Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. City Manager Fruin provided a brief background of the ARP and introduced Assistant City Manager Kilburg to present a power point on the State and Local Government Relief Allocations. Kilburg discussed ARP allocations, the timing of allocations, the spending deadlines and the following overview of guidance: 1) Responding to COVID public health & economic impacts. 2) Premium pay for eligible workers performing essential work. 3) Replace lost revenue & restore government service levels. 4) Necessary water, sewer & broadband infrastructure. Kilburg discussed encouraged uses and framework for assessing use eligibility, transfer of funds per guidance, ineligible uses, and recommended processes. City Manager Fruin asked for Council direction on the draft guiding principles. Individual council members expressed their views. Action: Staff will consider final revisions to the ARPA Guiding Principles and post to the City website and will work with Communications on some initial public education and input opportunities. Clarification of Agenda items Mayor Teague opened discussion for the time allotted for community comment and suggested adding language to the agenda. Discussion focused on keeping the time from three to five minutes, reducing it down to two minutes or just keeping it at five minutes. Interim City Attorney Dulek provided information. Individual council members expressed their views. Action: Staff will work to incorporate advisory language on the community comment portion of the meeting agenda. The language will include information on individual speaking time, duration of the public comment period(s) and additional ways the public can communicate with Council.
