Council discussion on City use of the Johnson County MRAP (continued from 7/27/21)
Police Chief Liston stated that Johnson County had not met yet, so he did not have any new
information. The County will be meeting later in the week and he would have an update at the next City
Council meeting.
Mayor Teague noted he was able to see the City of Cedar Rapids’ Bearcat and felt the appearance was
very different from the MRAP and thought there would be more information available by the end of the
month from Johnson County and suggested delaying further discussion until the next City Council
meeting.
Mayor Teague also confirmed with Councilors that the continued use of the MRAP in special situations
would remain in place until further information was available.
Action: The Council requested discussion of the MRAP be delayed to the September 7 work session.
Johnson County will be considering purchase of a Bearcat and Chief Liston will provide an update at
the next work session. In the interim, the Police Department can continue to use the MRAP with
same careful consideration it has always given in the past.

1. (IP2, Article from City Manager: Radon & Rentals-Iowa City First in State to Require
Radon Testing & Mitigation in Rental Homes) Mayor Teague mentioned the radon
testing in rental homes was now in effect.

1. (IP3, Memo from Police Chief & Fire Chief: 2021 Fireworks Calls for Service) Councilor
Thomas asked if staff had received a list of calls for service from surrounding
communities.
Action: Staff will follow-up on fireworks calls for service from surrounding communities.

1. (IP2, Memo from Assistant City Manager: 2021-2022 Bow Hunt Program Update)
Councilor Taylor stated she was not in favor of holding the bow hunt program in public
parks and cemeteries. Mayor Teague recapped previous discussions and Councilor
Bergus noted the staff memo indicated the City was not in favor of extending the bow
hunt program into those areas. Individual Council members expressed their views.
August 5
1. (IP3, Memo from Assistant City Manager: Curb Ramp Snow Removal) Councilor
Thomas thanked staff for the information and stated he though the City should take care
of clearing the curb ramps in the core downtown neighborhoods. Thomas also asked
staff for a proactive approach in snow removal enforcement and if there was a way to
plow without leaving the residual snow on the curb ramps. Individual Council members
expressed their views.
Action: Staff will research potential changes to street plowing operations that could
reduce impacts to curb ramps and prepare an additional memo for City Council.
2. (IP2, Memo from City Attorney: CPRB Proposals for Changes to Ordinance) Councilor
Bergus noted the analysis from the City Attorney’s office and asked if the memo and
discussion be brought back to Council after the Community Police Review Board has a
chance to review the analysis at their September meeting.
Action: The recommended CPRB Ordinance changes will be included as a future Work
Session topic, after the CPRB has had a chance to review and discuss the City
Attorney's memo.

Joint meeting with the Ad Hoc Truth and Reconciliation Commission – TRC Preliminary Budget
Ad Hoc Truth and Reconciliation Commission (TRC) members present: Mohamed Traore (Chair),
Chastity Dillard, Wangui Gathua, Eric Harris, Clifton Johnson.
TRC Commission Chair Traore summarized the following items and costs included in the draft budget
to City Council:
• Advertising/Outreach
• Videographer(s)
• Transportation
• Experts/Training/Facilitator
• Commissioner Stipend
• Collaborators/Consultants
Commission members and individual City Council members expressed their views.
Action: City staff will prepare information about potential travel/childcare stipends to all City Boards &
Commissions. The City Attorney's Office will provide guidance to the TRC regarding in-person meeting
requirements for a facilitator.
