Comment West Bancorporation, Inc. maximum balance is being raised from $35,000,000 to $75,000,000 to accommodate increased investments and the local location address is being changed to the Coralville address. 6.d. Budgeted Positions - Communications Division Resolution amending budgeted positions in the Communications Division of the City Manager's Office by adding one full-time Public Safety Information Officer position in FY21 and to replace the approved Public Safety Specialist position in the FY22 budget and amending the AFSCME pay plan by adding the position of Public Safety Information Officer to grade 14. Comment: The FY22 budget authorized the City to hire one full-time Public Safety Specialist position to support official City communications for the Iowa City Fire and Police Departments. The needs for this position have been revised and amendments to the FY21 and FY22 budgets, as well as the AFSCME pay plan, are required. With approval, a Public Safety Information Officer position will replace the Public Safety Specialist position and be added at grade 14 to the pay plan. 6.e. Budgeted Positions — Engineering Division Resolution amending budgeted positions in the Engineering Division of the Public Works Department by adding one full-time Civil Engineer position. May 4, 2021 Comment This resolution will approve the addition of one permanent full-time CMI Engineer position. City staff has become aware of plans to rapidly expand private broadband it ifiastructure within the City over the coming years. The new position will assist in the plan review and management necessary to permit these significant utility expansions and other capital improvement projects. AFSCME Collective Bargaining Agreement - Fiscal Years 2022- 2026 Resolution authorizing agreement between the City of Iowa City and the Iowa City Library Board of Trustees and the American Federation of State, County And Municipal Employees, Local #183, AFL-CIO, to be effective July 1, 2021 through June 30, 2026. 2_, - 3 Comment: This is a five-year agreement for fiscal years 2022-2026. The agreement establishes wage settlements for all AFSCME positions for the first four years and indudes a wage re -opener for the final year. The agreement also identifies prohibited subjects to be removed from the section of the agreement applicable to positions included in the AFSCME (Mixed) group and establishes insurance settlements for the first four years for positions induded in the AFSCME (Transit) section of the agreement. It also deletes the Side Letter titled "Appendix D Classification Review Process.' 6.g. Classification and compensation plans for Confidential, Administrative, and Executive Employees - FY22-FY25 Resolution establishing classification/compensation plans for Confidential, Administrative and Executive employees for fiscal years 2022 through 2025. Comment This is a four-year compensation plan for all confidential, administrative, and executive employe. It is consistent with adjustments to be made to the general employees' classified plan as a result of the recently negotiated collective bargaining agreement with AFSCME. 6.h. Procurement - Grapple Truck Resolution authorizing the procurement of one (1) new International Grapple Truck. May 4, 2021 Comment This Resolution will approve the procurement of one (1) new International HV507 Grapple truck with a Rotobec Elite 910 rear -mount loader to be used by Forestry Operations. Sourcewell cooperative contract #060920-NVS will be utilized for this procurement. The total purchase price is $189,994.32, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. Iowa City City Council Agenda Page 5 6.i. Gilbert Court Sidewalk Infill Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Gilbert Court Sidewalk Infill Project. Comment: Bids for this project were received on Wednesday, April 28, 2021 and the following bids were received: All American Concrete J & L Construction Engineer's Estimate West Liberty, IA Washington, IA $ 70,390.00 $ 94,840.00 $ 87,000.00 6.j. Madison Street Jordan Well Plugging Resolution authorizing the acquisition of property interests necessary for construction of the Madison Street Jordan Well Plugging Project. Comment The City of Iowa City must acquire a temporary construction easement to construct the Madison Street Jordan Well Plugging Project. The project generally includes demolition of an existing building housing the well and pump as well as the plugging and proper abandonment of the City's Jordan Well located at the intersection of Madison Street and Davenport Street 6.k. COVID-1 9 Relief Recreational Trails Program Resolution authorizing an application for COVID-1 9 Relief Recreational Trails Program Funding. May 4, 2021 Comment This item will authorize City staff to apply for COVID-19 Relief Recreational Trails Program funding for the Iowa River Trail, between Parr Road and the Hancher pedestrian bridge, along the east side of the Iowa River. Zoning code amendment related to single-family site development standards Motion setting a public hearing for May 18, 2021 on an ordinance amending Title 14, Zoning of the Iowa City code related to single- family site development standards (RF721 -0003). 2j- -'? l--IIY 12 -�I� Comment On May 6, the Planning and Zoning Commission will consider an amendment to the single-family site development standards. This amendment would repeal a portion of Ordinance No. 19-4815, which requires a 9 -foot separation distance between conforming parting spaces and additional paving within the required front setback area. 7.b. FY2U21 Budget Amendment Public Heannq Resolution setting public hearing on amending the FY2021 Operating Budget. Comment This resolution sets a public hearing for May 18, 2021 to amend the FY2021 operating budget. Information will be available to the public on May 4, 2021. 