Joint meeting with the Planning &Zoning Commission
Mayor Throgmorton noted that Council members did not agree with the P&Z recommendation at their
February 19t City Council meeting, which then required a joint meeting between the two bodies.
Planning &Zoning Commission Chair, Hensch, summarized the discussion/concerns from the January
17th Planning & Zoning meeting. Individual Planning & Zoning members and Council members
expressed their views.
Action: Staff will add 'Discuss the Development Review Process' to the Pending List.
Discussion on 400 Block of North Clinton
City Manager Fruin provided information on the steps previously taken to designate the property and
the opportunity for the property owner to purchase the adjacent property. Development Services
Coordinator Sitzman presented a power point showing location, possible proposal from the property
owner and possible zoning designations for the area. City Manager Fruin provided additional
information. Individual Council members expressed their views.
Action: Staff will engage the owner of 410-412 Clinton and further explore voluntary landmark
designation of that property simultaneously with a rezoning and text amendment in the PRM
classification that would maximize density in a four story structure.
Clarification of Agenda Items
• [8.e /8.f]... Comprehensive Plan Amendment (North District Plan)/ Rezoning South of Interstate 80,
West of N. Dubuque Street, and East of Mackinaw Drive, commonly referred to as Forest View ...
Mayor Throgmorton pointed out the items setting the public hearings.
• [9.a]... Eastern Iowa Community Bond Project: Anti-immigrant posters...Mayor Throgmorton noted
the response from the City Manager and a statement sent by himself to the Pastor presenting
perspective regarding the writing.
• [3/11 Late Handout (Item 19)]... Greg Hearns, President, Iowa City Federation of Labor: Letter to
Council...Council member Teague mentioned Hearns may be present at the formal meeting to
address the Council and asked to hold discussion until that time.

• [3/12 Late Handout (3/7 IP)]... Email from Mayor: SSB 1201/HSB 185...Council member Cole
asked if there was enough notice to the public to discuss and stated he would bring it up under
pending work session topics.
Information Packet Discussion (February 21, February 28, March 71
➢ February 21
1. (1P2, Information from Council member Thomas: Walkability during winter) Council
member Thomas noted the article and asked if the topic could be added as a work session
item. Mayor Throgmorton recommended a memo from staff.
Action: Staff will prepare a memo on sidewalk snow/ice removal policies, procedures, and
enforcement practices.
➢ February 28
1. (IP2, Memo from City Clerk: Listening Post Update) Mayor Throgmorton suggested
holding the next Council Listening Post in the northeastern part of the City. Council member
Teague stated he would like to be one of the representatives.
Action: The City Clerk will work to develop options for listening post in NE Iowa City.
2. (IP3, Listening Post Summary Report) Council member Thomas appreciated the
summary from the previous Listening Post.
3. (1P9, Community Police Review Board: February 20) Council member Teague mentioned
a suggestion from the minutes requesting Council attendance at commission meetings. City
Clerk Fruehling stated the Board was working on a proposal that will be forwarded to City
Council once approved.
➢ March 7
1. (3/12 Late Handout (3/7 IP), Email from Council member Thomas: Mann Elementary:
Parent Drop-off on Fairchild St.) Council member Thomas summarized his email and
asked that a work session be scheduled so Council could discuss in more detail. City
Manager Fruin and City Attorney Dilkes provided additional information.
Action: Councilman Thomas' correspondence regarding Mann Elementary School and
Mayor Throgmorton's correspondence regarding the proposed solar legislation will be
reposted in this week's IP and noted on the agenda as items needing further Council
discussion. Staff will notify Iowa City Community School District officials that the Council
intends to discuss the topic on April 2nd
2. (1P4/1P5/1P6, Pending Council Work Session Topics/Email from Council member
Cole: Lucky's location/Memo from Economic Development Coordinator: Iowa City
Marketplace and Lucky's Market) Council member Cole summarized his proposal for the
Lucky's location. City Manager Fruin provided additional information. Individual Council
members expressed their views.
Action: Council Members with thoughts on possible tenants for the Iowa City Marketplace
can communicate those to the City Manager's Office.

3. (IP9, Memo from Transportation Planner, City Engineer, Senior Civil Engineer: Mormon
Trek Boulevard Four-Lane to Three-Lane Conversion) Mayor Throgmorton asked for the
memo to be summarized. Transportation Planner Ralston summarized the memo and
answered questions from Council members. Individual Council members expressed their
views.
4. (IP7, Memo from City Manager Deer Management Update) City Manager Fruin gave
background information and summarized the memo. Police Captain Campbell provided
additional information. Individual Council members expressed their views.
Action: The Council requested that a discussion on deer management be scheduled on the
special formal meeting of April 23rd.

5. (IP4, Pending Council Work Session Topics) Council members discussed when to
schedule pending work session topics.
6. (IP11, Email from U. of I. Student Liaison: Lease Disclosure Change Proposal) UISG
Liaison Stewart provided background information and a summary of the memo and asked
for Council feedback. City Attorney Dilkes provided additional information. Individual
Council members expressed their views.
Action: Staff will update the Rental Information Disclosure Form to include the website that
is being recommended by U of I Student Government. No other changes are necessary at
this time.
7. (IP8, Memo from City Attorney: Alcohol price specials) Council member Cole stated he felt
no action was needed at this time.
8. (IP10, Climate Action Advisory Board: Quarterly Report to Council) Council member
Thomas and Mayor Throgmorton commented on the quarterly report.
