Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
Review of Pavement Management Program
Jeremy Kaemmer, HR Green, presented a power point outlining the following:
• Goals
• Components of PMP
• Inventory & Assessment
• Data
• Treatments, Triggers, & Decision -Making Framework
• Existing Conditions Analysis
• Modelling Results
• 5 -year Capital Improvement Plan
Individual Council members expressed their views. Senior Civil Engineer Reichart and City Manager
Fruin provided additional information.
Ad Hoc Truth and Reconciliation Commission
Mayor Teague suggested the Council members hold their comments until after public discussion on
item 26 during the formal meeting.
Discussion on utility account collection protocols
City Manager Fruin summarized the memo (1134) included in the March 11, 2021 Information Packet.
Individual Council members expressed their views. Finance Director Bockenstedt provided additional
information.
Action: Staff will move forward with establishing payment plans for all non-active past due accounts (no
risk of shut-off). All current accounts should remain in a no shut-off protocol. Once state relief program
rules are formally announced staff will revisit protocols with City Council as needed.

Clarification of Agenda Items
Item 14. Melrose Court Sewer Improvements — City Manager Fruin announced there had been a
publication error and the item would need to be deferred to a special formal meeting on March 23.

1. (IP2, 2020-2021 Iowa City Deer Management Annual Report) Councilor Mims noted the
report and thanked staff for including the information in the packet.
