Comment This agenda item will approve the procurement of one (1) Packaged Pool
Dehumidification Unit that needs to be purchased for- the Mercer Aquatic Center Pool
Dehumidification System Improvements Project. The first-year service contract will also be
included. The project includes Heating Ventilation and Air Conditioning (HVAC) and
dehumidification upgrades to the MercerAquatic-Center.
6.c. Melrose Court Sewer Repair
Z 1-1 g Resolution approving, authorizing and directing the Mayor to
execute and the City Clerk to attest Amendment No. 2 to the
Agreement with Anderson Bogert Engineers & Surveyors, Inc. of
Cedar Rapids, Iowa to provide engineering consultant services for
the Melrose Court Sewer Repair Project.
Comment This amendment authorizes Anderson Bogert Engineers & Surveyors, Inc.
to finish the design of the Melrose Court Sewer Repairs Prgect with some minor
revisions to the soope of services within the November 16, 2016 Consultant Agreement
and the December 5, 2017 Amendment No. 1. The flee forAmendment No. 2 is
$25,750. The total compensation fix oonsultant services, as amended, will be $126,800.

7. Setting Public Hearings
7.a. Rezoning - 2525 Highlander Place
Motion setting a public hearing for February 16, 2021 on an
ordinance rezoning approximately acres of land located at 2525
Highlander Place to Highway Commercial with a Historic District
Overlay (OHD/CH-1). (RE720-0014).
Comment At its meeting on January 14, 2021 the Historic Preservation recommended
approval of this local landmark rezoning. On January 21, 2021, the Planning and Zoning
Commission also reoommended approval.
7.b. Maximum Property Tax Levy
ZZ Resolution setting a public hearing on setting the maximum
property tax levy for certain levies for the proposed budget ending
June 30, 2022.
Comment Cities are required to hold a public hearing to set a ma)amum property
tax levy for certain levies.
7.c. Collector Well Nos. 3 and 4 Rehabilitation
Resolution setting a public hearing on February 16, 2021 on project
manual and estimate of cost for the construction of the Collector
Well Nos. 3 and 4 Rehabilitation Project, directing City Cleric to
publish notice of said hearing, and directing the City Engineer to
place said project manual on file for public inspection.
Comment The Collector Well Nos. 3 and 4 Rehabilitation Project generally includes
cleaning the six (6) lateral lines within the collector wells with pre and post testing to
increase the available source water production and to rebuild two (2) of the well pumps.
The estimated project cost is $620,000 and will be funded Water revenues.

Comment At its meeting on January 7, 2021 the Planning and Zoning Commission
recommended approval of the rezoning by a vote of 7-0 subject to conditions requiring
substantial compliance with the concept plan for the townhouse -style, multifamily
dwellings; development of a landscaping plan; incorporation of traffic calming devices;
construction of a 6 sidewalk along Camp Cardinal Blvd; and the development of a
woodland management plan.

Deciding the appeal to the City Council of the decision of the Historic
Preservation Commission denying a Certificate of Appropriateness to

Historic District.
Comment: Gosia and Adam Clore have appealed the decision of the Historic Preservation
Commission to deny a Certificate of Appropriateness to replace or cover the original siding at

12. American Legion Road Improvements
Resolution approving project manual and estimate of cost for the
construction of the American Legion Road Improvements Project (STP -
U -3715(666)-70-52), establishing amount of bid security to accompany
each bid, directing City Clerk to post notice to bidders, and fixing time
and place for receipt of bids.
Comment This Project generally includes the reconstruction of American Legion Road from
Scott Boulevard to Taft Avenue. The estimated construction cost is $7,850,000 and will be
funded by STBG funds and General Obligation Bonds.

Resolution approving and authorizing the Mayor to sign and the City
Clerk to attest an Agreement with CommUnity and Foundation 2, Inc. for

Comment This agreement formalizes a partnership between the
ag pa p City of Iowa City, Foundation 2
and CommUnity Crisis Services and Food Bank for a Law Enforoement Liaison position to be
employed by CommUnity as part of their 24/7/365 Mobile Crisis service. The position is partially
grant funded by the Mental Healti-Osability Services of the East Cental Region organization. It
aims to increase access to mental health resources, divert those in need from hospitalization and
jail and bolster the CVs utilization of CommUniVs a fisting Mobile Crisis service.

Resolution approving a purchase agreement for a property located at
931 6th Avenue for flood mitigation.
Sze Comment Staff has negotiated a purchase agreement to acquire 931 6th Ave. for

x $65,000 from the owner's estate. Ralston Creeks runs through the property, and it is
located within the 100 -year floodplain. Staff proposes to demolish the house and
maintain it as green space as part of its flood mitigation measures.

15. Assessment Schedule
�1 -✓Z� Resolution adopting an assessment schedule of unpaid mowing, dean -up
of property, snow removal, sidewalk repair, and stop box repair charges
and directing the Clerk to certify the same to the Johnson County
Treasurer for collection in the same manner as property taxes.
Comment The City has the authority under Iowa Code §364.136 to assess the nuisance
abatement costs in the same manner as a property tax. This resolution allows the City Clerk to
oa* to the Johnson County Treasurer the abatement cost to be assessed against the property.
This assessment is being pursued only after the City took many steps to resolve the matter. The
City notified the homeowners to abate the nuisance (for example, to remove slow from the
sidewalk) and after the homeowner did not take action to abate the nuisance, the City abated the
nuisance and billed the owner. After being billed at least Wce, these owners still have not paid the
abatement costs. The City has sent a letter to the homeowner giving them rxAce that this
resolution would be on the agenda, a copy of which is attached to the resolution. No interest will be
charged if the owner pays within 30 days of the first required publication. Attached as an exhibit to
the resolution is a list of the properties that will be assessed and the amount that will be assessed.
