Procurement of Snow Plow Trucks Resolution authorizing the procurement of three(3)snow plow 1 - I`-I"0 trucks for Streets Operations. Comment This Resolution will approve the procurement of three(3)new snow plow trucks to be used by the Streets Division. Request for Bid#20-202 will be utilized for the procurement of the three cab and chassis trucks($234,510.00);Sourcewell cooperative contract#080818-HPI will be utilized for the procurement of the three plow truck body packages($380,891.00).The total purchase is$615,401.00,which exceeds the $150,000.00 spending authority of the City Manager,and so requires Council approval. 6.b. Purchase of Nimble Storage Area Network Resolution authorizing the procurement of one(1)storage area network for ITS operations. Comment The Nimble Storage Area Network will create additional required storage space,for replacement of a current storage area network that is no longer supported, upgrade in performance,and greater expansion options for the future growth.The total cost of this purchase is$159,818.38 which will be funded with ITS Equipment Replacement funds. 6.c. Approval of Fiscal Year 2019 Interfund Transfers I l Resolution Approving Fiscal Year 2019 Inter-fund Transfers. Rezoning at the Northwest Corner of Benton Strcct and Orchard Street Motion setting a public hearing for June 18th on an ordinance conditionally rezoning 1 .75 acres of land located at the northwest corner of Benton Street and Orchard Street from Medium Density Single-Family Residential (RS-8)to Riverfront Crossings Orchard Subdistrict(RFC-O)(REZ18-00019). Comment At its May 16 meeting,by a vote of 5-0(Baker and Dyer absent),the Planning and Zoning Commission recommended approval of this rezoning,subject to a conditional zoning agreement requiring satisfaction of any affordable housing requirements, dedication of right-of-way and easements,construction of sidewalks abng the Benton St and Orchard Street frontages,construction of the pedestrian street as shown in the concept plan,and submission of a landscape plan.Approval will allow the development of tvro multi-family residential buildings that will conform to the zone's design standards. 7.b. Rezoning at the Southwest Corner of E. 1st Street and S. Gilbert Street Motion setting a public hearing for June 18th on an ordinance conditionally rezoning 0.20 acres of land located at the southwest corner of E. 1st St. and S. Gilbert St. from Intensive Commercial (CI-1)to Riverfront Crossings South Gilbert Subdistrict(RFC-SG) (REZ19-4). Comment At its May 16 meeting,by a vote of 5-0(Baker and Dyer absent),the Planning and Zoning Commission recommended approval of this rezoning,subject to a conditional zoning agreement requiring satisfaction of affordable housing requirements and dedication of 40 of right-of-way along the S.Gilbert St.frontage.Approval will allow for completion of Phase Three of The Crossings Development June 4, 2019 Iowa City City Council Agenda Page 4 7.c. Proposed Vacation and Conveyance of right-of--way north of Benton St. off of Orchard Court )G1 - I 3 Resolution of intent to consider the vacation and proposed conveyance of approximately 4,482 square feet of public right-of- way north of Benton Street off of Orchard Court to M&W Properties and setting a public hearing thereon for June 18, 2019. Comment The Planning and Zoning Commission recommended approval of VAC 19-1 by a vote of 5-0(Baker and Dyer absent).The subject right-of-way has not been active for many years.The area has not been improved for public use,and is currentlyfilled with overgrown vegetation.The right-of-way is not being used by any adjacent neighbors,and the City has no plans to improve the light-of-way.The owner of adjacent lots to the south desires to purchase the right-of-way for fair market value to facilitate redevelopment on the adjacent lots. 7.d. Riverfront Crossings Park, Phase 4 Resolution setting a public hearing on June 18, 2019 on project I ci - I ' manual and estimate of cost for the construction of the Riverfront Crossings Park, Phase 4 Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project is the fourth phase of the Riverfront Crossing Park master plan development and involves the installation of public art and associated site work and landscaping.The estimated cost for this project is$450,000 and will be funded with General Obligation bond proceeds and Public Art In-Lieu fees provided by the developer of 707 S Dubuque Street. 7.e. Rochester Avenue Sidewalk Infill Resolution setting a public hearing on June 18, 2019 on project manual and estimate of cost for the construction of the Rochester Avenue Sidewalk Infill Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project involves the construction of sidewalk along the north side of Rochester Avenue between the water storage site at 2410 Rochester Avenue and St Thomas Court.The estimated cost for this project is$131,000 and will be funded with General Obligation Bond proceeds. Hate Crime Ordinance amending Title 8, entitled "Police Regulations," Chapter 5, entitled "Miscellaneous Offenses" to add Hate Crime as a criminal offense. (First Consideration) 5e,e' Comment: City staff has worked with the Johnson County Interfaith Coalition(JCIC)to prepare an ordinance that makes it a simple misdemeanor with a penalty induding jail time to commit harassment or trespass with the intent to harass because of a person's actual or perceived race, color,religion,creed,national origin,sex,gender identity,sexual orientation,age,disability or marital status. Comment This Resolution will authorize the City Manager to sign an agreement with Field to sem. Family for payment of up to$45,000 towards the development of a local food hub.The food hub organization will invoice the City for establishing online presence(website)for the food hub, purchasing a refrigeration truck,and securing cold storage. Approval of the FY20 CDBG/HOME budget Resolution adopting Iowa City's FY20 Annual Action Plan which is a q - 11-1-1? sub-part of Iowa City's 2016-2020 Consolidated Plan (City Steps). Comment A resolution is required for the use of federal CDBG and HOME funds for local projects.The Housing and Community Development Commission(HCDC)met on April 18, SQ� 2019 to formulate a funding recommendation,within the FY20 Annual Action Plan,for Council consideration.Attached to this resolution is the Appendix that lists the FY20 CDBG and HOME Pi projects and planned activities recommended for funding. Comment The City Council annually budgets financial aid to human service agencies.This year, $19,000 was made available for agencies who had not recently received this funding.The Housing e,4-t-rt� and Community Development Commission(HCDC)reviewed and formulated a funding recommendation based on estimated allocations for these funds at their March 14,2019 meeting.
