Comment ACT intends to install a sidewalk along the south side of North Dubuque Road from its campus to North Scott Boulevard. FY2020 Budget Amendment Public Hearing q-2 Resolution Amending the Current Budget for Fiscal Year Ending June 30, 2020 Comment The public hearing is being held to receive comment on amending the FY2020 XPi budget Supporting documentation is included in the council packet ,4,2y6t� 1. E -bikes & E -scooters in Parks Ordinance amending Title 10, entitled "Public Ways and Property," Chapter 9, entitled "Parks and Recreation Regulations," to provide for the Se,e- operation of electric assist bicycles, electric scooters and electric skateboards in parks. (First Consideration) Comment Recently Council amended the City Code to treat the operation of electric assist bicycles, electric scooters and electric skateboards the same as ft operation of bicycles on streets and sidewalks, but did not include their operation in parks. This ordinance provides that electric assist bicycles, electric scooters and electric skateboards are to be operated in parks in the same manner as bicycles. Council liaison to CPRB Ordinance amending Title 8, entitled "Police Regulations," Chapter 8, entitled "Community Police Review Board," to create a City Council liaison. (Pass & Adopt) Comment The Community Police Review Board (CPRB) has recommended thata City Council member be appointed as a liaison to the CPRB to help facilitate communication between CPRB members and Council members about the overall makeup and function of the CPRB. Electric -Assist Bike Share Agreement l 9 —�-3 Resolution authorizing the Mayor to sign and the City Clerk to attest a contract for Bike Sharing Services between the City of Iowa City and Gotcha Mobility, LLC. Comment The agreement will allow Gotcha Motility LLC to operate a dockless electric assist bike share in the public right-of-way within Iowa City. A smartphone app will allow users to quicklyfind, unlock, and ride bicycles. There are no direct costs to the City for the provisioning of the bike share as the vendor recoups costs via user fees. Transportation Services staff will work with the vendor to designate hubs where the bikes will be made available or be allowed to park, and will provide materials and labor for delineating these spaces in the public rightof-way. Geo -fencing technology will be utilized to help reinforce orderly parking in designated areas. Bike share operations are epected to commence this fall. ST 13.
