6.b. Ad Hoc Truth and Reconciliation Commission By -Laws
1 - `f �� Resolution Adopting the Ad Hoc Truth and Reconciliation
Commission By -Laws.

Comment The City Council adopted Resolution No. 20-228 creating the Ad Hoc Truth
and Reconciliation Commission (TRC) on September 15, 2020. The resolution
establishes that the TRC shall determine the frequency and conduct of its meetings and
that the meetings will be open to the public and conducted in accordance with Chapter 21
of the Iowa Code. Records, documentation, and communications of the TRC will be public
records under Chapter 22 of the Iowa Code. As a result of this authority the TRC created
and approved its own by4aws. The Iowa City Rules Committee reviewed these by-laws
on May 24, 2021 and recommend approval.
6.c. Amend Budget Positions - Neighborhood Services
Resolution amending the budgeted positions in the Neighborhood
Services Division of the Neighborhood and Development Service
Department by increasing a .63 FTE Housing Program Assistant
position to a 1.0 FTE.
Comment The Federal Department of Housing and Urban Development (HUD)
published a notice that the Iowa City Housing Authority was eligible for 69 Emergency
Housing Vouchers (EHV) vouchers with a budget authority of $423,972. This voucher
award will provide tenant -based rental assistance to individuals and families who are (1)
homeless, (2) at risk of homelessness, (3) fleeing, or attempting to flee, domestic violence,
dating violence, sexual assault, stalking, or human trafficking, or (4) recently homeless.
The additional EHV caseload will require increasing our.63 FTE HPA to a 1.0 FTE.

6.d. Amend Budgeted Positions - Water Division
Resolution amending budgeted positions in the Water Division of
the Public Works Department by deleting one full-time
Maintenance Worker I — Water Customer Service position and
adding one full-time Maintenance Worker II -Water Service
position.
Comment The requested Water Division staffing change betters aligns with the locating
needs for the City water and fiber optic systems. The number of locates has increased by
25% over the past four years mainly due to an increase in large scale private fiber optic
installations.
6.e. Downtown Alleys - Dumpsters
Resolution adopting a permit system for solid waste containers in
the downtown alleys, rescinding Resolution No. 17-29, and
extending the duration of the current permit.
Comment A waste hauler may not place a solid waste container (i.e., a dumpster) in a
downtown alley without a permit The City issued a 3 -year permit to Republic Services that
expires on June 30, and this resolution extends the permit to Aug. 31. This also amends
the policy to provide that the City determines where the dumpster is located and clarifies
that all solid waste in the alley must be removed.
6.f. Riverfront Crossings Park, Phase 4
Resolution accepting the work for the Riverfront Crossings Parc,
Phase 4 Project.
Comment The project has been completed by All American Concrete of West
Liberty, Iowa, in substantial accordance with the plans and specifications. The
Engineer's Report and Perfomianoe and Payment bonds are on file with the City
Clerk.

Resolution accepting the work for the City of Iowa City Belt Filter
Press Project.
Comment The project has been completed by Woodruff Construction of Fort
Dodge, Iowa, in substantial in accordance with the plans and specifications.
The Engineer's Report and Performance and Payment bonds are on file with
the City Clerk.

Improvement
Resolution awarding contract and authorizing the City Engineer to
sign a contract for construction of the Melrose Avenue / IWV Road
— Highway 218 to Hebl Avenue Improvement Project [STP -U-
3715(668)-70-50].
Comment Bids for this project were received on Tuesday, May 18, 2021 by the
Iowa Department of Transportation, and the following bids were received:

Engineer's Estimate
Public Works and Engineering reoommend award of the contract to Metro Pavers, Inc.
of Iowa City, Iowa. The City s estimated portion is $2,700,000 and will be funded with
Surface Transportation Block Grant (STBG) Program funding, General Obligation
bond proceeds and Landfill revenues.

