HomeMy WebLinkAboutOperations Supervisor - ACITY OF IOWA CITY - Job Description Job Class #27-09A FLSA Exempt Civil Service Identification Position Title: Operations Supervisor - Transportation Services Department: Transportation Services Division: Administration Supervisor: Transportation Services Director Job Summary Supervises the operational, financial and personnel activities of the Iowa City parking and mass transit system. Oversees the customer service, cashiers, parking enforcement, PM and weekend parking maintenance staff and financial reporting operations including parking management software. Job Scope Directly supervises on duty staff and leads regularly scheduled staff meetings. Valuable member of management team to provide excellent services to our customers, partner organizations and the general public. Analyzes current customer service, parking enforcement and cashiering practices including parking management software, develops procedures that enhance our enforcement, customer service, and maintenance operations and implements these procedures to better utilize our resources. Essential Job Duties and Responsibilities Performs initial training for customer service, cashier and enforcement staff. Trains employees on standard operating procedures, the use of various software packages and standard operating procedures. Develops and delivers ongoing operational training. Audits daily receipts, reconciles daily credit card and cash reports and performs routine audits of employees that handle cash. Organizes and supervises division workflow. Prepares daily, monthly, quarterly and annual enforcement reports. Responds to employee concerns. Prepares weekly report of activities for Department Director and Associate Director. Hosts and attends regular staff meetings. Reviews reports with enforcement staff as needed. Participates in hiring and employee evaluation process. Evaluates employee job performance. Coaches employees in areas needing improvement. Monitors daily operations using parking management software and various security systems. Leads citation appeals review board. Dispatches, directs and supports daily operations. Ensures all personnel and vehicle assignments are filled. Supervises operations to ensure policy and schedule adherence. Coordinates service disruptions caused by weather and traffic. Provides recommendations for budget planning. Oversees expenditures and revenues. Counts revenue from daily parking meter collections and automated pay stations. Prepares deposits. Maintains various operating statistics; compiles daily/monthly/annual reports and reviews reports with staff as necessary. Interacts with other City departments and downtown businesses. Maintains daily communications with Accounting and ITS Departments. Assists community groups with event planning and operations. Acts as the City’s point of contact in advance of and during downtown events. Assists in planning for service expansion and/or reduction, or changes in service delivery methods. Answers phones and email requests for information. Maintains parking database, including daily sales items, monthly permits, daily facility revenues (POS and pay station operations) and parking enforcement handheld software maintenance. Manages an internal permit payment plan. Invoices and tracks various validation services and bus pass sales. Resolves customer conflicts and assists with daily customer interactions. Job Class # 27-09A Administration Page 3 Updated 09/27/2023 Assists with development of division staff schedules, approves employee vacation time requests considering division needs and ensures divisions have adequate coverage during expected and unexpected absences. Drives transit bus routes as needed. Provides occasional supervisory coverage at Transit, including ensuring all routes have drivers assigned. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs all other related duties. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to moving mechanical parts, fumes or airborne particles, risk of electrical shock and vibration. The noise level in the work environment is usually moderate. Minimum Education, Experience and Certification Associate degree from an educational institution accredited by a DOE recognized accreditation body or high school diploma or equivalent and two years of related experience and/or training required. Valid driver’s license with satisfactory driving record required. Valid Iowa Class B commercial driver’s license with air brakes and passenger endorsement required within 90 days of hire. This position is subject to federal drug testing requirements. A pre-employment drug screen is required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Bachelor’s degree from an educational institution accredited by a DOE recognized accreditation body preferred. Three years of related experience and/or training preferred. Accounting experience preferred. Ability to work in a team environment. Skills in oral and written communication. Ability to supervise and motivate employees. Ability to read and understand written materials and maps. Ability to learn and apply complex policies and procedures. Ability to perform mathematical calculations necessary to perform payroll functions and basic bookkeeping functions.
