January 2021 Disbursements Motion to approve disbursements in the amount of $11,035,298.02 for the period of January 1 through January 31, 2021, as recommended by the Finance Director subject to audit. AFSCME (Mixed) Tentative Agreement Motion to approve a tentative agreement between the City of Iowa City and AFSCME Local #183 (Mixed). Comment This is a five-year agreement for fiscal years 2022-2026. The agreement establishes wage settlements for the first four years and includes a wage reopener for the final year. The agreements also identifies prohibited subjects to be removed from the agreement and deletes the Side Letter titled "Appendix D Classification Review Process." 6.c. AFSCME (Transit) Tentative Agreement Motion to approve a tentative agreement between the City of Iowa City and AFSCME Local #183 (Transit). Comment This is a five-year agreement for fiscal years 2022-2026. The agreement establishes wage and insurance settlements for the first four years and induces a wage and insurance re -opener for the final year. The agreement also deletes the Side Letter titled "Appendix D Classification Review Process." 6.d. Facilitator Agreement for Ad Hoc Truth & Reconciliation Commission Z - `f 4 Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Jesse Case to provide facilitation services to the Ad Hoc Truth and Reconciliation Commission. Comment: This agenda item authorizes an agreement to provide facilitation services to the Ad Hoc Truth & Reconciliation Commission for an estimated period of 16 months. The total cost of the services is $64,000 and will be funded by the Black Lives Matter account#10210410. 7. Setting Public Hearings 7.a. FY2021 Budget Amendment Public Hearing �1 Resolution setting public hearing on amending the FY2021 Operating Budget. Comment This resolution sets a public hearing for Mare 16, 2021 to amend the FY2021 operating budget. Information will be available to the public on March 2, 2021. FY2022 Budget Public Hearing 2-1 " Lf 8 Resolution setting a public hearing on March 16, 2021 to discuss the proposed FY2022 Operating Budget, the proposed three-year Financial Plan for FY2021 - FY2023, and the five-year Capital Improvement Plan 2021 - 2025. Comment: This resolution sets a public hearing on Mardi 16, 2021 to discuss the FY2022 proposed operating Budget, the three-year Financial Plan for FY2021 - FY2023 and multi-year Capital Improvement Plan (CIP) 2021- 2025. Detailed information on the budget will be available for public inspection on March 2, 2021. 7.c. Setting Bond Public Hearing - $10,200,000 General Obligation Bonds 2I - ` Resolution fixing date for a meeting on the proposition of the issuance of not to exceed $10,200,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for essential corporate purposes) and providing for publication of notice thereof. Comment This resolution sets a public hearing for 7:00 pm on March 16, 2021 to receive public comment regarding issuance of up to $10,200,000 General Obligation Bonds and authorizes the City Clerk to publish notice of hearing. 7.d. Setting Bond Public Hearing - $700,000 General Obligation Bonds Z I -5U Resolution fixing date for a meeting on the proposition of the issuance of not to exceed $700,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for general corporate purposes) and providing for publication of notice thereof. 7.e. Z-1-5 I Comment This resolution sets a public hearing for 7:00 pm on March 16, 2021 to receive public comment regarding the issuance of up to $700,000 General Obligation Bonds and authorizes the City Clerk to publish notice of hearing. Settina Bond Public Hearina - $700.000 General Obligation Bonds Resolution fixing date for a meeting on the proposition of the issuance of not to exceed $700,000 General Obligation Bonds of the City of Iowa City, State of Iowa (for general corporate purposes) and providing for publication of notice thereof. Comment This resolution sets a public hearing for 7:00 pm on March 16, 2021 to receive public comment regarding the issuance of up to $700,000 General Obligation Bonds and authorizes the City Clerk to publish notice of hearing. March 2, 2021 Iowa City City Council Agenda Page 4 21-5 2 71 Establishing Tax Abatement Area Resolution determining the necessity of and setting a public hearing on a proposed Highway Commercial Urban Revitalization Plan. Comment The proposed Highway Commercial Urban Revitalization Plan designates areas of the City along Highway 6 and Highway 1 wherein certain building improvements or new conshK;bon may be eligible for limited property tax exemptions for a period of three years. 7.g. Asphalt Resurfacing 2021 Resolution setting a public hearing on March 16, 2021 on project manual and estimate of cost for the construction of the Asphalt Resurfacing 2021 Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This annual project involves asphalt resurfacing and chip sealing of various streets and C"wned parking lots throughout Iowa City. The estimated cost for this project is $2,700,000 and will be funded by the General Fund, Road Use taxes and General Obligation bond proceeds. 7.h. Melrose Avenue / IWV Road — Highway 218 to Hebl Avenue -2- Improvement Resolution setting a public hearing on March 16, 2021 on project manual and estimate of cost for the construction of the Melrose Avenue / IWV Road — Highway 218 to Hebl Avenue Improvement Project (STP -U-3715(668} -70-52), directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This s a joint project with Johnson County that will be let through the Iowa DOT. The projed will reconstruct Melrose Avenue/IWV Road from Highway 218 to Hebl Avenue. In addition, water main will be extended along Melrose Avenue / IWV Road from Slothower Road to the Iowa City Landfill and Recycling Center. The estimated cost of construction is $5,100,000. The City's estimated portion is $2,700,000 and will be funded with Surface Transportation Block Grant (STBG) Program funding, General Obligation bond proceeds and Landfill revenues. Melrose Court Sewer Improvements Resolution setting a public hearing on March 16, 2021 on the project manual and estimate of cost for the construction of the Melrose Court Sewer Improvements Construction Project, directing City Cleric to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. In the course of reviewing a site plan for this project, Staff determined that approximately 100 square feet of land should be rededicated as public right-of-way to facilitate a safer traffic circulation pattern.
