HomeMy WebLinkAboutHuman Resources Assistant CITY OF IOWA CITY - Job Description Job Class #25-02 FLSA Non-Exempt Civil Service Identification Position Title: Human Resources Assistant Department: City Manager’s Office Division: Human Resources Supervisor: Human Resources Administrator Job Summary Provides personnel support to departments, divisions and employees including training, hiring, contract administration and benefits. Job Scope No supervisory or budgetary responsibilities. Essential Job Duties and Responsibilities Answers questions regarding applicant procedures from employees and the general public, PROVIDES assistance with online employment application. Provides information to employees and staff regarding personnel policies, federal regulations and labor contracts. Writes and schedules employment advertisements, writes and distributes job postings, updates jobline and website. Screens applications to determine applicants' qualifications, assists with recruitment. Opens mail and receives application materials and correspondence. Monitors hiring practices for compliance with internal policies and employment law. Completes and compiles individual employee information and files including employment verification forms. Writes and updates memos, interview formats, job descriptions and a variety of applicant and employee correspondence. Assigns individuals to community service work throughout the City. Coordinates annual employee special events. Maintains City employee enrollment in benefit plans (health, dental, COBRA, FLEX plan), assists employees with benefit issues and changes, and reconciles billing as appropriate. Conducts employee orientation sessions for new permanent employees, including signs up employees for benefits, answers questions regarding benefits, follows up with employees to ensure all required enrollment forms are completed and returned. Processes new hires including background checks and schedules, administers, accounts and determines compliance for employment related testing including physicals, drivers’ license, drug and alcohol testing. Maintains random selection drug and alcohol testing database and coordinates required tests. Maintains proximity card program for City employees; takes employee photographs; makes employee ID badges. Prepares division-related reports as directed. Approves University of Iowa work study timesheets for all students; reconciles University of Iowa work study billing and sends payment in timely manner. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs other related duties as assigned. Minimum Education, Experience and Certification Associate’s degree from an educational institution accredited by a DOE recognized accreditation body or equivalent experience in a Human Resources department with public and/or employee contact required. Must pass criminal background check. Preferred Education, Experience and Certification Bachelor’s degree in human resources or equivalent from an educational institution accredited by a DOE recognized accreditation body preferred and may substitute for part of experience requirement. Three years of related experience and/or training preferred. Job Class #25-02 Human Resources Page 2 Updated 12/20/2019 Knowledge, Skills, and Abilities Knowledge of office procedures, filing, word processing, employment law, and general personnel policies and guidelines. Skills in typing, organizing files and records and the use of a personal computer. Ability to read and understand federal/state/local regulations, reports, insurance policies, union contracts, and personnel policies. Ability to perform and interpret mathematical calculations in administering compensation issues, testing functions, and work study billings. Ability to maintain consistency and impartiality in applying personnel policies. Ability to clearly and concisely communicate a variety of information, both orally and in writing.
