NOTICE OF PUBLIC HEARING ON PROJECT
MANUAL AND ESTIMATED COST FOR THE
MELROSE COURT SEWER IMPROVEMENTS
PROJECT IN THE CITY OF IOWA CITY, IOWA
TO ALL TAXPAYERS OF THE CITY OF IOWA CITY,
IOWA, AND TO OTHER INTERESTED PERSONS:
Public notice is hereby given that the City Council of
the City of Iowa City, Iowa, will conduct a public hearing
on the Project Manual, including the plans,
specifications, contract, and estimated cost for the
construction of the Melrose Court Sewer Improvements
in said city at 4:00 p.m. on the 23rd day of March, 2021,
said meeting to be held in the Emma J. Harvat Hall in
the City Hall, 410 East Washington Street in said city, or
if said meeting is cancelled, at the next meeting of the
City Council thereafter as posted by the City Clerk. If
City Hall is closed to the public due to the health and
safety concerns from COVID-19, the council meeting will
be an electronic meeting using the Zoom Meetings. For
information on how to participate in the electronic
meeting, see www.ic-gov.ora/councildocs or telephone
the City Clerk at (319) 356-5043.
This project includes sanitary sewer pipes,
manholes, service reconnection, and abandonment;
storm sewer pipes, intakes, and manholes,
abandonment; street pavement; driveways; and
sidewalk and is located along Melrose Court, Iowa City,
Iowa.
Said Project Manual and estimated cost are now on
file in the office of the City Clerk in the City Hall in Iowa
City, Iowa, and may be inspected by any interested
persons. If City Hall is closed to the public due to the
health and safety concerns from COVID-19, copies are
available by telephoning the City Clerk at (319) 356-
5043 or emailing keIIie-fruehling (c)iowa-city.org.
Any interested persons may appear at said meeting
of the City Council for the purpose of making objections
to and comments concerning said Project Manual or the
cost of making said improvement.
This notice is given by order of the City Council of
the City of Iowa City, Iowa and as provided by law.

Project Location and Description
■ Replace existing sanitary sewer 6" pipe
with new 8"/10" PVC Pipe center of
Melrose Court
■ Existing sanitary has sags
■ Existing sewer pipes discharging from
this area where constructed in late
1800s/early 1900s
■ New sanitary sewer services to edges of
rig ht-of-way/easements

Project Location and Description
■ Reconstruct storm sewer to alleviate
local flood:
■ Larger 15" RCP
■ New outlet
■ Additional storm sewer intake
■ New street pavement — 20' wide
■ New 5' wide sidewalk on west curb
■ New driveway pavement, where
removed, within easements

Power Poles
Relocation of power lines underground was evaluated.
Cost of relocation was roughly $160,000 (2016)
Cost of removing aerials to houses was roughly $90,000 (2016)
Constraint of the 25' wide Right -of -Way.
Project does not preclude doing this later.

Phasing
Eight phases — intending to minimize disruptions to residents
• Contractor will be required to maintain access to driveways throughout
construction.
At times, this access will be over gravel, not pavement.
This will take some coordination and some patience on everyone's part.
Contractor will be in charge of getting vehicles in and out of their construction area.
At times residents will need to wait for the Contractor to move their equipment or
finish something they are doing.
