Police Records Management Contract Renewal Resolution authorizing the renewal of the contract for Police Records Management Software. Comment In 2011 the Iowa City Police Department entered an agreement with Tac10 previously known as Smart Public Safety Software for use of its records management suite of products inr public safety with the option to renew forfour additional one-year periods. The contact is in its final year where the dollar value will exceed $150,000, requiring City Council approval urider the guidelines established in the Citys Purchasing Policy Manual. This resolution authorizes the City Manager is authorized to take whatever steps are necessary to effectuate any kMre renewals. July 2, 2019 Iowa City City Council Agenda Page 2 5.b. Approval of Fiscal Year 2020 Interfund Transfers 19-1(09 Resolution Approving 2020 Inter -fund Transfers. Comment Iowa Administrative Code now requires that the City Council adopt all inter - fund transfers by resolution. 5.c. Amending positions in the Iowa City Public Library 9 " 1 Resolution amending the budgeted positions in the Iowa City Public Library by deleting one .63 FTE Library Clerk position, deleting one .5 FTE Library Assistant II position, and adding two .5 FTE (1.0 FTE total) Library Assistant I I I positions. Comment The Iowa City Public Library currently has a vacant .63 FTE Library Clerk position and will have a.5 FTE Library Assistant II vacancy beginning August 1. After evaluating the priorities and duties of the Library and the Strategic Plan, staff has determined two .5 FTE Library Assistant III positions would better meet the needs of the Library and community. Therefore, staff is seeking approval to eliminate a .63 FTE Library Clerk position and a .5 FTE Library Assistant II position and hire two .5 FTE Library Assistant III positions. 5.d. University Heights Transit Service i q - I I Resolution authorizing the Mayor to sign and the City Clerk to attest the FY2020 Agreement between the City of Iowa City and the City of University Heights for the provision of transit service within the corporate limits of University Heights. Comment This resolution approves the FY2020 agreement for Iowa City Transit to provide transit service within the corporate limits of University Heights. The level of transit service provided will remain the same as in FY2019. The proposed FY2020 contract amount of $39,142 is a 2.21/6 increase from the FY2019 amount based on the National Consumer Price Index. University Heights approved this agreement at their June 11th, 2019 City Coundl meeting. July 2, 2019 Iowa City City Council Agenda Page 3 5.e. Iowa City Transit Title VI and Limited English Proficiency Plan and - 1-7 Z rescinding Resolution No. 16-70 Resolution Approving the Iowa City Transit Title VI and Limited English Proficiency Plan and rescinding Resolution No. 16-70. Comment The Federal Transit Administration (FTA) requires adoption, and renewal every three years of a transit -specific Title VI Program and Limited English Proficiency Plan for Transit operations receiving federal funding. The previous plan was adopted in 2016. The plan ensures FTA assisted benefits and related services are made available to all, are equitably distributed, and that the level and quality of servioes are sufficient to provide equal access and mobility for any persons without regard to race, color, or national origin. 6. Setting Public Hearings 6.a. Rezonina at 225 N. Gilbert Street - Local Historic Landmark Motion setting a public hearing for July 16 on an ordinance rezoning approximately 0.10 acres of property from Central Business Service (CB -2) to CB -2 with a Historic District Overlay (CB-2/OHD) for the property located at 225 North Gilbert Street (REZ19-06). Comment At its meeting on June 13, the Historic Preservation Commission determined that the property meets the requirements for local landmark designation. At its meeting on June 20, the Planning and Zoning Commission recommended approval of the rezoning by a vote of 6-0 (Hensch absent). 6.b. Rezonina at 229 N. Central Iowa Power Cooperative Utility Easement Resolution of intent to consider the proposed conveyance of a utility easement to Central Iowa Power Cooperative and setting a public hearing thereon for July 16, 2019. Comment: Central Iowa Power Cooperative desires to install an electrical transmission line within City of Iowa City property located at the Iowa City Landfill. The fair market value of the property was determined by utilizing the most recent corn suitability rating data. Staff has negotiated the terms and payment for the utility easement to be paid by the Central Iowa Power Cooperative.
