held by the City Council of Iowa City, Iowa, at
which time the Council will consider:

Said public hearing will be held at 7:00 p.m. on the
7th of September 2021, either in the Assembly
Room at The Center, 28 S Linn Street, or Emma
J. Harvat Hall at City Hall, 410 E. Washington St.,
in said city, or if said meeting is cancelled, at the
next meeting of the City Council thereafter as
posted by the City Clerk. If City Hall is closed to the
public due to the health and safety concerns from
COVID 19, the council meeting will be an
electronic meeting using the Zoom Meetings. For

Ordinance amending Title 14, Zoning Code to allow self-service ttorage
uses by special exception in CC -2 zoning districts. (REZ21-0007c+tY, Iowa
Whereas, self-service storage uses are considered an industrial land use and have historically
only been appropriate for zones intended to accommodate more land -intensive commercial
operations, uses with significant amounts of outdoor storage, and light industrial uses; and
Whereas, the Title 14, Zoning currently allows self-service storage uses in Intensive
Commercial (CI -1), General Industrial (1-1), and Heavy Industrial (I-2) zones; and
Whereas, a recent trend towards indoor, climate -controlled self-service storage uses
produces a different facility that mitigates the historic negative externalities of such a use; and
Whereas, the retail landscape has changed significantly in recent years with reduced demand
for large-scale retail spaces, increased demand for smaller retail footprints, and businesses co -
locating with other uses not traditionally associated with retail areas; and
Whereas, these trends can lead to large, vacant retail spaces and eventually blight; and
Whereas, the purpose of the Community Commercial (CC -2) zone is to provide for major
business districts to serve a significant segment of the total community population with a variety
of retail goods and services, and a number of land uses, including residential, commercial,
institutional/civic, and limited industrial uses; and
Whereas, to facilitate the adaptive reuse of vacant large-scale retail spaces, this zoning code
text amendment would allow self-service storage uses in CC -2 zones by special exception; and
Whereas, by allowing this type of use only as a special exception, the Board of Adjustment
can ensure that such uses continue to meet the intent of the CC -2 zone by requiring
accommodation of other allowable commercial uses along the front facade and by applying
enhanced design standards; and
Whereas, the Planning and Zoning Commission has reviewed the zoning code amendment
set forth below on September 7, 2021 and recommends approval.
Now, therefore, be it ordained by the City Council of the City of Iowa City, Iowa:
Section I. Amendments. The Code of Ordinances of the City of Iowa City, Iowa is hereby
amended by adding the following underlined language:
A. Amend Table 2C-1 in 14-20-2 as follows:

B. Amend 14 -4B -4C by adding the following thereto:
10. Self -Service Storage in CC -2 Zones. AUG 1 7 2021
a. All self-service storage units or areas shall be completely within conditibin ieapace,
as defined in the Building Code. No outdoor storage is allowed. Iowa City, Iowa
b. Self-service storage units shall not be individually accessible from the outside, and
no more than 2 garage or overhead doors shall provide access into the building.
Said doors shall only be provided at the rear of the building.
c. A substantial portion of the front building facade must accommodate other
allowable commercial uses. Self-service storage uses are not allowed within the
first thirty feet (30') of the front building depth as measured from the overhang of
the roof, except for the primary entrance to the self-service storage areas. This
primary entrance shall not exceed thirty percent (30%) of the width of the self-
service storage use's building facade and may consist of a hallway, lobby, and/or
retail storefront. Individual self-service storage units shall not be allowed within this
primary entrance area.
d. Buildings containing self-service storage uses shall be considered a large retail
use as it relates to the site development standards set forth in Section 14 -2C -6K.
Section II, Repealer. All ordinances and parts of ordinances in conflict with the provisions of this
Ordinance are hereby repealed.
Section 111. Severability. If any section, provision or part of the Ordinance shall be adjudged to
be invalid or unconstitutional, such adjudication shall not affect the validity of the Ordinance as a
whole or any section, provision or part thereof not adjudged invalid or unconstitutional.
Section IV. Effective Date. This Ordinance shall be in effect after its final passage, approval and
publication.

