IaDOT Agreement for Maintenance and Repair of Primary Roads in Municipalities Resolution authorizing the Mayor to sign an Iowa Department of Transportation Agreement for Maintenance and Repair of Primary Roads in Municipalities. .z 1- I O'L} Ti. Comment The Agreement for Maintenance and Repair of Primary Roads in Munidpalities outlines the maintenance responsibilities of the Iowa Department of Transportation (IaDOT) and the City of Iowa City for primary road extensions in Iowa City. This agreement is required to be renewed every five years. Burlington and Madison Intersection Improvements Resolution authorizing contract reimbursing CRANDIC for work performed on the Burlington and Madison Intersection Improvements Project. Comment The City of Iowa City entered into an agreement Wth the Cedar Rapids and Iowa City Railway Company (CRANDIC) to construct public improvements on railroad right-of-way as part of the Burlington and Madison Intersection Improvements Project. The final cost of the improvements is $181,422.75, which requires City Council approval for payment per the Citys Purchasing Policy. (RE790-0015) Comment The Planning and Zoning Commission will consider this amendment at their upcoming April 15 meeting. Approval would allow drinking establishments that are legally nonconforming due to the minimum separation distance requirement to continue where they are on property in a Historic Overlay District (OHD) zone and Where they have remained vacant for at least two years. These uses can also expand into spaces that meet those two requirements as well. The purpose is to incentivize historic preservation downtown and to fill vacant storefronts where viable businesses have not yet been established. 9. Planning and Zoning Matters If a majority of the Council is indined not to concur with the Planning and Zoning Commission recommendation a consult with the Planning and Zoning Commission should be offered before the dose of the public hearing. 10.a. Fringe Area Rezoning - 4809 Rapid Creek Road NE Motion to approve a letter to the Johnson County Planning and Zoning Commission in support of a rezoning from County (A) to S� County Residential (R) for approximately 13.07 acres of property 2.\t4'(� located in unincorporated Johnson County at 4809 Rapid Creek Road NE.(CRE721-0001) Comment At its April 1 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of the proposed rezoning. Sale of 2131 Taylor Dr. Resolution authorizing conveyance of a single-family home located at 2131 Taylor Ddve. Comment: The south District Home Investment Partnership Program is an effort by the City to encourage home ownership and reinvestment in designated neighborhoods. The City purchased a duplex at 2129-2131 Taylor Dr., rehabilitated it, converted it to a 2 -unit condominium, and has received an offer from an income -eligible family to buy the unit at 2131 Taylor Dr. for $133,500. 1 Public Hearing Action: 2 Consider Resolution Action: �aQ ; h (�2', nzv- , -7 O 12. Establishing Urban Revitalization Tax Abatement Area Resolution adopting Highway Commercial Urban Revitalization Plan. Comment: The proposed plan designates areas of the City along Highway 6 and Highway 1 wherein certain building improvements or new construction may be eligible for limited property tax exemptions for a period of three years. Only improvements generating at least a 15% increase in building value are eligible. Alcohol in Park Shelters Ordinance amending Title 4, entitled "Alcoholic Beverages," and Title 10, entitled "Public Ways and Property," to allow alcohol in parte shelters. (Second Consideration) Comment Currently persons may only possess and consume alcohol in a park with a permit or written agreement This ordinance loosens that restriction to allow beer and wine to be possessed and consumed in conjunction with any shelter reservation except for the shelters in Napoleon and Kickers parks. Ordinance amending Title 12, entitled "Franchise," Chapter 4, entitled "Cable Television," to repeal the cable television franchise ordinance. S (First Consideration) Comment The Citys local franchise agreement with Mediaoom expired in 2018, and Mediaoom now operates pursuant to a state franchise. Because the requirements for a state franchise are more favorable than the Citys, it is highly unlikely that a company would ever apply for a local franchise, and this ordinance repeals the local franchise provision. With the repeal, the Telecommunications Commission will also be dissolved. Ate,: Weiner/ l -em , EY/O JU-) 15. 2021 GO Bonds Bidding Procedure 21-107 Resolution directing the advertisement for sale of $11,325,000* (subject to adjustment per terms of offering) General Obligation Bonds, series 2021, and approving electronic bidding procedures and distribution of the preliminary official statement. Comment: This resolution allows for the advertisement for the sale of the bonds, approval of the preliminary official statement, and the receipt of the electronic bids through the SPEER AUCTION competitive bidding system.
