FY 2020 Budget Discussion City Manager Fruin noted budget items still needing Council discussion. • Assistant City Manager Monroe summarized the memo provided in the January 17, 2019 City Council Information Packet (IP4) regarding Analysis for a change in temporary/hourly employee status. City Manager Fruin and Finance Director Bockenstedt provided additional information. Individual Council members expressed their views. Action: No changes to hourly positions will be included in the FY20 budget. Staff will prepare a more in-depth analysis on the positions included in IP4 of the 1/17 Information Packet. The position analysis should include an overview of current responsibilities, current staffing approaches using hourly employees, likely staffing approach utilizing permanent employees, patterns of tenure in the hourly jobs, impacts of the change on other positions and operations, an estimated cost in shifting to permanent employees, and any other pertinent information. Additionally, staff should survey comparable cities to compare usage of hourly employees and total compensation packages offered to such employees. Once complete the analysis shall be shared and discussed with AFSCME leadership. The completion deadline for reporting back to the City Manager'sOffice is July 12, 2019. • Mayor Throgmorton provided a brief update on the recent meeting with University of Iowa President Harreld regarding the Sanxay-Gilmore House. City Manager Fruin and Assistant to the City Manager Andrew provided additional information. Individual Council members expressed their views. Action: Discussions with the UI on the Sanxay-Gilmore House will continue. For the FY20 budget, the $330k allocation for relocation will remain. Mayor Throgmorton noted the correspondence included in the Council agenda packet, recalled past meeting discussions and summarized the memo (IP7) in the January 17, 2019 City Council Information Packet. Action: Staff will work with the Ped Mall contractor to replace 20% of phase 2 benches (14) with ones that do not have center arm rests. Additionally, all existing Benchmark benches should be evaluated for reuse. The reusable Benchmark benches shall be repurposed on the east wing of the Pedestrian Mall in accordance with the existing plan for a painted bench gallery. The new benches without arm rests should be evenly dispersed throughout the entire project area. Revised bench plans shall be reviewed by the City Manager's office to ensure compliance with the City Council direction. A $10k check will be issued to the Shelter House for homeless services to be used at their discretion.
