Plan
Budget.

campaign during the month of October.

Downtown Historic Survey Presentation
Senior Planner Russett provided a brief introduction for Alexa McDowell from AKAY Consulting.
Russett also noted that McDowell gave the same presentation the night before at the Old Capitol Town
Center to approximately 45 members of the community.
Alex McDowell, AKAY Consulting, gave a PowerPoint presentation on the Downtown Historic Survey
report and recommendations. Historic Preservation staff Bristow provided additional information.
Individual Council members expressed their views.
Action: Staff will present the report and its recommendations from McDowell and convey the City
Council comments back to the Historic Preservation Commission. The Commission will review the
report, provide public input opportunities, and provide the City Council with their recommendations.
