Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
Review of Recommendations from OIR Group, CPRB and Preliminary Plan
Mayor Teague noted the memo (IP3) from the March 18, 2021 Information Packet and made
recommendations for a plan of review. City Manager Fruin reviewed the color coding and suggested
categorizing items by items needing City Council Action Needed Now, City Council Action Needed in
Future, No City council Action Needed. City Manager Fruin, City Attorney Dilkes, and Chief of Police
Liston provided additional information. Individual Council members expressed their views regarding
recommendations from the CPRB and the OIR Group.
City Manager Fruin provided an update regarding public feedback.
Action: Staff will work to identify a second possible special work session to complete the review of the
Preliminary Plan recommendations.
