(Bryce Parker resigned) ATTACHMENTS: Description vacancy Notice/Uoversheet Board Demographic/Attendance Cox, Ernie -Application Hazell, Zephan -Application NOTICE THE CITY COUNCIL OF IOWA CITY IS CONSIDERING APPOINTMENT TO THE FOLLOWING BOARD: BOARD OF ADJUSTMENT One Vacancy: Unexpired Term Upon Appointment — December 31, 2021 • Duties: The Board of Adjustment is a citizen panel that reviews requests for special exceptions and variances. • The Board also considers appeals when there is a disagreement about an administrative decision made by the City. • Members of the board act like judges, making decisions about individual properties and uses that may have difficulty meeting a specific zoning regulation or to resolve disputes about administrative zoning decisions. • The Board is assisted in its work by planning staff and the City Attorney's office. Decisions made by the Board of Adjustment are binding upon all parties unless overturned upon appeal to District Court. • The Board meets the second Wednesday of each month at 5:15 p.m. Iowa City -appointed members of boards and commissions must be at least 18 years of age and live in Iowa City. The City Iowa City encourages diversity in the appointment of citizens to boards and commissions. Applications must be received by 5:00 p.m., Tuesday, January 15, 2019. Potential Conflicts of Interest The Housing and Community Development Commission makes recommendations to the City Council regarding the distribution of federal CBDG/HOME funds. The general rule is that no persons who exercise or have exercised any functions or responsibilities with respect to federally funded activities, or who are in a position to participate in the decision-making process or gain inside information with regard to such activities, may obtain a financial interest or benefit from a federally—assisted activity, or have a financial interest in any contract, subcontract, or agreement with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted activity, either for themselves or those with whom they have business or immediate familyties, during their tenure orfor one year thereafter. Section 362.5 of the Code of lowagenerally prohibits, with certain important exceptions, a member of a City Board or Commission from having an interest in a City contract. City Council Resolution # 15-300 established a policythat the following persons shall not be eligible for appointment to Boards and Commissions: A Council Member's spouse, domestic partner or partner by cohabitation, children, step -children, children for whom the Council Member assumes parental responsibility, mother, father, son-in-law, daughter-in-law, mother-in-law, father-in-law, step-parent, brother, sister, step -siblings and half -siblings, brother-in-law, sister-in-law, grandparents and grandchildren, aunt, uncle, niece, nephew, first cousin, foster parent, foster child, persons who are parents of the same child, and persons with whom the employee is in an intimate relationship Res. #15-300 states that each application for reappointment to a City Board or Commission will be considered without regard to incumbency. We have started out in Iowa City as renters and have now purchased a home in the Northside. I think this helps me see the topics brought to the board from both the perspective of tenants and home owners. Having a son in the Mann Elementary, helps me see Iowa City from the lens of the families that have chosen to make this community theirs. Although I have never been a business owner, my past experiences provide perspective into that part of life. I have worked closely over the years with my parents who own a small business in Missouri. I also have a Degree in Business Administration and Economics from the University of Missouri. I also spent 2 years as the General Manager of a cafe in Arkansas.Outside of my current job, I am involved in the startup business community around Merge as an organizer/pitching coach for 1 Million Cups weekly gathering. I am also connected to the University through my wife who is pursuing graduate work at the Center for the Book. I also bring a global perspective to the table,having lived in 4 countries in both small towns and urban environments. Finally, I have lived in 3 College towns: Columbia MO, Fayetteville AR, Iowa City IA. Iowa City has been by far our favorite and the reason is that there has been a lot of dedication and discussion to make decisions that have strengthened this community and made it a great place to live. Thank you. � r �:.. ®� ui h 4 Rq� CITY OF IOWA CITY MEMORANDUM Date: January 15, 2019 To: Geoff Fruin, City Manager From: Kirk Lehmann, Community Development Planner Re: Housing and Community Development Commission Vacancy Effective January 14, 2019, a vacancy opened up on the Housing and Community Development Commission (HCDC). The vacancy will be announced on the January 22, agenda. The term will run from the date it is filled until June 30, 2022. As a reminder, the by-laws of the commission state that "to satisfy the purpose and intent of this citizen commission, when possible, at least one person shall be appointed to the Housing and Community Development Commission with expertise in construction and at least one person with expertise in finance. In addition, when possible, the Commission shall include one person who receives rental assistance." To my knowledge, we do not have any current members who receive rental assistance or have expertise in finance such as a commercial or residential lender. Please keep this in mind as you assist City Council in seeking to fill the vacant position.
