Executive S ummary:
As directed by Title 9, Chapter 1, S ection 3A of the C ity C ode, this is to advise the C ity Council of
the f ollowing action:
Pursuant to S ection 9-1-3A (12); E stablish "No P arking A ny Time" parking prohibition on the east
side of Wales S treet between S outh 7th Avenue and East C ourt S treet.
B ackground / Analysis:
I n the fall of 2018, City service vehicles were having trouble accessing Wales S treet and staf f
requested parking be removed from one side of the street. Wales S treet is less than 26' wide
which makes it difficult f or large vehicles to safely navigate this block when vehicles park directly
across from each other on both sides of the street.
At the November 20, 2018 C ity Council Work S ession, the C ity Council discussed the removal of
parking. After resident input and C ouncil discussion, the Council agreed to give residents another
opportunity to modif y their on-street parking behavior before prohibiting parking on one side. C ity
staf f monitored on-street parking f or a month and on-street parking improved.
Earlier this year, the Streets D epartment and the R esource Management D epartment again
reported issues accessing Wales S treet due to on-street parking. Attached, you'll find
documentation of the on-street parking. S taf f is requesting parking be removed from the east side
of the street in order to provide City services to residents along Wales S treet. Parking will remain
on the west side of the street.
