Alcohol Agreement- Oktoberfest 2► - -227-S Z Resolution approving an agreement with the Downtown District to allow the sale of beer under limited circumstances on City streets and parking lot for Oktoberfest. Comment The City Code allows private entities to sell and persons to consume and possess alcohol on public right-of-way or other city ground under limited circumstances. The Downtown District would like to be able to sell beer on October 2,2021 during Oktoberfest in an area on Market St and N.Linn St induding the City parking lot as shown on the diagram attached to the agreement This is substantially the same agreement as in years past 7.b. Janitorial Services for Transportation Services 2 - Z}=' Resolution authorizing the procurement of Janitorial Services for the City of Iowa City Transportation Services Department. Comment This Resolution will authorize the procurement of Janitorial Services for the City of Iowa City Transportation Services Department The contract was awarded to ABM Industry Groups, LLC. During the initial 3-year contract period this purchase will exceed the$150,000 spending authority of the City Manager,thereby requiring Council approval. Over the course of this 3-year contract the City expels to expend approximately$911,556. 7.c. Hawk Ridge Drive— Highway 1 Water Main Repair Construction 2_1 - 2_5-1 Resolution accepting the work for the Hawk Ridge Drive— Highway 1 Water Main Repair Construction Project. Comment The project has been completed by Lynch' Excavating of West Branch, Iowa, in substantial in accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. . Project Estimated Cost $ 104,000.00 • Project Bid Received: $ 90,609.50 • Project Actual Cost: $ 91,239.94 September 21, 2021 Iowa City City Council Agenda Page 3 7.d. Capital Subdivision - 2-c55 Resolution accepting the work for, sanitary sewer, water main, and certain sidewalk public improvements for Capital Subdivision, and declaring public improvements open for public access and use. Comment This item will accept the public improvements for Capital Subdivision, generally located west of Highway 1 NE,north of Moss Ridge Road. 7.e. Fiber Optic Communications System License Agreement '2- 1 l Resolution authorizing the Mayor to sign and the City Clerk to attest an agreement between the City of Iowa City and Sharon Telephone Company to use a portion of public right-of-way way for the installation, operation and maintenance of a fiber optic communications system. Comment This License Agreement, between the City of Iowa City and Sharon Telephone Company,will allow Sharon Telephone Company to install, operate and maintain underground a fiber optic communication system within public right- of-way. 7.f. Fairchild Street Reconstruction 2-1 -2_5-7 Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an agreement by and between the City of Iowa City and Shive-Hattery, Inc. of Iowa City, Iowa to provide consultant services for the Fairchild Street Reconstruction Project. Comment This agreement authorizes Shive-Hattery Inc.to provide consultant services including design development, preparation of construction documents bid phase services and limited construction administration services for the Fairchild Street Reconstruction Project.The Project generally includes the reconstruction of Fairchild Street from Clinton Street to Linn Street The total cost of the services is$129,000 and will be funded by General Obligation Bonds. Funding is available in Muscatine Ave Pedestrian/Transit Amenities account#T3065. 8. Setting Public Hearings 8.a. Zoning Code Amendment- Form-Based Zones and Standards Motion setting a public hearing for October 5, 2021 on an ordinance amending Title 14, Zoning Code and Title 15, Land Subdivision, creating form-based zones and standards as identified in the South District Plan. (RF721-0005) Comment At its September 16 meeting,the Planning and Zoning Commission will consider recommendation of this zoning code amendment Adoption of this ordinance will create form-based zones and standards that facilitate development consistent with the Comprehensive Ran.Specifically,the amendment is designed to allow the development of sustainable and equitable neighborhoods with a mix of housing types. neighborhood nodes,and an interconnected street network in the South District. 8.b. Comprehensive Plan Amendment- South District Motion setting a public hearing for October 5, 2021 on a resolution to amend the South District Plan, a part of Iowa City's Comprehensive Plan, to facilitate development that follows form- based principles. (CPA21-0001) Comment At its September 16 meeting,the Planning and Zoning Commission will consider recommendation of this comprehensive plan amendment Adoption of this resolution will facilitate development that follows form-based principles in the South District of Iowa City.Specifically,the amendment adds new contextual information, encourages development based on form rather than use,adds new goals and objects, and revises the future land use map. Fringe Area Rezoning - 5110 American Legion Road SE Letter to the Johnson County Planning and Zoning Commission in support of a rezoning from County Agricultural (A)to County Residential (R)for approximately 5.37 acres of property located in unincorporated Johnson County at 5110 American Legion Road SE. Facilitator Agreement for Ad Hoc Truth & Reconciliation Commission Resolution authorizing the procurement of Facilitator for the Ad Hoc Truth and Reconciliation Commission. Nc Comment:This agenda item wit authorize the procurement of facilitation services from Kearns& West through June 30, 2022 for the Ad Hoc Truth&Reconciliation Commission.The Commission will be discussing the agreement at their meeting on the evening of September 16th.
