Narrative of Offense Committed
On or about the above stated date and time, the Defendant did
commit kidnapping in the second degree by confining or removing the 3 year old victim child from one place to another without the authority
or the consent of the child victim's parent to do so.
NARRATIVE
At approximately 20:30 hours on 9/5/2019, the def was walking in the 2000 block of Taylor Drive and without provocation or permission picked up a
three year old child victim who was playing in the yard of a private residence, which was not the def's residence, and carried the child away. The child
victim walked around the house to the side or back of the home where the victim's mother couldn't see the child victim when the def grabbed the child
victim. The child victim's four year old sibling alerted the child victim's mother who saw the def attempting to enter another residence with the child
victim. The def refused to let go of the victim and a physical struggle ensued. Eventually, the child victim's mother freed the child victim and the def left
the area. The def was interviewed and admitted to picking up the child victim, but claimed a male in the area asked the def for help. The def has no
relationship with the child victim, or the child victim's family and had no rights or permissions to make contact and/or remove and/or conceal the child
victim.