Ordinance amending Title 14, Zoning Code to allow self-service storage
uses by special exception in the CC -2 zoning district.
(First Consideration)
Background
Southgate has requested an amendment to allow self-service storage
uses in Community Commercial (CC -2) zones
Looking for reuse of 947 Highway 6 E (formerly Slumberland)
Indoor self-service storage with a wrap of small retail storefronts.
Self-service storage uses are only allowed in limited areas
Intensive Commercial (CI -1), General Industrial (1-1), & Heavy Industrial (1-2)
Due to historic land-intensive/outdoor storage -oriented characteristics
Due to changing retail landscape and structure of the proposed
project, staff supports a text amendment
Proposed amendment would allow by Special Exception process with
general and specific approval criteria reviewed the Board of
Adjustment.
Proposed Amendment
Allow self -storage uses in the CC -2 zone through a Special Exception reviewed
by the Board of Adjustment
Special exceptions need to meet:
General approval criteria set forth in 14 -4B -3A
Specific approval criteria developed by staff to maintain a variety of goods and
services in the CC -2 zone; to ensure high quality, active building facades; and to
minimize any potential negative visual impacts
General Approval Criteria
The seven general criteria must be met for all special exceptions:
Will not be detrimental to or endanger the public health, safety, comfort or general
welfare.
Will not be injurious to the use and enjoyment of other property in the immediate
vicinity and will not substantially diminish or impair property values in the
neighborhood.
Will not impede the normal and orderly development and improvement of the
surrounding property for uses permitted in the district in which such property is
located.
Adequate utilities, access roads, drainage and/or necessary facilities have been or are
being provided.
Adequate measures have been or will be taken to provide ingress or egress designed to
minimize traffic congestion on public streets.
Except for the specific regulations and standards applicable to the exception being
considered, the specific proposed exception, in all other respects, conforms to the
applicable regulations or standards of the zone in which it is to be located.
Consistency with the Comprehensive Plan of the City.
Specific Approval Criteria
Four criteria were developed for self-service storage uses in CC -2 zones:
All self-service storage units or areas shall be completely within
conditioned space, and no outdoor storage is allowed.
Self-service storage units shall not be individually accessed from the
outside, and no more than 2 garage or overhead doors shall provide
access into the building (and only at the rear).
3. A substantial portion of the front building facade must accommodate
other allowable commercial uses. Self-service storage uses are not
allowed within the first 30' of the front building depth as measured
from the roof overhang, except for the primary entrance to the storage
area(s) which are not to exceed 30% of the building width. This area
may consist of a hallway, lobby, and/or retail storefront, but not
individual self-service storage units.
Buildings containing self-service storage uses shall be considered a
large retail use as it relates to the site development standards at 14 -2C -
6K.
Site Development Standards
(14 -2C -6K)
Public -facing facades/exterior walls are required to have:
Wall projections/recesses every 100' over at least 20% of the length of the facade
Visual interest along 60% of the facade (e.g. arcades, windows, entry areas, awnings, etc.)
At least 3 of the following: change in color, texture, material, or plane (one must occur
vertically, and horizontal elements must repeat at least every 50')
Roof Details:
Flat roofs must incorporate parapets to conceal rooftop equipment
Building Materials:
Quality exterior building materials (brick, masonry, stucco, textured concrete, etc.) must be
used for 75% of walls
Smooth-faced/unadorned surfaces (concrete block/panels, prefabricated panels, etc.) cannot
exceed 25% of walls
Entryways:
Each building needs a clearly defined customer entrance
If multiple stores in one building, each store requires at least one exterior customer entrance
Must incorporate at least 3 features (e.g. overhang, projection, arcade, outdoor patio,
storefront windows, planters, seating areas, etc.)
Analysis
The retail landscape has changed in recent years
Many large national brick -and -mortar retailers are closing
E-commerce is expanding
Businesses are forced to adapt
Reducing retail footprints
Focusing on experiential retail
Co -locating with other non-traditional uses
These trends can negatively impact the demand for large retail
spaces, and vacant big box stores can lead to deferred
maintenance, depressed property values, and blight
Finding alternative uses for such spaces is beneficial, especially if
paired with opportunities to support other small businesses that
can struggle to find high-quality space

With a high unmet demand for Class A storage, the use can drive traffic to
the site and can serve nearby residential users

The City is seeking to invigorate neighborhood commercial districts and create
new neighborhood commercial nodes
Allowing more flexible uses can increase the resiliency of existing commercial
areas, improve economic viability, and can provide a way to adapt vacant big
box commercial buildings

Explanation of Changes: FY21 Capital Project expenditures carried forward include $6,768,000 for American Legion Rd, $5,225,000 for the pavement

Budget Process Overview
■ FY2022 Original Budget was approved March 16, 2021. Runs July 1, 2021 to June
30, 2022.
■ City policy allows for amendments in the following situations:
- Emergent situations
- Transfer from contingencies
- Expenditures with offsetting revenues or fund balance
- Carry-over of prior year budget authority
■ Can amend anytime other than the last 30 days of the fiscal year.
■ Iowa City averages three amendments per fiscal year, typically in early fall, spring of
the followingyear and early summer of the followingyear.
■ The next planned amendment coincides with the FY2023 Budget Process to be
approved March 2022.
