Presentation by Project Better Together officials regarding an inclusive regional visioning process Project Better Together officials Josh Schamberger - President of Think Iowa City, Nancy Bird — President of the Iowa City Downtown District, and Kate Moreland — President of ICAD presented updates and what's next regarding an inclusive regional visioning process. Individual Council members expressed their views. Clarification of Agenda items No discussion. Information Packet Discussion EJune 17, June 24, July 1j ➢ June 17 1. (IP3, Memo from City Manager: One Year Progress Report on Resolution No. 20-159, Addressing the Black Lives Matter Movement and Systemic Racism) Councilor Mims thanked staff for the one-year progress report. 2. Councilor Weiner asked when the Council would be discussing Johnson County's Mine - Resistant Ambush -Protected vehicle (MRAP). Action: The Police Department will draft a memo regarding its use of the Johnson County MRAP, alternatives to use and options for a replacement civilian armored vehicle. ➢ June 24 1. (IP2, Memo from Neighborhood & Development Services Director: Eviction Diversion Program) Councilor Weiner noted the memo and gave an update for Johnson County. ➢ July 1 1. (IP3, Pending City Council Work Session Topics) Councilor Bergus requested discussion of low -intensity commercial use allowances in residential zones be added to the pending list. Action: Staff will add "Discuss low -intensity commercial use allowances in residential zones" to the Council's Pending Work Session List. A memo will be drafted that outlines current code language, enforcement practices and options for by -right allowances. Council Work Session July 6, 2021 Page 2 2. (IP5, Memo from City Clerk: Proposed Council Meeting Schedule, September - December 2021) City Clerk Fruehling noted a possible reduced schedule in December. Individual Council members expressed their views. Action: Due to Election Day, the regular City Council meeting on Tuesday, November 5th will be moved one day earlier to Monday, November 4th. A discussion regarding the December meeting schedule was deferred until September. 3. (IP4, Memo from City Clerk: Joint Meeting Agenda Items for July 19) Individual Council members expressed their views. City Manager Fruin and City Attorney Goers provided additional information. Action: The Clerk's Office will notify the ICCSD of the following additions to the Joint Governments meeting on July 19th: • Review of fireworks policies from cities and county • Report out from cities and counties on American Rescue Plan Act public engagement and spending decisions. Staff will work with both Police and Fire to update the annual firework memo to the City Council. That memo shall be included in the July 15th information packet in time for review before the July 19th Joint Governments meeting. A copy will also be sent to State delegation for their awareness.
