Job Summary
Maintains integral pieces of larger voice and data network systems designed to support internal and
external users. Ensures availability, reliability and optimal performance of networks. Installs, modifies,
configures, and troubleshoots data and telephone network platform software. Installs, modifies, and
makes repairs to network hardware, phone hardware and network software systems. Provides technical
assistance and training to system users. Assists desktop support group with desktop operating system
and software issues as required.

Essential Job Duties and Responsibilities
Designs, installs, configures, operates, and maintains high-speed data and voice communications
network facilities, including gigabit Ethernet links, routing and switching systems, virtual LAN tagging
and network monitoring and control facilities.
Responsible for maintenance of all areas of fiber optic and copper data and voice networks, including
pathways, underground construction, in-building design, moves, adds and changes.
Analyzes complex problems in multi-protocol network and communications environments, develops
and implements solutions.
Plans, develops and coordinates responses to City Department/Division requests from users to
determine feasibility, cost, equipment and time for voice and data projects.
Plans, develops, and coordinates activities in all phases of projects.
Reviews research regarding specific technical hardware and software related questions and makes
recommendations to Information Technology Services management.
Reviews, evaluates and directs documentation of existing network hardware, software and protocol
elements.
Reviews procedures for potential improvement and authorizes or recommends new or revised
elements and procedures.

Coordinates testing and evaluation of new communication hardware and software.
Plans and coordinates the installation and operation of hardware, software and control elements of
the voice and data networks.
Maintains VoIP phone system.
Knowledge of Nortel command-line programming required.
Assists and trains data and voice network systems support, communication, systems programming,
maintenance, operations and other personnel in the use of the communication network and its service
requirements.
Maintains documentation, layouts, configurations, and other records in support of development,
design modification, and problem resolving efforts.
Analyzes communication hardware and software specifications for completeness and compatibility
with the established ITS standards.
Maintains working knowledge of PC to Server and Server to PC interface.
Responds to client inquiries concerning systems operation.
Analyzes and diagnoses system hardware, software and operations problems.
Recommends and/or performs problem resolution.
Inspects new network equipment.
Reviews product order sheet comparing City requirements.
Enters commands and observes system functions to verify correct system operation.
Coordinates activities with ITS Help Desk, network services or other ITS groups.
Provides updates, status, and completion information to Information Technology Coordinator, problem
request tracking system, and/or users, via voice mail, e-mail, or in-person communication.
Refers major hardware problems to vendor and/or service personnel for correction.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace

Performs other related duties as assigned.

This position frequently sits at a computer station. Must possess the ability to use hands to handle or
feel; reach with hands and arms; and talk and hear. Must possess the ability to occasionally stand, walk,

vision abilities required by this job include close vision and ability to adjust focus. Individual is frequently
exposed to the risk of electrical shock.
The noise level in the work environment is usually quiet.
Minimum Education, Experience and Certification
Associate degree in communications systems, networking or related field from an educational
institution accredited by a DOE recognized accreditation body, and two years’ experience with high
speed packet switched data networks; or three years of communication system design,
implementation, operation or maintenance experience which includes two years’ experience with high
speed packet switched data networks required. Or any equivalent combination of education and
experience. Knowledge of Mitel VoIP phone systems required. Must pass criminal background check.

Ability to read and interpret documents, such as, operating and maintenance instructions, and
procedure manuals, and safety rules, Ability to write routine reports and correspondence. Ability to
speak effectively before groups of employees. Ability to solve practical problems and deal with a variety
of concrete variables in situations where only limited standardization exists. Ability to interpret a variety
of instructions furnished in written, oral, diagram or schedule form.
