Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held
because a meeting in person was impossible or impractical due to concerns for the health
and safety of council members, staff and the public presented by COVID-19.

Discussion on supplemental transit services
Director of Transportation Services Nagle-Gamm gave a power point presentation of the following on
the transit study:
- Timeline
- Enhancements & estimated costs
- Prioritized enhancements
- Preliminary ridership estimates
- Transportation services/partnerships: IC Transit, Horizons/Neighborhood Transportation
Services(NTS), Johnson County SEATS, Yellow Cab of Iowa City, Lyft, Uber and VIA/IC
Transit.
- Service comparisons and staff recommendations
City Manager Fruin provided background on items to think about when beginning a pilot program.
Individual Council members expressed their views.
Action: Staff will begin implementation planning for a two-year Sunday fixed transit service offering to
the community utilizing federal COVID relief dollars. Late night and night owl service scenarios will be
revisited with an expectation that such services will be limited to income-qualified individuals. Staff will
seek examples from other communities to help inform final decision-making.
City Parks
Parks & Recreations Director Seydell-Johnson provided a brief history of where alcohol is currently
allowed in parks, what is allowed and where it is currently prohibited. Individual Council members
expressed their views.
Action: An alcohol in park shelters ordinance will be reintroduced by Parks and Recreation staff.
Council will work through three readings beginning with the April 6th City Council meeting.

Clarification of Agenda Items
Consent Calendar Items 6b, 6c – City Manager Fruin explained that these items were just approving
the framework for the tentative agreement and not approving the contract.
Information Packet Discussion [February 18, February 25]
February 18
1. (IP2, Press Release: Affordable Housing Market Analysis) Councilor Bergus noted the
report.
2. (IP3, Social Justice & Racial Equity: 4th Quarter Update, October – December 2020)
Councilor Mims mentioned the update.
Mayor Pro Tem Salih asked for a work session discussion regarding utility collection
protocols.
Action: Staff will place a discussion on utility account collection protocols on the March 16,
2021 work session agenda.
February 25
1. (IP6, Memo from City Manager: Guidelink Center Advisory Board) Councilor Mims
recommended city staff to serve on the board, the other Councilors agreed.
Action: The City Manager’s Office will fill the GuideLink Advisory Board role.
2. (IP7, Memo from City Clerk: Proposed Meeting Schedule) Council members reviewed
the tentative schedule. City Clerk Fruehling asked when the Councilors were available
for a special work session special work session.
Action: A special work session was scheduled for March 23rd beginning at 4:00 p.m. The
City Manager’s Office and Police Department will present information to help the City
Council organize and prioritize discussions on the recommendations from the
Preliminary Plan, OIR Group report and CPRB.
