Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. BUDGET OVERVIEW AND HIGHLIGHTS Mayor Teague welcomed members of the public for tuning in and gave a brief rundown of how the day would proceed. City Manager Fruin noted the time and effort from staff that was put into pulling together the budget and noted items for Councilors to keep in mind during the presentations. Assistant City Manager Monroe reviewed the budget review schedule, the budget document, fund structures, COVID-10 Budget Impact — FY21 & FY22, Strategic Plan Initiatives, Park and Bike Master Plan Implementations, and recommended staff changes and additions. Assistant to the City Manager Kilburg reviewed future concerns. Assistant City Manager Monroe reviewed revenues and Assistant to the City Manager Kilburg reviewed expenditures and debt service. City Manager Fruin wrapped up with an analysis and summary of the budget, and next year's budget. (Power point of FY2022 Budget coincided with overview.] Finance Director Bockenstedt was also present for discussion. Department budgets were presented (with adjustments) as outlined on the agenda (IP2 of 01/07/20 Info Packet); and page number in parenthesis refers to pages in the Proposed Financial Plan (12/18/20 Info Packet). Power points of organization charts for the City departments were shown and archived.
