Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held
because a meeting in person was impossible or impractical due to concerns for the health
and safety of council members, staff and the public presented by COVID-19.
Iowa City City Council electronic regular meeting, held via Zoom Meeting Platform. Mayor

(RS -12), Low Density Multi -Family (RM -12), and Medium Density Multi -

End of Consent Calendar
Councilor Weiner commented on item 4.c, December 22 minutes with
recommendations to City Council from the Community Police Review Board regarding
Item No. 8 of Resolution 20-159 (Resolution of Initial City Council Commitments
addressing the Black Lives Matter Movement and Systemic Racism in the wake of the
murder of George Floyd by Minneapolis Police and calls for action from protesters
and residents) and thanked the Board for all the work they did putting them together.
Weiner suggested and Councilors agreed it would be helpful to have the Community
Police Review Board's legal counsel provide a legal analysis and divide the
recommendations into two groups: (1) Recommendations where state law allows
implementation and (2) Recommendations where changes to state law would be
required before a particular recommendation could be implemented.
Motion to approve consent calendar. Moved by J. Thomas, seconded by P.
Taylor. Motion Passed. (7 Ayes)

The following individuals appeared: David Drustrup regarding resource allocations and
the Preliminary Plan to Restructure the Iowa City Police Department. Nicholas Theisen,

Preliminary Plan to Restructure the Iowa City Police Department.

10.a. Ordinance conditionally rezoning approximately 1.9 acres of land located at

Continue discussion of the Preliminary Plan to Restructure the Iowa City Police
Department toward community policing
Mayor Teague opened the item up for discussion and noted he was still reviewing the plan and
engaging with the public. Individual Council members expressed their views and discussed
ways to reach the public for feedback that would include everyone, extra efforts needed to
collect input, translation of the 36 recommendations into three languages and sending out to
various community groups, and Council working groups.
Action: Staff will work to get the recommendations portion of the Preliminary Plan translated to
French, Spanish and Arabic. Those documents will be posted to the website as soon as they
become available. Staff will also work with Councilors Weiner, Salih and Bergus on a public
input process recommendation for the full Council's consideration at the January 19'h work
session

Councilors Weiner's request to have Johnson County Public Health come speak
and asked if Councilors were open to having University of Iowa Hospitals and
Clinics or Johnson County Public Health give an update during the formal
meeting once a month. Individual Council members expressed their views.
Action: Staff will reach out to Johnson County Public Health and request a brief
2-3 minute COVID update presentation at every other future City Council formal
meeting.
2. (IPS, Memo from City Manager: 821 S. Clinton Street Planning) City Manager
Fruin provided a summary of the memo and asked for one or two Councilors to
be part of future discussions regarding facility use at that location. Individual

BUDGET OVERVIEW AND HIGHLIGHTS
Mayor Teague welcomed members of the public for tuning in and gave a brief rundown of how
the day would proceed. City Manager Fruin noted the time and effort from staff that was put into
pulling together the budget and noted items for Councilors to keep in mind during the
presentations. Assistant City Manager Monroe reviewed the budget review schedule, the budget
document, fund structures, COVID-10 Budget Impact — FY21 & FY22, Strategic Plan Initiatives,
Park and Bike Master Plan Implementations, and recommended staff changes and additions.
Assistant to the City Manager Kilburg reviewed future concerns. Assistant City Manager Monroe
reviewed revenues and Assistant to the City Manager Kilburg reviewed expenditures and debt
service. City Manager Fruin wrapped up with an analysis and summary of the budget, and next
year's budget. [Power point of FY2022 Budget coincided with overview.]
Finance Director Bockenstedt was also present for discussion.

police budget and City tax rates. Finance Director Bockenstedt provided additional information.