Cardinal Pointe West -Part 3 - Final Plat
Resolution approving the final plat of Cardinal Pointe West - Part
3, Iowa City, Iowa. (SUB21-0002)
Comment: The City Council approved the preliminary plat of Cardinal Pointe West— Part
3 on February 16, 2021. Staff recommends approval of the final plat subject to approval
of the legal papers and construction drawings by the City Attorney and City Engineer. It is
anticipated that legal papers and construction drawings will be approved prior to the June
1 City Council meeting. Approval will result in the creation of one multi -family lot, six
duplex lots, and 12 single-family lots near the intersection of Camp Cardinal Blvd and
Kennedy Parkway.
7. Setting Public Hearings
7.a. Nevada Avenue Sanitary Sewer Replacement Construction
Resolution setting a public hearing on June 15, 2021 on the project
manual and estimate of cost for the construction of the Nevada
Avenue Sanitary Sewer Replacement Construction Project,
directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public
inspection.
Comment This project generally includes: sanitary sewer pipes, sanitary sewer
manholes, sanitary sewer service reconnection, street pavement, driveways, seeding,
and sidewalk. The estimated construction cost is $462,000 and will be funded by
wastewater funds.
7.b. Lower City Park and Kimball Road Storm Sewer Improvement

manual and estimate of cost for the construction of the Lower City
Park and Kimball Road Storm Sewer Improvement Project,
directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public
inspection.
Comment: This project will replace the stone sewer outfall in Lower City Pari<from the
access drive to the river, two storm sewer intakes will be placed on Kimball Road east of
the Gilbert Street intersection to improve drainage and a private driveway immediately
north of Kimball Road will be replaced to remove an existing large dip. The estimated
cost of construction is $250,000 with funds available in account #IS3809.

Comment At its May 6, 2021 meeting, by a vote of 6-1 (Martin in the negative), the
Planning and Zoning Commission recommended approval of this rezoning subject to
conditions related to woodland management, trail connections, traffic calming, right-of-
way
ight-ofway trees, and platting. This rezoning was considered by the Commission three times
due to concerns about its compatibility with the neighborhood and oonsistency with the
comprehensive plan's concept for a single -loaded street in this area. The Commission
recommends approval of this version of the plan, which is responsive to the concerns
they and the public raised. Approval will allow for development in conformance with tie
accompanying Preliminary Sensitive Areas Development Plan. Correspondence

Comment The UniverCity Neighborhood Partnership Program is a project to encourage
sem home ownership and reinvestment in designated neighborhoods surrounding the

rehabilitates them, and then sells them to eligible buyers. The City has renovated 520 N.
Dodge St and has received an offer for $227,000.

Curb Ramp 2021
Resolution approving project manual and estimate of cost for the
construction of the Curb Ramp 2021 Project, establishing amount of bid
security to accompany each bid, directing City Clerk to post notice to
bidders, and fixing time and place for receipt of bids.
Comment This project includes the construction and replacement of sidewalk curb ramps at
locations throughout the City to improve accessibility and comply with the Americans with
Disabilities Act (ADA). The estmated cost for this project is $165,000 and will be funded by
Account #IS3822 - Curb Ramp Construction - ADA.

construction of the Public Housing Pavement Repair Project,

Comment This project includes sidewalk and driveway repairs at 34 City owned public housing
units located throughout Iowa City. The estimated construction cost is $147,000 funded by Public

13. Park Hours

Chapter 9, entitled "Parks and Recreation Regulations," to make park
closure hours uniform. (Second Consideration)
Comment Park hours vary depending on the park, and the Parks & Recreation Commission
recommends having uniform park hours. This ordinance doses all parks at "dusk" wilh the
following 3 exceptions: a) Bladkhawtk Mini Park, Chauncey Swan Park, and College Green Park
never dose; b) Trails can be used as transportation; and c) The City may allow a park to remain
open for an event, such as a softball tournament Staff requests expedited action.

Comment Iowa City Transit has facilitated a multtyeartransit planning process with Coralville
Transit, University of Iowa CAMBUS, transit consultants Nelson -Nygaard culminating in the
Iowa City Area Transit Study Plan. The Plan contains recommended changes to the transit
system including routes, stops, fares, transfer policies, Sunday service, transit stop amenities,
transit service enhancements, improved frequency of bus service, and other service aspects.
