Sports Complex The Mayor opened discussion for questions or comments. Individual Council members expressed their views and thanked staff for the great work on the presentation. [Break 4:50pm — 5:OOpm] Continue discussion of the Preliminary Plan to Restructure the Iowa City Police Department toward community policing Mayor Teague opened the item up for discussion and noted he was still reviewing the plan and engaging with the public. Individual Council members expressed their views and discussed ways to reach the public for feedback that would include everyone, extra efforts needed to collect input, translation of the 36 recommendations into three languages and sending out to various community groups, and Council working groups. Action: Staff will work to get the recommendations portion of the Preliminary Plan translated to French, Spanish and Arabic. Those documents will be posted to the website as soon as they become available. Staff will also work with Councilors Weiner, Salih and Bergus on a public input process recommendation for the full Council's consideration at the January 191 work session Council Budget Work Session January 5, 2021 Page 6 Discuss Miscellaneous Council Meeting and Communication Items • Moving meeting start times one hour earlier • Public comment sign -in procedures • Council emails and correspondence Mayor Teague and City Attorney Dilkes provided information regarding early start times, proposed sign -in procedures with contact information, public comment clock, and Council correspondence. Individual Council members expressed their views and asked for the public to give input prior to the next meeting. Action: Items will be added back to the January 19'" work session agenda Clarification of Agenda Items None Information Packet Discussion [December 17. December 23, December 301 ➢ December 17 — no discussion ➢ December 23 1. (IP2, Johnson County Affordable Housing Coalition: Looking ahead to 2021) Councilor Taylor thanked the organization and community partners for providing the needs to some of the most vulnerable community members during these hard times. ➢ December 30 1. (IP3, Pending City Council Work Session Topics) Mayor Teague noted Councilors Weiner's request to have Johnson County Public Health come speak and asked if Councilors were open to having University of Iowa Hospitals and Clinics or Johnson County Public Health give an update during the formal meeting once a month. Individual Council members expressed their views. Action: Staff will reach out to Johnson County Public Health and request a brief 2-3 minute COVID update presentation at every other future City Council formal meeting. 2. (IPS, Memo from City Manager: 821 S. Clinton Street Planning) City Manager Fruin provided a summary of the memo and asked for one or two Councilors to be part of future discussions regarding facility use at that location. Individual Council members expressed their views. Action: Councilors Taylor and Salih will work with City staff on collaborative planning with Johnson County for their property at 821 S. Benton. on various assigned boards, commissions and committees. Adjourn 6:29 p.m.
