Staff presentation on the South District Form Based Code
Tony Perez, Director of Form -Based Coding, from Opticos Design Inc., presented a power point on
Form -Based Coding and Missing Middle Housing focusing on the following:
• What is a Form -Based Code?
• What is Missing Middle Housing?
• A Form -Based Approach to New Neighborhoods
• Benefits of the Form -Based Approach
Senior Planner Russett presented a power point on the following:
• Project Framework and Goals
• Planning Process
• Revisions Incorporated Based on Public Input
• Land Development Process
• Justification for Amendment
City Manager Fruin provided additional information. Individual Council members expressed their views.

Council members expressed their views.
Action: The City Clerk will request that the following be added to the October 18' Joint Entities
meeting agenda:
- Update from Cities and County on Federal ARPA planning
Update from ICCSD on Federal relief dollars planning and any plans for rapid COVID
testing offerings
2. (IPI, Council Tentative Meeting Schedule) City Manager Fruin noted the revised
tentative schedule and asked Councilors to review for conflicts. None were noted.

for community members in need) Councilor Weiner requested to hear more information
after the program had been launched.
