The City participated in collective bargaining with the Fire Union in accordance with Chapter 20 of the Iowa Code. After exchanging initial proposals on November 14, 2018 and November 28, 2018 the parties participated in bargaining sessions on December 20, 2018 and January 18, 2019, reaching a tentative agreement on January 18, 2019. Background /Analysis: The Fire Union agreement was voluntarily settled for a term of five years with re -opener for wages and insurance only for FY23 and FY24. Negotiated wage adjustments provide for a 2.75% across the board increase (ATB) in July 2019, 2.75% ATB increase in July 2020, 2% ATB increase in July 2021, and 2% ATB increase in January 2022. The insurance terms include settlements equivalent to the AFSCME plan design for FY20 and FY21 with increased employee cost share through higher deductibles and out of pocket maximums in FY22. In FY22 the employee premium contribution will be equivalent to 10% of the premium cost of coverage elected. The tentative agreement is attached and also includes implementation of the City's Family and Parental Leave policy for fire bargaining unit members, making pay out of classification compensable for employees acting at a higher rank for a period of 12 or more consecutive hours (it is currently available after 24 hours) and other minor language modifications ATTACHMENTS: Description Tentative agreement TENTATIVE AGREEMENT IAFF LOCAL #610 AND CITY OF IOWA CITY For the Period July 1, 2019 through June 30, 2024 The parties agree to recommend the following contract modifications to the City Council and Union membership for ratification: 1) Article I (Recognition) The City proposes to include the classification of "Deputy Chief' as a classification that is excluded from coverage by the collective bargaining agreement. 2) Article V Section 5 (Pay Outside of Classification) The Union Proposes the following language changes: Paragraph I Modify to reflect `for a period of twelve (12) or more consecutive work hours" Paragraph 2 Modify to reflect `for a period twelve (12) consecutive work hours or more" 3) Article IV (Dues Checkoff) The City proposes to delete the entire Article since it is a prohibited subject of bargaining. 4) Article X (Vacations) The City proposes to modify the last paragraph of Section 2 by deleting "within two shifts" and replacing it with "within twenty-four (24) continuous, normally, scheduled shift hours. " 5) Article XII (Uniforms and Equipment) The City proposes to delete the list of uniform items contained in Section 1 and replace it with the following language: "The City will provide all uniforms and safety equipment as provided for under the Uniform Policy (GP 110.05) dated November 2018. " 6) Article XIII (Insurance) The City proposes to modify Section 1, Medical Insurance, as follows: a) Plan Design: 1/1/20 Co-insurance -- 90110 Deductibles -- $700 Single/$950 Family OPM -- $1200 Single/$2000 Family 111121 Co-insurance -- 90/10 Deductibles -- $700 Single/$950 Family OPM -- $1200 Single/$2000 Family 1/1/22 Co-insurance — 90110 Deductibles -- $750 Single/$1200 Family OPM -- $1250 Single/$2250 Family b) Contribution Rates: 7/1/19 $65 Single/$105 Family 7/1/20 -- $70 Single/$110 Family 7/1/21 -- Employees shall pay 10% of the premium of the coverage selected. 7) Article XXIII (General Conditions Section 3) Strike "City Hall parking lot" and replace with "Chauncey Swan Parking Ramp located at 415 E. Washington St," in all applicable sentences 8) Article XXVII: Job Classification and Wage Rates July 1, 2019 — 2.75% ATB July 1, 2020 — 2.75% ATB July 1, 2021 — 2.00% ATB January 1, 2022 — 2.00% ATB 9) Article XXVI: Duration Change the dates here and in the body of the contract as necessary to reflect the Agreement beginning July 1, 2019 and shall continue through June 30, 2024. 10) New Provision — Implementation of the Permanent & Non -Bargaining Employee Family &.Parental Leave Policy to be modified to reflect the Unit's 24 hour schedule. It has come to my attention that The Mansion has been purchased and is being considered as a special events venue. While I know that older buildings often receive special exemptions due to grandfather clauses in the ADA, I hope the City staff and council will consider carefully the inclusion and safety of the differently mobile community when approving a building of this age and structure for special events. Can anyone, of any ability, attend an event? Can anyone, of any ability, get in and out of the building safely? Cane anyone, of any ability, get out of the building quickly and safely in a catastrophic event? Since yard waste and kitchen scraps are permitted to be put into the same container for pickup does this mean that only kitchen waste can go in the yellow -topped cans and it still will be pickup up? How will the automatic pick up arm on the truck detect that there is no yard waste inside? Though I grant you there isn't a lot of yard compost generated during February and March it is still confusing about what can be put out for pick up. I don't think many folks want to keep their kitchen waste around for two months because as soon as it warms up a bit it's going to stink like hell. If the perceived problem is that when the bars let out at 2am, and too many people hang around the Ped Mall after that, then why can't you just put a limit on their hours of operation? I would say how about make a new rule about the time they have to shut down? Most kitchens in restaurants shut down around 10pm, how about that time to stop operations? or 10:30 pm? They have been part of our beautiful Pet mall for decades, and the carts themselves do not cause any problems. Instead of just shutting down and pulling the plug on these local business', how about you have heart and try to work this out? A simple solution to your problem. This support is informed by a meeting on November 28, 2018 with 14 local property owners, City staff, and the Historic Preservation Commission (HPC) Chair and the discussion at the December 13, 2018 HPC meeting. Specifically, the ICDD supports nomination of the boundary identified as Figure 03 in the Survey (and any later refinements to it), which includes the urban renewal period that created and includes the pedestrian mall. We appreciate your careful attention to maintaining a fiscally responsible budget that reflects the City's priorities. Simply put, our social service agencies have seen flat or decreasing support from the City while experiencing an ever-increasing need for their services, over a period of many years. In order to move us forward, the additional investment made by Iowa City toward affordable housing must be paired with a commitment to a strong safety net of social services. If the agencies that provide daily support to residents are underfunded, we will significantly undermine any advances we hope to make in affordability and stability for our vulnerable households. Please recognize the value of our local social services by committing to a regular increase in funding for Aid to Agencies commensurate with the growing population and level of need.
