Vice Chair Orville Townsend called the meeting to order at 5:30 p.m.

NEW BUSINESS
Select Nominating Committee — Townsend and Seeberger volunteered to be on the nominating
committee. They will report back to the Board with recommendations for Chair and Vice Chair at
the next meeting.
Discussion CPRB role and purpose defined
Townsend asked Ford to explain the role and purpose of the CPRB.
Ford explained the goals can be found under City Code Chapter 8-8-2,
8-8-7: INTENT AND GOALS:
8-8-2 (A) Investigations into claims of inappropriate conduct by sworn police.
8-8-2 (B) An annual reporting system regarding complaints against sworn police officers will
be established to give the city council sufficient information to assess the overall
performance of the Iowa City police.

Ford noted the duties can be found under City Code Chapter 8-8-7.
8-8-7: DUTIES OF BOARD: COMPLAINT REVIEW AND GENERAL DUTIES:
8-8-7(B) The board shall review all Police Chiefs reports and City Manager's reports
concerning complaints.
8-8-7(C) Maintain a central registry of written complaints filed with the board or with the Iowa
City Police Department. Collect data and do an annual report to the City Council. In addition
to the annual report, the board shall report to the City Council, from time to time, on police
practices, procedures, and policies, including recommended changes.
MacConnell stated she had asked for clarification of the Boards role and purpose as she felt
with all the recommendations to change the ordinance and police policies the Board had gone
off track to that of what the role and actual duties of being a review board were. Nichols noted
recommendations on police policy was part of the Boards duty under 8-8-7(C).
Townsend stated the City Council had charged the Board with presenting recommendations
regarding changes to the CPRB ordinance to enhance its ability to provide effective civilian
oversite of the ICPD. The Board had submitted twelve recommendations which are being
reviewed. He noted this has been an on-going process which is still unfinished because the
Council was waiting for the Board to report back on a proposed budget.
Ford reiterated the two main purposes of the CPRB were to review complaints filed by citizens
regarding Iowa City sworn officers and review of police practices and policies.
OLD BUSINESS
Discussion of CPRB Recommendations to the City Council
Recommendations to be considered after information is received from the CPRB
on items #9 and 10.
Item #9. The CPRB shall be provided city funding to promote awareness of the CPRB and
enhance accessibility to its services. (Le., outreach, streamed meetings on Facebook,
website enhancements, bl-annual community forums, CPRB contact info printed on all Officer
cards, awareness events, and CPRB information provided to each person issued a citation or
at the time they are released from custody in the event they were arrested) - City Council
requested that the CPRB propose an annual budget amount for consideration.
BUDGET ITEMS —
Townsend asked members to report on the assigned items that needed cost researched in
order to provide City Council with an annual budget for funding to promote awareness of the
CPRB and enhance accessibility to its services.

Townsend recapped his previous report of the cost as $3,314.15 which is a one-time cost to
replace all officer business cards.
Bi -annual community forums and outreach awareness events —
MacConnell reported cupcakes would be $1.00 each for food noting that the total cost would
depend on how many forums are held and the number of attendees. MacConnell also
suggested the forums could be advertised in the Daily Iowan as well as the Press Citizen which
would bring more public awareness.

Seeberger reported she was waiting to hear back on placing CPRB fliers and brochures at the
courthouse and would report back at the next meeting. Olney will provide cost for printing
brochures and fliers.
Item #10. The City shall provide complainants access to a lawyer and social worker/medical
professional with trauma awareness training for purposes of assisting complainants throughout
the complaint process. - The City Council requested that the CPRB investigate how the social
worker/medical professional services would be secured and provide an estimated cost for such
services in the above-mentioned budget request.
Townsend reminded the Board that they had agreed to not pursue the recommendation for
access to a lawyer for purposes of assisting complainants throughout the complaint process and
to instead focus on providing a social worker with trauma awareness training.
Access to a social worker/medical professional with trauma awareness training for purposes of
assisting complainants throughout the complaint process -
Ford explained that the City Council was requesting the Board to report how the social worker
process would be secured and the cost.
MacConnell had concerns with offering access to a social worker and felt it could evolve into
offering therapy, she understood that the services should only be that of assisting with the filing
of a complaint. MacConnell noted that the current compliant process already states a
complainant can bring a support person such as family member, friend, clergy person or other
similar representative.
Townsend felt the CPRB could be a source for information for outside services available to the
complainant without having the City involved in providing the service itself, adding that he does
understand the need to have more available social services within the community.
Nichols stated she had requested this recommendation and felt strongly that the complainant
should have a trained professional with trauma awareness training as an advocate throughout
the entire complaint process including the investigation interview with the police. Nichols noted
that outside non-profit agencies are short staffed and struggling to keep up with the need.
Nichols will prepare a draft budget report for the board to review at the next meeting.
Townsend asked Board members if there were any comments regarding the memo from City
Attorney Eric Goers to City Council regarding CPRB's proposals for changes to the ordinance
which was included in the meeting packet.
Townsend noted it appeared many of the recommendations were at a roadblock because of
state law, MacConnell agreed.
Nichols stated she had issues with the idea of saying that even when it is the right thing to do,
we are not going to do it because it is the law. She explained that cities can and do challenge
state laws, noting the City Council had recently challenged the mask mandate. She felt that if
there was a bad law, it is the duty of people in positions like the CPRB to challenge that law and
ultimately the City Council to challenge it and have it play out in the court system. She has a
problem with not even trying to change state law.
MacConnell felt requesting changes to the law was outside the realm of the CPRB's role and
requests to change law should be from individuals not the Board. Nichols stated it would

ultimately be the City Council. Townsend agreed with MacConnell that it should be individuals
that pursue state law changes, however he would not be opposed to the possibility of the Board
writing a letter if the majority of Board agreed.
Ford explained that the memo from the City Attorney to City Council was a legal review of the
twelve recommendations the CPRB had previously submitted, noting that the Board has not yet
heard what if any actions the Council may take and suggested waiting until then.
BOARD INFORMATION
MacConnell suggested inviting the person assigned to work with the police department in
assisting with mental health calls to attend a meeting to give the Board an overall view of the
new position. Chief Liston noted he could arrange to have Law Enforcement Liaison Joah
Seelos attend a meeting. The Board agreed to add this to the next meeting new business.

Attached you will find the IAIR/CPRB 2021 3rd quarter summary report for the Iowa City
Police Department Internal Affairs/Citizen's Police Review Board investigative file.
There were two non -criminal investigations for improper conduct and action involving
two ICPD employees that were initiated internally. There were four externally driven
investigations involving eight ICPD employees. Three of the four external complaints
were received through the CPRB. Two of the complaints were for improper conduct,
one complaint was for an improper action and one complaint was for excessive force.
