Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held
because a meeting in person was impossible or impractical due to concerns for the health
and safety of council members, staff and the public presented by COVID-19.

University Heights, approving the 28E Agreement and authorizing the
Mayor to sign and the City Clerk to attest the 28E Agreement. (ANN20-0002)
A public hearing was held. Development Services Coordinator Sitzman presented
a power point. The following individuals appeared: Sara Barron, Nicholas Theisen,
Harry Manaligod, Dan Kauble, and Raneem Hamad. Individual Council members
expressed their views. City Manager Fruin, City Attorney Dilkes and Development
Services Coordinator Sitzman provided additional information.
Motion to approve Resolution 21-90. Moved by S. Mims, seconded by L.

enforcement cameras, defunding the police department, City Council and various other
issues.
9.b. Ordinance conditionally rezoning approximately 6.12 acres of land located near
the intersection of Finkbine Commuter Drive and Melrose Avenue to Medium
Density Multi -Family Residential (RM -20) and Institutional Public (P-2) with a
Planned Development Overlay (OPD/RM-20/P-2) (REZ20-0012).

Addendum to a Lease Agreement with Graze Iowa City, LLC for commercial

11. Resolution approving project manual and estimate of cost for the construction
of the Gilbert Court Sidewalk Infill Project, establishing amount of bid security
to accompany each bid, directing City Clerk to post notice to bidders, and fixing
time and place for receipt of bids.

Council members expressed their views.

12. Ordinance amending Title 4, entitled "Alcoholic Beverages," and Title 10,

residency is required. Iowa City residency is preferred but not required if

Individual Council members thanked City Attorney Dikes for her years of service and
wished her well in retirement. Council members reported on various meetings attended,
upcoming meetings, community events, and items of interest.

City Attorney Dilkes thanked Councilors for their support and flexibility throughout
her career with the City and thanked staff members for being incredible to work
with.
City Manager Fruin, Assistant City Manager Monroe and City Clerk Fruehling all
thanked City Attorney Dikes for her service and wished her well on her retirement.

Summary of Minutes
March 16, 2021
Iowa City City Council special formal meeting, 5:02 p.m. via Zoom meeting platform.
Mayor Teague presiding. Council members present: Bergus, Mims, Salih, Taylor,
Teague, Thomas, Weiner. Absent: None. Staff members present: Fruin, Monroe,
Kilburg, Dilkes, Dulek, Fruehling, Hightshoe, Bockenstedt. Unless otherwise noted, all
actions were affirmative and unanimous.
Moved by Salih, seconded by Thomas, to discuss the purchase or sale of
particular real estate only where premature disclosure could be reasonably expected to
increase the price the governmental body would have to pay for that property or reduce
the price the governmental body would receive for that property. The minutes and the
tape recording of a session closed under this paragraph (Land Acquisition) shall be
available for public examination when the transaction discussed is completed. The
Mayor declared the motion carried and adjourned into executive session 5:04 p.m.

Mayor Teague suggested the Council members hold their comments until after public discussion on
item 26 during the formal meeting.
Discussion on utility account collection protocols
City Manager Fruin summarized the memo (IP4) included in the March 11, 2021 Information Packet.
Individual Council members expressed their views. Finance Director Bockenstedt provided additional
information.
Action: Staff will move forward with establishing payment plans for all non-active past due accounts (no
risk of shut-off). All current accounts should remain in a no shut-off protocol. Once state relief program
rules are formally announced staff will revisit protocols with City Council as needed.

Item 14. Melrose Court Sewer Improvements — City Manager Fruin announced there had been a
publication error and the item would need to be deferred to a special formal meeting on March 23.

Review of Recommendations from OIR Group, CPRB and Preliminary Plan
Mayor Teague noted the memo (IP3) from the March 18, 2021 Information Packet and made
recommendations for a plan of review. City Manager Fruin reviewed the color coding and suggested
categorizing items by items needing City Council Action Needed Now, City Council Action Needed in
Future, No City council Action Needed. City Manager Fruin, City Attorney Dilkes, and Chief of Police
Liston provided additional information. Individual Council members expressed their views regarding
recommendations from the CPRB and the OIR Group.
City Manager Fruin provided an update regarding public feedback.
Action: Staff will work to identify a second possible special work session to complete the review of the
Preliminary Plan recommendations.
