Staff held a neighborhood meeting in August to discuss the • merits of the project. Approximately 40 on-street parking spaces are contemplated • to be removed in each corridor. On-street parking must be maintained for Bethel A.M.E • Church on Governor Street Staff included a memo in the September 12Information th • Packet outlining project background and provided six potential options for moving forward. Project location Aerial map • Project location 31’ Governor Street (looking south)Dodge Street (looking south) Options for Discussion 1.Eliminate on-street parking and implement buffered bike lanes on each corridor. 2.Eliminate on-street parking and implement a buffered bike lane only on Dodge Street and provide pavement markings and signage on Governor Street. 3.Reduce each corridor to one travel lane and implement buffered bike lanes. 4.Widen each corridor and implement bike lanes 5.Provide a shared parking / bike lane on both corridors. 6.Retain current configurations and do not eliminate on-street parking in either corridor. 1. Eliminate on-street parking and implement a buffered bike lane on Dodge Street and provide pavement markings on signage on Governor Street. Fulfills a portion of the goals of the Bike Master Plan • Would allow for a continuous southbound bike lane • from Prairie Du Chiento Kirkwood Avenue Would provide shared-lane arrow markings and • bikeway signage on Governor for northbound travel Would require removal of approximately 40 on-street • spaces on Dodge Street –retains parking on Governor Could create hardships for Dodge Street residents - • likely impacted less by the removal of parking than Governor residents Dodge arguably the more important corridor with • twice the daily traffic volumes and provides access south of the railroad tracks 3. Reduce each corridor to one travel lane and implement buffered bike lanes. Fulfills the goals of the Bike Master • Plan Provides continuity in existing and • planned north/south on-street bike facilities Would maintain on-street parking on • each corridor Would revert Governor Street back to a • one-way street from the recent change to a two-way facility Would not allow for the planned • conversion of Dodge Street to a two- way facility Would require further traffic • engineering analysis 4. Widen each corridor and implement bike lanes. Fulfills the goals of the Bike Master Plan • Provides continuity in existing and planned north/south on-street • bike facilities Would require a capital improvements project -approximate cost • $400k Would require further traffic engineering analysis • 5. Provide a shared parking / bike lane on both corridors. Fulfills a portion of the goals of the Bike • Master Plan Provides continuity in existing and planned • north/south on-street bike facilities Would provide a painted (dedicated) area that • could be used for bikes during the busiest commuting hours Would allow for on-street parking in the • evenings and on weekends when parking demand may be highest and when bicycle volumes may be lowest Would require on-street accommodations for • Bethel A.M.EChurch on Governor Street 6. Retain current configurations and do not eliminate on-street parking in either corridor. Would notfulfill the goals of the Bike • Master Plan Would leave a gap in the planned • north/south bike on-street bike facilities Corridors could be augmented with • shared-lane arrows and bikeway signage to help to fill the gap and provide motorists a visual cue to expect bicyclists within each corridor Staff Recommendation Eliminate on-street parking and implement a buffered bike lane on Dodge Street and provide pavement markings on signage on Governor Street. Dodge is arguably a more • important travel corridor with twice the daily traffic and better street connectivity Far less opposition voiced at • public meeting concerning Dodge Street parking removal Easily accommodates Bethel • A.M.EChurch Parking Questions?
