Riverside Dr. easements 9" .;� 4L Resolution authorizing the Mayor to sign and the City Clerk to attest to a utility and access easements for 804 S. Riverside Drive. Comment McDonalds USA, LLC applied for a special exception to open a second service window at 804 S. Riverside Drive. The Board of Adjustment granted the special exoeption on certain conditions, including that the owners would grant the City both an access easement and a utility, easement The resolution authorizes the mayor to sign both easements. Amending Budgeted Positions - Animal Services Resolution amending the budgeted positions in the Animal Services Division of the Police Department and the AFSCME pay plan by adding .26 FTE to the budgeted Animal Center Assistant position and adding one full-time Animal Center Assistant II position. City Council discussion on September 3 resulted in a decision to replace three existing hourly positions with permanent positions. Of those presented, the Animal Services Division of the Police Department has been identified as having the greatest need to establish positions with new permanent status. The Division positions are to be amended by. 1. Increasing the existing budgeted Animal Center Assistant position from 1.0 to 1.26 to allow for the potential to hire two .63 FTE Animal Center Assistant positions, grade 2. 2. Adding one full-time Animal Center Assistant II position, grade 4 Budgeted Positions - Engineering Resolution amending the budgeted positions in the Engineering Division of the Public Works Department and the AFSCME pay plan by adding one full-time Public Works Aide position. Comment This resolution will approve the addition of one permanent full-time Public Works Aide position. The new position will replace two temporary part-time Clerical Assistant positions, one of which is currently vacant 6.d. Procurement of Trash Compactor 1 Resolution authorizing the procurement of one (1) new Trash Compactor for Landfill Operations. Comment This Resolution will approve the procurement of one (1) new Caterpillar Trash Compac tDrto be used by Landfill Operations. OMNIA Partners cooperative contract #161534-01 will be utilized for this procurement The total purchase price is $664,942.00, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. 6.e. Rental of Wheel Loaders 9- 47 Resolution authorizing the rental of eight (8) wheel loaders for snow removal operations. Comment This Resolution will approve the rental of eight (8) articulating wheel loaders to be used for snow removal operations from November 15, 2019 through Manch 31, 2020. Request for Bid #20-209 was solicited for this rental. The total price for the rental period is $150,800.00, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. October 1, 2019 Iowa City City Council Agenda Page 3 61 East Davenport Street Pavement Rehabilitation Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an agreement by and between the City of Iowa City and MSA Professional Services, Inc., of Baraboo, Wisconsin to provide engineering consultant services for the East Davenport Street Pavement Rehabilitation Project. Comment This agenda item approves the consultant agreement for the design, bidding and oonsh cion phase services for the East Davenport Street Pavement Rehabilitation Project The project will rehabilitate the subgrade and pavement in the 1400 block of East Davenport Street Funds are available in the Pavement Rehabilitation fund #1S3824. 6.g. 2018 Roof Improvements —Water Treatment Plant & Water Distribution Facility Resolution accepting the work for the 2018 Roof Improvements — Water Treatment Plant & Water Distribution Facility Project. Comment The project has been completed by Advanced Builders of Cedar Rapids, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. • Project Estimated Cost $ 560,000.00 . Project Bid Received: $ 460,000.00 • Project Actual Cost: $ 472,480.00 7. Setting Public Hearings 7.a. Airport Zoning Motion setting a public hearing for October 15, 2019 on an ordinance amending Title 14, entitled "Zoning Code," Chapter 6, entitled "Airport Zoning," to update the airport zoning requirements due to the new Airport Layout Plan, changes in FAA regulations, and the closing of north/south runway. Comment The airport zoning code mitigates nonoompatible uses and hazards to safe air navigation and was last updated in 2002. The proposed amendment reflects the new Airport Layout Plan, changes in FAA regulations, and the dosing of the north/south runway. Comment At its meeting on September 5, 2019, by a vote of 6-0 (Parsons absent), the Planning and Zoning Commission recommended approval of the rezoning subject to the folbWng conditions: 1) dedication of tht-of-way along S. Purchase of 2129 Taylor Drive PT- rResolution Resolutionapproving a purchase agreement for a duplex property located at 2129 Taylor Drive for the South District Home Investment Partnership Program. S Comment Through the South District Home Ines went Partnership Program, the City proposes to purchase a duplex in the South District neighborhood area, rehabilitate the two units, and sell to inoome-eligible buyers. The City proposes to acquire 2129 Taylor Drive for approximately $130,000. The properly was owner -occupied on one side and rental on the other. The rental unit has been vacant for several months. Establish Climate Action Commission Resolution establishing a Climate Action Commission Comment This Resolution establishes a new Climate Action Commission to support the implementation and promotion of the C!Vs Gimate Acton and Adaptation Plan and its initiatives. Assessment Schedule - Appeal for 1220 Louise St Resolution adopting an assessment schedule of unpaid mowing, dean -up of property, snow removal, sidewalk repair, and stop box repair charges and directing the Clerk to certify the same to the Johnson County Treasurer for collection in the same manner as property taxes. Comment The City has the authority under Iowa Code §364.1313 to assess the nuisance abatement costs in the same manner as a property tax. This resolution allows the City Clerk to certify to the Johnson County Treasurer- the cost to abate snow removal at 1220 Louise St, Mich the owner is oontesdng.
