'Whereas,the coming of Spring produces a renewal of interest in tree planting for
beauty,shade,conservation, and many other purposes beneficial to all people; and
Whereas,the observation of Arbor Day has long been characterized by the planting
and preservation of trees; and
Whereas, trees in Iowa City beautify our community, increase property values, reduce
pollution, lower energy costs, and enhance the economic vitality of business areas; and
Whereas, because trees absorb carbon dioxide and release oxygen, having a diverse
and healthy tree population constitutes a major part of Iowa City's effort to mitigate
against climate change; and
Whereas, trees can provide natural air conditioning; the evaporation from a single
tree can produce the cooling effect of 10 room size air conditioners operating 20 hours
a day; and
Whereas, evergreen trees can be used to reduce wind speed and thus loss of heat
from our homes in the winter by as much as 10 to 50 percent.
Now, therefore,I, James A. Throgmorton, Mayor of Iowa City, do hereby proclaim
April 26, 2019, to be
Arbor Day
in Iowa City, and I hereby urge all citizens to participate in tree planting and preservation
projects throughout the year.

Whereas,Delta Sigma Theta Sorority, Inc. is the largest African-American Greek-lettered
' Sorority in the world and is a private, non-profit organization comprised of more than 300,000 i'
I, predominantly Black college-educated women whose purpose is to provide assistance and
support through established programs in local communities throughout the world; and
Whereas,founded in 1913, on the campus of Howard University in Washington,D. C.,the
Sorority currently has more than 1000 collegiate and alumnae chapters located in the United
States and across the globe and its members have remained faithfully committed to the
development of programs based upon the organization's Five Point Programmatic Thrust:
Economic Development, Educational Development, International Awareness and Involvement,
Physical and Mental Health and Political Awareness and Involvement; and
Whereas,Delta Chapter of Delta Sigma Theta Sorority, Inc.was chartered 100 years ago on
April 4, 1919 at the University of Iowa by eight illustrious collegiate women as the first black
sorority at the University of Iowa; and
Whereas,Delta Chapter of Delta Sigma Theta Sorority has exemplified the spirit of its
Founders in their respective roles as educators, advocates, leaders, and activists,both
professionally and voluntarily, and through their efforts to improve the quality of life and overall
well-being of citizens in Iowa City and beyond; and
Whereas,Delta Chapter of Delta Sigma Theta Sorority implements programs that benefit our
community through initiatives such as voter education, blood drives, and volunteering with local
agencies such as the American Heart Association,Hope Lodge,Habitat for Humanity and Ronald
McDonald House; and
Whereas,this April the sisters of the Delta Chapter celebrate the defining moments of their
Chapter with a Centennial Celebration that is not only about honoring the past 100 years of the
Chapter,but also preparing to continue the legacy of sisterhood, scholarship and service.
Now, therefore, I, James A. Throgmorton, Mayor of Iowa City, do hereby proclaim April 4,
2019,to be
Delta Sigma Theta Day
in Iowa City, and urge all Iowa Citians to join me in celebrating this historic day.

Whereas, from the very beginning of our nation, a bedrockVV
G' been that we are all created equal; and principle of our society has

while not everyone has historically been treated equally in practice, as time
passes we persist in the quest to continually improve the condition of all; and
Whereas, love is one of the most fundamental of human emotions, often publicly
memorialized by marriage, which also confers societal protections and advantages not
enjoyed by unmarried couples; and
Whereas, in the words of U.S. Supreme Court Justice Kennedy, "no union is more
profound than marriage, for it embodies the highest ideals of love, fidelity, devotion,
sacrifice, and family. In forming a marital union, two people become something greater
than once they were;" and
Whereas, on April 3, 2009, the Iowa Supreme Court held in Y&num v. Brien that the
Iowa Constitution gave same-sex couples the right to many, and slightly more than six
years later the U.S. Supreme Court, in Obergefell v. Hodges found that same right in the
United States Constitution; and
Whereas, while many 10th anniversary celebrations will be held to commemorate the
Iowa Supreme Court decision, including the OneIowa Gala Celebration on April 12 in
Des Moines, the celebration in the hearts of those now able to many, as well as their
family and loved ones, is paramount; and
Whereas, the freedom to marry the person one loves is an "unalienable right" as sacred
as "Life, Liberty and the pursuit of Happiness;"
Now, therefore, I, James A. Throgmorton, Mayor of Iowa City, do hereby proclaim

c ' r :II,Whereas,April 11, 2019 marks the 51st anniversary of the passage of the Fair Housing
V Act, which enunciates a national policy of fair housing for all who live in the United 1!
States, and
Whereas,The Fair Housing Act prohibits discrimination based on race, color, religion,
sex, disability, familial status and national origin, and
Whereas, the Iowa City Fair Housing Ordinance additionally prohibits discrimination
because of Age, Creed, Gender Identity, Marital Status, Presence or Absence of
Dependents,Public Assistance Source of Income, Sexual Orientation, and
Whereas, fair housing is a positive community good; and
Whereas, economic stability, community health, and human relations in all
communities are improved by diversity and integration; and
Whereas, acts of housing discrimination and barriers to equal housing opportunity are
repugnant to a common sense of decency and fairness; and
Whereas, the talents of grassroots and non-profit organizations, housing service
providers, financial institutions, elected officials, and others must be combined to
promote fair housing and equal opportunity; and
Whereas, in recognition of National Fair Housing Month, the Human Rights
Commission in collaboration with the Iowa Civil Rights Commission will host two
complimentary fair housing trainings. For details visit the City's website.