7.c. 2021 Water Pavement Patching Resolution setting a public hearing on May 18, 2021 on project manual and estimate of cost for the construction of the 2021 Water Pavement Patching Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment This project incudes pavement repairs associated with water main breaks on various streets throughout Iowa City. Types of pavement that need repaired indude: Portland Cement Concrete (PCC); composite pavement consisting of PCC and Hot Mix Asphalt (HMA); and full depth HMA pavement. Some locations will also require the removal and replacement of driveway, sidewalk, curb ramps, and/or curb and gutter. The estimated construction cost is $132,000 available in Water Division operation funds. 7.d. Planning and Zoning Matters If a majority of the Council is indined not to concur with the Planning and Zoning Commission recommendation a consult with the Planning and Zoning Commission should be offered before the close of the public hearing. 10.a. Zoning Code Amendment - Nonconforming Drinking Establishments Ordinance to amend Title 14 Zoning regarding nonconforming drinking establishments in a Historic Overlay District (OHD) zone and vacant for at least two years. (RF720-0015) May 4, 2021 Comment This proposed ordinance would allow drinking establishments that are legally nonconforming due to the minimum separation distance requirement to continue where they are on property in a Historic Overlay District (OHD) zone and where they have remained vacant for at least two years. These uses can also expand into spaces that meet those two requirements. The purpose is to incentivize historic preservation downtown and to fill vacant storefronts where the market has not resulted in conforming businesses moving into vacant drinking establishments. 1. (Pass & Adopt) Comment At its February 18, 2021 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of the rezoning, subject to conditions related to delayed issuance of a building permit until the subject property has been final platted and delayed issuance of a certificate of occupancy until an eastbound left tum lane is installed on Melrose Avenue at the proposed access. Comment: The Metropolitan Planning Organization of Johnson County will be filing a Consolidated Transit Funding Application on behalf of Iowa City Transit with the Iowa Department of Transportation. This is an annual process that Iowa City undertakes, outlining federal funds requested for operating and capital expen,cs and ensures projects become eligible for potential use of federal funds. CPRB Ordinance Ordinance amending Title 8, entitled "Police Regulations," Chapter 8, entitled "Community Police Review Board," to lengthen the time period to Sefile a complaint and to allow the complainant to respond to the Police Thr Chiefs report. (First Consideration) Comment In a recent report to Council, the Community Police Review Board recommended a series of City Code amendments including lengthening the time period to file a complaint to 180 days and allowing the complainant to respond to the Police Chiefs report. Cable Franchise -Telecommunications Comm. 2 -NS Ordinance amending Title 12, entitled "Franchise," Chapter 4, entitled "Cable Television," to repeal the cable television franchise ordinance. (Second Consideration) Comment The Citys local franchise agreement with Mediacom expired in 2018, and Mediaoom now operates pursuant to a state franchise. Because the requirements for a state franchise are more favorable than the Citys, it is highly unlikely that a company would ever apply for a local franchise, and this ordinance repeals the local franchise provision. Approval of the CDBG/HOME budget 21- 12.2- Resolution adopting Iowa City's FY22 Annual Action Plan which is a sub -part of Iowa City's 2021-2025 Consolidated Plan (City Steps 2025). Comment A resolution is required for the use of federal CDBG and HOME funds for local projects. The Housing and Community Development Commission (HCDC) met on Mardi 18, e 2021 to formulate a funding recommendation, within the FY22 Annual Action Plan, for Council consideration. The Housing and Community Development Commission (HCDC) approved a request from the Agency Impact Coalition to suspend the FY22 Legacy Agency application process due to COVID-19 and renew funding allocations to be prorated based on the FY22 budget HCDC reviewed and formulated a funding recommendation for Emerging Agencies at their March 11, 2021 meeting. Assessment Schedule Resolution adopting an assessment schedule of unpaid mowing, dean -up of property, snow removal, sidewalk repair, and stop box repair charges and directing the Clerk to certify the same to the Johnson County Treasurer for collection in the same manner as property taxes. Comment The City has the authority under Iowa Code §364.13B to assess the nuisance abatement costs in the same manner as a property tax. This resolution allows the City Clerk to certify to the Johnson County Treasurer the abatement cost to be assessed against the property. This assessment is being pursued only after the City took many steps to resolve the matter. The City notified the homeowners to abate the nuisance (for example, to remove snow from the sidewalk) and after the homeowner did not take action to abate the nuisance, the City abated the nuisance and billed the owner. After being billed at least twice, these owners still have not paid the abatement costs. The City has sent a letter to the homeowner giving them notice that this resolution would be on the agenda, a copy of which is attached to the resolution. No interest will be charged if the owner pays within 30 days of the first required publication.
