Final Plat - Stone Bridge Estates Part Eleven ' I Resolution Approving the Final Plat of Stone Bridge Estates - Part Eleven, Iowa City, Iowa. (SUB21-0006). al -01 Comment A preliminary plat of the Stone Bridge Estates subdivision was approved by the City Council on August 15, 2017. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the July 6, 2021 City Council meeting. Approval will allow for the development of Stone Bridge Estates - Part Eleven subdivision, a 134ot, 2.39 -acre residential subdivision located at the intersection of Thames Drive and Huntington Drive. 5.c. Riverside Theatre -Alcohol Agreement Resolution approving an agreement with Riverside Theatre to allow the sale of wine and beer under limited circumstances in City Park. Comment The City Code allows private entities to sell alcohol in City parks by agreement This resolution approves an agreement allowing Riverside Theatre to sell beer and wine during performances on Riverside Theatre Festival Stage from July 15 to August 22. The agreement is substantially similar to previous ones. 5.d. Block Party -Alcohol Agreement Resolution approving an agreement with the Downtown District to allow the sale, consumption, and possession of beer and wine during the Block Party. Comment The City Code allows private entities to sell alcohol on City streets by agreement This resolution approves an agreement allowing the Downtown District to sell beer and wine during the Block Party on July 24. The agreement, which is attached to the resolution, is substantially similar to previous ones. 5.e. Position Reclassification Resolution amending budgeted positions in the Support Services Division of the Police Department by replacing the approved full- time Civilian Supervisor position in the FY22 budget with one full- time Support Services Supervisor position and amending the Administrative pay plan by adding the position of Support Services Supervisor to grade 26. Comment: The FY22 budget authorized the City to hire one fulptime Civilian Supervisor position to oversee administrative civilian employees in the Support Services division. The needs for this position have been revised and amendments to the FY22 budget, as well as the AFSCME pay plan, are required. With approval, a Support Services Supervisor position will replace the Civilian Supervisor position and be added at grade 26 to the pay plan. July 6, 2021 Iowa City City Council Agenda Page 4 5.f. ICHA Annual Plan for FY 2021 2 I " Resolution adopting the Iowa City Housing Authority's Annual Plan for Federal Fiscal Year 2021. 21 - t?0 21-I8k Comment The Iowa City Housing Authority is required to submit an Annual Plan for Fiscal Year 2021 to the US Department of Housing and Urban Development (HUD). The Annual Plan provides details about the Housing AuthWs current programs and the resident population served, as well as the Housing Authority's strategy for addressing the housing needs of currently assisted families and the larger community. The Annual Plan also serves as the annual application for grants to support improvement to Public Housing units (Capital Fund Program). 5.g. Historic Preservation Handbook Amendment Resolution to amend section 4.11 Siding of the Iowa City Historic Preservation Handbook Comment On February 16, 2021, the City Council directed staff to pursue a narrow amendment to the City's Historic Preservation Handbook related to siding. Comment This resolution sets a public hearing on an ordinance which makes changes to Solid Waste Fees. Title 3, Chapter 4 amendments include the addition of a $2 monthly charge per additional yard waste carts after the first cart Additional carts are optional for customers. This amendment also includes the removal of the $10 per ton fee for wood chip mulch, making it free. 6.c. Transit Maintenance Facility Bus Charging Stations Resolution setting a public hearing on July 27, 2021 on project manual and estimate of cost for the construction of the Transit Maintenance Facility Bus Charging Stations Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. •• Comment The project generally includes a new electrical utility service and associated electrical distribution equipment at the Transit Maintenance Facility for supplying power to electric bus charging equipment The estimated project cost is $210,000 and will be funded by Transit Fleet Maintenance funds.
