Community Police Review Board Extension Request Motion granting a 90-day extension to the Community Police Review Board for the filing of the Public Report with the City Council on Complaint#20-02, #20-05, #20-06, #20-07, and #20-08. Comment City Code section 8-87B(8)states The Board's report to the City Council shall be completed within ninety(90)days of receipt of the Chiefs or City Managers report.The City Council may grant requests for extensions to this deadline upon good cause shown.The Board voted in open session to request an extension to the Board's deadline to file its Public Report for said Complaints.Correspondence induded in the Council packet 6.c. Approval of FY2022 Interfund Transfers Z (4, Resolution Adopting Amending FY2022 Inter-fund Transfers. Amending budgeted positions - Development Services Division Resolution amending the budgeted positions in the Development Services Division of the Neighborhood and Development Services Department by deleting one full-time Development Regulations Specialist position and adding one full-time Associate Planner- Urban Planning position and amending the AFSCME pay plan by deleting the position Development Regulations Specialist from grade 13. Comment A review of the duties and responsibilities involved in land development applications related to site plan,design review,construction site runoff,and form-based codes has prompted reorganization of the Development Services Division.This resolution converts one existing position at the time the position becomes vacant to better integrate planning and building inspections. 6.e. Tobacco Violation— Hawkeye Smoke and Liquor - ?' Resolution accepting payment of$300.00 civil penalty and waiver of right to hearing from Hawkeye Smoke & Liquor. Comment This Resolution accepts a waiver of right to hearing and a payment of a $300.00 civil penalty by Hawkeye Smoke&Liquor.The civil penalty is required by Iowa Code Section 453A.22(2)due to a first instance of an employee selling or providing tobacco to a minor within a two-year period. 6.f. 2022 Park Renovations 2_ 1 - 2 1 Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Snyder&Associates, Inc., of Iowa City, Iowa to provide engineering services for the 2022 Park Renovations Project. Comment This agenda item authorizes an agreement to provide consultant services for the 2022 Park Renovations Project The total cost of the services is$86,500 and will be funded by the Chadek Green Park Playground and Shelter account#R4350,the Whispering Meadows Park Ecological Restoration&Park Improvements account #R4357,and the Court Hill Park Shelter&Playground Replacement account##24368. Comment This agenda item authorizes an agreement to provide consultant services for the Digester Complex Rehabilitation Project.The total cost of the services is$118,700 and will be funded by the Digester Complex Rehabilitation account#V3151. 6.h. Landfill Facility Plan 2021 - 2050 Z I - Z y ` Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and SCS Engineering, Inc. to provide engineering consultant services for the Landfill Facility Plan 2021 - 2050. Comment This item will approve an agreement with SCS Engineers to prepare a thirty year planning document(2021-2050)to evaluate and guide the future development maintenance,and operations at the Landfill.The planning document will inform the design and placement of the new Equipment Building,analyze compost operations,and evaluate the overall site layout and traffic flow.The negotiated fee is not to exceed $139,510 and will be funded by the Landfill Equipment Building Replacement Project Account L3328. 6.i. Rochester Avenue Reconstruction from Ralston Crock to N. First Avenue -2_ 1 - )_L-E 2- Resolution authorizing the acquisition of property interests necessary for construction of the Rochester Avenue Reconstruction from Ralston Creek to N. Comment The City of Iowa City must acquire right-of-way,fee title, permanent easements and/or temporary construction easements to construct the Rochester Avenue Reconstruction from Ralston Creek to N. First Avenue Project The project generally indudes the complete reconstruction of Rochester Avenue,from First Avenue to the bridge over Ralston Creek,as well as improvements to the sidewalk,ADA curb ramps, utilities,signage,landscaping,and other associated work.
