Statewide Urban Design and Specifications 2021 Resolution adopting the Statewide Urban Design and Specifications (SUDAS) Standard Specifications (2021 Edition), as revised by the SUDAS General Supplemental Specifications and the revised City of Iowa City Supplemental Specifications (January 2021). Comment This item will approve the use of the 2021 Edition of the SUDAS Standard Specifications for all public improvement projects and oonstruclion within the city right -0f - way. In addition, the City has revised supplemental specifications to reflect the 2021 Edition of the SUDAS Standard Specifications. 6.b. West Riverbank Stabilization Resolution accepting the work for the West Riverbank Stabilization Project. Comment: The project has been completed by Peterson Contractors, Inc. of Reinbeck, Iowa, in substantial in accordance with the plans and specifications. Setting Public Hearings 7.a. Rezonina - 700.710.720. and 730 S. Dubuaue Street and 220 Lafayette Street Motion setting a public hearing for January 19, 2021 on an ordinance conditionally rezoning property located at 700, 710, 720 and 730 S. Dubuque Street and 220 Lafayette Street from Community Commercial (CC -2) and Intensive Commercial (CI -1) to Riverfront Crossings - Central Crossings (RFC -CX) zone for approximately 1.9 acres of land. (RE720-0011) Comment At its December 17 meeting, by a vote of 6-0 (Signs absent), the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to making improvements along the west bank of the Ralston Creek frontage and provision of a sanitary sewer easement at a location to be determined by the City Engineer. Mercer Aquatic Center Pool Dehumidification System Improvements Resolution setting a public hearing on January 19, 2021 on the project manual and estimate of cost for the construction of the Mercer Aquatic Center Pool Dehumidification System Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment The Mercer Aquatic Center Pool Dehumidification System Improvements Project includes heating ventilation and air condi Toning (HVAC) and dehumidification upgrades to the Mercer Aquatic Center and Scanlon Gymnasium. The estimated construction cost is $440,000 and will be funded by Account #84369 — Mercer Park Pool Dehumidification/ Tuckpointing. 7.c. Mercer Aquatic Center Masonry and Skylight Repairs Resolution setting a public hearing on January 19, 2021 on the project manual and estimate of cost for the construction of the Mercer Aquatic Center Masonry and Skylight Repairs Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment The Mercer Aquatic Center Masonry and Skylight Repairs Project includes masonry repairs and tudWinting on the Mercer Aquatic Center interior and exterior brick faqade. The project will also address the moisture issues from the Kalwall skylight system and rusted lintels around the doors, windows and above the columns in the courtyard. (REZ20-0005) (Pass & Adopt) Comment At its October 15 meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of this amendment Approval will allow minor adjustments to zoning regulations for new constriction projects in PRM zones which involve preserving a separate historic shed ire. Human Rights Ordinance Update Ordinance Amending Title 2 of the City Code, entitled "Human Rights," to update methods of service allowed. (First Consideration) Comment Certified mail was once the preferred method of ensuring delivery of important documents. Certified mail, however, often involves significant delay, as recipients do not timely retrieve it. During the COVID-19 crisis, it has become apparent that email service would expedite the investigative process while remaining safe, secure, and verifiable. Purchase of 2021 Taylor Drive Zl- Resolution approving a purchase agreement for a duplex property located at 2021 Taylor Drive for the South District Home Investment 5� Partnership Program. Comment Staff has negotiated a purchase agreement with the owner of 2021-2023 Taylor Drive for $150,000 contingent on City Council approval as part of the South District Home Investrnent Partnership Program. Homeless Outreach Services Agreement 2 Resolution approving and authorizing the Mayor to sign and the City Clerk to attest an agreement with Shelter House for Street Outreach Services. Comment This is an agreement between the City and Shelter House for Street Outreach Services. The agreement will allow for the creation of a new shelter House position that will work to conned those experienang homeless with available services. The City's $35,000 annual oommitrnent toward this new position will reduce the need for law enforcement involvement in homeless outreach and will help prevent calls for service from the public.
