Review the preliminary traffic accident analysis and related set of recommendations and hear
from University of Iowa Professor Jodie Plumed on her related research. Discuss approach to
on-street parking regulations for narrow streets
Dr. Jodie Plumed, University of Iowa Professor, Department of Psychological and Brain Sciences and
Dr. Joseph Kearney, University of Iowa Professor, Department of Computer Science/Interim Dean of
the College of Liberal Arts and Sciences, co-Directors of Hanks Virtual Environments Lab presented a
power point and information on how pedestrians and cyclists cross traffic filled virtual roadways.
Transportation Planner Ralston presented a power point and information on traffic collision analysis and
on-street parking regulations. Individual Council members expressed their views.
Action: Staff will continue the process of evaluating crash locations and develop countermeasures as
appropriate. No change will be made to the on-street parking analysis, except that checkerboard style
parking regulations may be offered to residents as an option if staff deems the roadway in question may
be a good candidate.
Clarification of Agenda Items
• [10.a]... Rezoning South of Interstate 80, West of N. Dubuque Street, and East of Mackinaw Drive,
commonly referred to as Forest View ... Mayor Throgmorton had questions about the process and
recommendations from Council. City Manager Fruin provided additional information. Individual
Council members expressed their views.
Action: The Mayor's third recommendation in his Forest View memo concerning future large scale
developments and the associated impact on our climate will be added to the pending work session
list.
• [8.a/8.b/8.c]... Laurie Crawford: Puppy mill ban/Tom Southard: ban on pet store sales/Ron Solsrud:
Where Petland gets their puppies from...Council member Salih asked if Animal Control should be
asked for a recommendation. Individual Council members expressed their views. City Clerk
Fruehling stated the owner of Petland would be giving a presentation at the formal meeting.

• [8.j]... Austin Wu: Potential idea for joint meeting...Council member Salih asked to discuss item.
UISG Liaison Stewart explained the idea behind the joint meeting. Individual Council members
expressed their views.
Action: The Clerk's Office will work to schedule a joint meeting with UISG in the fall of 2019.
• [8.n]... Sara Barron, Affordable Housing Coalition: Collecting rental unit prices as part of rental
permit process...Council member Salih noted the correspondence. City Manager Fruin and
Assistant City Attorney Dulek provided additional information.
Action: The City Attorney's Office will provide a memo to Council regarding the City's legal authority
to require rent disclosure on the City's rental permit application/renewal.

Partnership Agreement with Iowa City Parks & Recreation) Mayor Throgmorton asked
Council members their thoughts regarding the recommendation from staff. Individual
Council members expressed their views.
Action: Parks and Recreation can proceed with negotiations with the Bike Library for a
partnership at the RAL Recreation Center.

1. (IP9, Memo from Assistant City Manager and Human Resources Administrator: Employment
Status Analysis - Communication Division) Mayor Throgmorton suggested deferring
discussion to the next meeting due to the time.
Additional Council discussion consisted of requests to carry over information packet items.
Action: The IPs from 4/4, 4/11 and 4/18 will be carried over to the next work session.
