Harvat Hall Council: Cole, Mims, Salih, Taylor, Teague, Thomas, Throgmorton. UISG: Stewart Staff: Fruin, Monroe, Andrew, Dikes, Fruehling, Seydell-Johnson, Hall, Hightshoe, Sitzman, Bristow, Kubly, Bockenstedt, Fleagle, Havel (A transcription is available in the City Clerk's Office and the City website.) FY 2020 Budget Discussion Mayor Throgmorton stepped through the remaining seven items from the January 5th budget work session still needing Council discussion. City Manager Fruin and key staff provided additional information. Individual Council members expressed their views. • The following budget decisions were confirmed: o $140k added for South District Homeownership Program o $100k added for TTRA solar installation o $350k added to the Affordable Housing Fund contribution ($1 million total) o $25k added to PAAC budget($50k total)-- Reduce Building Change Grant Program $25k o $450k added to the Emergency Reserve Fund • In addition to the CIP budget, the following items will resume discussion on 1/16 and/or 1/22: o Sanxay-Gilmore House relocation o Changing year-round temporary employees to permanent employees o Final transfer amount to the Facility Reserve • The City Manager's office will setup meeting with the UIregarding the Sanxay-Gilmore House and will work on rough estimate of resale value of the Sanxay-Gilmore House if moved across the street and rehabilitated. • The City Manager's office will develop a list of rooms available to the public and the associated rental rates. The memo will include information on the ICPL's meeting room policy and identify any possible options for making additional rooms free to the public. Clarification of Agenda Items • [4.a]... Information Packet Discussion !December 20, December 27, Januar/ 31 > December 20 1. (IP2/IP3, Urban Forest Management Plan Overview/Urban Forest Management Plan 2018) Mayor Throgmorton drew attention to the plan and asked how the general public could be involved. City Manager Fruin provided information. Individual Council members expressed their views. Action: Parks will request the Tree Advisory Board / Parks Commission to consider ways to involve all residents in the implementation of the urban forest management plan and to . provide an update memo to Council on EAB treatment when the spring schedule is determined. 2. (IP4, Comprehensive Annual Financial Report(CAFR) FY ended June 30, 2018) Council member Mims noted the report and commended staff on a job well done. 3. (IP5, Memorandum from City Clerk: 2019 Listening Post Tentative Schedule) Council member Mims stated the date looked ok. Mayor Throgmorton suggested the Iowa Memorial Union to hold the next Council Listening Post in February. Action: The City Clerk will check on availability at the IMU for the February listening post. 4. (IP6, Email from Gustave Stewart and Austin Wu: Affordable Housing Funds in RFC Area) Council member Mims thanked UISG liaisons Stewart and Wu for their thoughts on affordable housing. > December 27 1. (IP3, Letter from Housing and Community Development Commission Chair Additional Funds for NEX Apartments Project) Council member Salih noted the proposal and asked what the timeline would be on affordable rents. Neighborhood Services Coordinator Kubly provided information. Individual Council members expressed their views. Neighborhood Services Director Hightshoe and City Manager Fruin provided additional information. Action: Staff will inform HCDC and Sand Developers of the Council's decision not to allocate an additional $200k to the NEX Low Income Housing Tax Credit(LIHTC) project. (Break to Formal meeting 6:41pm) • > January 3 1. (IP6, Memo from Director of Parks & Recreation: Robert A. Lee Recreation ADA Renovations, Phase 2 Update) City Manager Fruin summarized the memo regarding ADA Renovations. Individual Council members expressed their views. Action: Staff will proceed with the Robert A. Lee improvements as recommended in the memo. Council Work Session • January 8, 2019 Page 3 2. (IP7, Memo from City Clerk: Joint Meeting Agenda Items for January 14) Mayor Throgmorton suggested topics of discussion for the joint meeting and asked for additional items from Council. Individual Council members expressed their views. Action: The City Clerk will request that 'Confined Animal Feeding Operation (CAFO) policy' and 'legislative priorities' be added to the upcoming joint governments meeting agenda and the City Manager's office will reach out the County to express interest in a joint affordable housing project.
