November 2020 Disbursements Motion to approve disbursements in the amount of $12,729,011.68 for the period of November 1 through November 30, 2020, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Cleric's office in accordance with State Code. 6.b. Orchard Street Reconstruction ZI- 8 Resolution authorizing the acquisition of property interests necessary for construction of the Orchard Street Reconstruction Project. Comment The City of Iowa City must acquire rightof-way, fee title, permanent easements and/or temporary construction easements to construct the Orchard Street Reconstruction Project. The project generally includes full street reconstruction of Orchard Street from Benton Street to US Highway 1, sidewalk infill along the east side of Orchard Street, storm sewer improvements, water main replacements from Douglass Street to US Highway 1, and sanitary sewer main and manhole replacements from Benton Street to Douglass Street 6.c. North Westminster Storm Sewer Improvements Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Shive-Hattery, Inc, of Iowa City, Iowa to provide engineering services for the North Westminster Storm Sewer Improvements Project. Comment This agenda item authorizes an agreement to provide consultant services for the North Westminster Storm Sewer Improvements Project. The total cost of the services is $163,400 and will be funded by the North Westminster Storm Sewer Upgrades account #M3633. 6.d. 2.I -IU American Legion Road - Scott Boulevard to Taft Avenue Resolution approving a 28E Agreement between the City of Iowa City and Johnson County regarding improvements to American Legion Road - Scott Boulevard to Taft Avenue. Comment This resolution approves a Chapter 28E agreement with Johnson County, Iowa regarding improvements to American Legion Road. The purpose of this agreement is for the City to obtain permission from the County to improve those portions of American Legion Road lying within County right-of-way from the east right-of-way line of Eastbrook Street to its intersection with the centerline of Taft Avenue. Comment: The project has been completed by Insituform Technologies USA of Chesterfield, Missouri, in substantial in accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. • Project Estimated Cost: $ 420,000.00 • Project Bid Received: $ 267,781.00 • Project Actual Cost: $ 255,770.50 7. Setting Public Hearings 7.a. Aooeal of Historic Preservation Commission Decision Motion setting a public hearing for February 2, 2021 on an appeal to the City Council of the decision of the Historic Preservation Commission denying a Certificate of Appropriateness to replace the original siding at 1133 E. Court Street in the Longfellow Historic District. Comment: Gosia and Adam Clore have appealed the decision of the Historic Preservation Commission to deny a Certificate of Appropriateness to replace or cover the original siding at 1133 E. Court Street The application requested replacement of the original siding without regard for its condition. 7.b. Rezonina - South of Kennedv Pkwv & West of Camp Cardinal Blvd Motion setting a public hearing for February 2, 2021 on an ordinance conditionally rezoning properly located south of Kennedy Parkway and west of Camp Cardinal Blvd from Interim Development -Research Park (ID -RP) zone to Rural Residential (RR -1), High Density Single -Family (RS -12), Low Density Multi - Family (RM -12), and Medium Density Multi -Family (RM -20) for approximately 27.19 acres of land. (RE720-0013) Comment At its meeting on January 7, 2021 the Planning and Zoning Commission recommended approval of the rezoning by a vote of 7-0 subject to oonditions requiring substantial compliance with the concept plan for the townhouse -style, mutt4amily dwellings; development of a landscaping plan; incorporation of traffic calming devices; construction of a 5' sidewalk along Camp Cardinal Blvd; and the development of a woodland management plan. (RE720-0011) Comment: At its December 17 meeting, by a vote of 6-0 (Signs absent), the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to making improvements along the west bank of the Ralston Creek frontage and provision of a sanitary sewer easement at a location to be determined by the City Engineer. The purpose is to incentiv ze the designation of 410-412 N. Clinton Street as a local historic landmark, which would occur in conjunction with the redevelopment of 400 N. Clinton Street and 112 E.
